Pour essayer de repondre a cette question, nous proposons une analyse des articles parus dans la revue au cours de ces quatre decennies a partir de leurs titres et mots-cles. Pour rendre compte et eclairer cette histoire, trois types d’arguments sont mobilises. Travail et Emploi etant initialement une revue de nature administrative, publiee par le ministere du Travail, l’evolution de ses articles est en partie liee aux soubresauts de l’actualite legislative, des politiques publiques et de la production statistique. Elle peut par ailleurs pour partie tenir aux transformations du regard porte par les sciences sociales sur le travail et l’emploi a partir du moment ou Travail et Emploi devient une revue resolument academique. Signe d’un basculement dans la comprehension de leur portee, un questionnement se fait jour au-dela du seul constat de la mise en cause des protections offertes par le droit du travail : ces transformations ne correspondraient-elles pas a l’emergence d’un nouveau « modele », voire d’un nouveau « paradigme » ? Pourtant la definition de cette nouvelle idee du droit du travail ne fait pas consensus. Au contraire, ses evolutions sont desormais sujettes a conflits d’interpretations. L’emergence de ce questionnement n’en merite que plus d’etre pris au serieux. En effet, annoncer l’emergence d’un nouveau « modele » ou « paradigme », ce n’est pas seulement tenter de decrire l’ampleur des changements de la reglementation du travail. Cette affirmation est surtout revelatrice de la fragilisation des cadres d’interpretation qui structurent la discipline du droit du travail. Trait saillant, l’economie du travail a pris un tournant empirique en mobilisant les nouvelles methodes micro-econometriques d’analyse des politiques publiques developpees a partir des annees 1990. Les donnees statistiques se sont multipliees, notamment grâce aux enquetes de la statistique publique, tandis qu’une ethnographie du travail s’est deployee, permettant d’etudier finement les situations de travail. Revue academique publiee avec le soutien de la Direction de l’animation de la recherche, des etudes et des statistiques (Dares) du ministere du Travail, Travail et Emploi constitue un lieu de rencontre privilegie entre ces deux types de methodes. We summarize evidence that job polarization in the United States has started as early as the 1950s in the US: middle-wage workers have been losing both in terms of employment and average wage growth compared to low- and high-wage workers. Furthermore, at least since the 1960s the same patterns for both employment and wages are discernible in terms of three broad sectors: low-skilled services, manufacturing and high-skilled services, and these two phenomena are closely linked. Finally, we propose a model where technology evolves at the sector-occupation cell level that can capture the employment reallocation across sectors, occupations, and within sectors. We show that this framework can be used to assess what type of biased technological change is the driver of the observed reallocations. I show that male workers who remain in routine jobs experience significantly slower long-run wage growth than those who switch to other occupations, even when compared to those who transition to lower-skill non-routine manual jobs. I also show that changes in the employment patterns of men with low levels of education and women with intermediate levels of education account for the majority of the decline in routine employment. Individuals with these demographic characteristics used to predominantly work in routine jobs.
