The transformation of the State and society in Mexico and Vietnam took off when the countries began to implement neoliberal policies in the 1980s, the modus operandi being a reduced role for the State and a weaker relationship with the economy in both countries. The agenda asserts the need for targeted actions to bolster sustainable economic growth, decent employment, and industrialization in all countries. This international strategic framework is of particular relevance to Mexico in light of its low-growth context, as well as its relative abandonment of active industrialization policies, for more than three decades now. Drawing on resources from various disciplines, including the cognitive sciences, social psychology, and neuroscience, Smith builds two concepts: constructivist rationality (an individual's conscious, deliberate use of reason, which leads to variability) and ecological rationality (a spontaneous, unintentional emergent social order, which acts as a mechanism of evolutionary selection). Key to this explanation is a three-level conceptualization of the agent: <em>1)</em> the internal order of the mind; <em>2)</em> the external order of social exchange; and <em>3)</em> the extended order of markets. The 13<sup>th</sup> Five-Year Plan 2016-2020 includes measures to expand the coverage of the pension system, health insurance, and unemployment insurance, and also provides for a new raise to the minimum wage. However, there are still significant challenges to come and high expectations for how these programs will develop. The shared vision of China and the United States in terms of scientific mobility and exchange programs is necessary, as migration flows of Chinese origin have always been primarily destined for United States soil. It aims to elucidate how, despite a political disconnect on the island, its socialist development strategy is encountering significant challenges driven by the degree of heterogeneity in its economy and the depth of its reliance on the global system of exchange.
