The results of a series of calculations using pre-network modeling of zone-zone matrices and passenger flows on the public transport network on the example of Perm are presented. The analysis of the modelling results shows that the use of this approach makes it possible to calculate the general parameters of the transport system. Within the framework of the system of national projects, the goal was announced to increase the volume of cargo transportation along the Northern Sea Route to the level of 80 million tons by 2024 from the current level of 10 million tons. In the long term, until 2030, it is planned to increase the transit of goods in the eastern direction to the volume of 110-120 million tons. The article deals with the aspects of improving the system of state planning and management, the organization of interaction between the state, business and the population. An assessment of the current legislative practice of management in the Arctic is given and recommendations are given for improving both the legislative framework and mechanisms for managing territories. Countering shocks at the regional level is determined by resilience, the study contains an analysis of the main approaches to this term in foreign and Russian scientific literature. The article presents the assessment of resilience of Russian regions to economic shocks caused by the coronavirus pandemic, calculating such parameters as retrospective damage, current short-term damage, current long-term damage, recovery time for each of the Russian regions.
