The dependence of children on their direct environment for the provision of basic needs, the child-specific requirements in terms of their basic needs and the request for specific information for the formulation of child-focused policies are important reasons calling for the development of child poverty approaches. A range of approaches has been developed in the last decade to meet the need for a measurement tool especially geared to capture children and internalize their specific needs. Each of these approaches differ with respect to their chosen identification mechanism, aggregation methodology and data requirements. Decisions made on all these elements involve a set of advantages and disadvantages and have consequences for the usefulness of the approach to serve a specific purpose or audience. This review provides a structural overview of the current state of literature on the measurement of child poverty and well-being. We construct a proxy measure of longevity, which is the probability that an adult's mother and father are alive. The non-poor's mothers are more likely to be alive than the poor's mothers. Using panel data set for Indonesia and Vietnam, we also find that older adults are significantly more likely to have died five years later if they are poor. On the theoretical side, we argue that the interplays between international openness and technology adoption may constitute an important mechanism leading to a possible increase of income differentials in the liberalizing DCs, trough skill enhancing trade. We use a dynamic specification to estimate the impact of trade on within-country income inequality in a sample of 70 DCs over the 1980-1999 period. Our results suggest that total aggregate trade flows are weakly related with income inequality. However, once we disaggregate total trade flows according to their areas of origin/destination, we find that trade with high income countries worsen income distribution in DCs, both through imports and exports. This finding provides a preliminary support to the hypothesis that technological differentials between trading partners are important in shaping the distributive effects of trade openness. Moreover, after testing for the differential impact of trade in middle income DCs vs low income ones, we observe that the previous result only holds for middle income countries (MICs). The ICT revolution in the past decade has greatly facilitated such efforts as education can now be provided to millions living in inaccessible (rural, mountainous, or landlocked) areas at the click of a mouse and at a relatively low cost without compromising quality. The webbased mode of education, popularly known as “e-learning”, has the capacity to make the acquisition of human capital cheaper and easier in poverty-ridden LDCs. Also, e-learning eliminates the human capital ‘bootstrapping problem’ by guaranteeing ‘just-in-time’ training of a superior quality at employees’ fingertips (literally and metaphorically!) It also has the potential to help reduce poverty by empowerment of the socially disadvantaged and less privileged in society including lower-income groups, the handicapped, sick and disabled (particularly those with writing, speaking and hearing impairments), members of ethnic minority groups, and women affected by cultural and religious prejudice. This is possible largely because, as this paper argues, physical location or ability is not critical for successful e-learning. Der vorliegende Beitrag vertieft dazu erstmals Ergebnisse fur Freie Berufe, Unternehmer im Vergleich zu abhangig Beschaftigten. Insbesondere wird dabei der Frage nachgegangen, wie sich hohe Einkommen mit alternativen Reichtumsgrenzen seit den 90er Jahren im Zeitverlauf geandert haben. Das Besondere unserer Analyseergebnisse ist die breite Fundierung durch die Mikrodaten der Einkommensteuerstatistik 1992, 1995, 1998 und simuliert 2003. Diese Individualdatenbasis mit insgesamt mehr als 12 Mio. anonymisierten Steuerpflichtigen ist die wohl zuverlassigste Quelle uber die Einkommen gerade der Selbstandigen. The results indicate that while welfare rises and poverty falls for all household groups except the poorest (those with rural unskilled private employees as household head), urban households gain more than rural households. Policy experiments involving full tariff reduction and uniform five percent tariff rate indicate generally the same pattern of effects, except that the magnitude of change is relatively larger in the former while all household groups, including the poorest, experience a reduction in poverty in the latter.
