The applied measures of economic regulation and incentives, aimed at the socio-economic AZRF, are often limited to non-economic methods of economic activity without the use of market management mechanisms. This fact determines the need to search for methods and tools for creating an integrated management system (IMS) based on the principle of interregional integration, where effective interregional ties are possible to achieve the goals of creating an integrated system as modern methods of distribution and control of material, financial and human resources. The mathematical expression of the criterion for the sustainability of economic development is given. The proposed methodology is verified by the time range of Russia's economic development for 2016-2019. However, the issues of determining, studying, and taking into account the views of interested parties when forming the goals and priorities of socioeconomic development of administrative-territorial entities require methodological support and recommendations for practical implementation. In this article, an attempt is made to reveal methodological approaches and solve issues of practical implementation of identifying the interests of stakeholders on the example of a specific municipality. The use of private funds by the regions for the development of their social fund: kindergartens, schools, medical institutions demonstrates the interest of the state and business in the implementation of such projects. But in a pandemic, risks increase, while the number of investors willing to invest in the social sphere decreases.
