The applied measures of economic regulation and incentives, aimed at the socio-economic AZRF, are often limited to non-economic methods of economic activity without the use of market management mechanisms. This fact determines the need to search for methods and tools for creating an integrated management system (IMS) based on the principle of interregional integration, where effective interregional ties are possible to achieve the goals of creating an integrated system as modern methods of distribution and control of material, financial and human resources. Abstract
The Arctic zone of the Russian Federation (AZRF), studied as a single subject of management, today is rather a virtual system due to the fact that the regions of the Russian Federation that form it function as separate subsystems.
