The analysis covers in particular the issue of the participation of social partners in the design and implementation of solutions aimed at the development of social services and deinstitutionalization, as well as the model of services co-production in Poland. The analysisis carried out in the context of the social investment paradigm and based on materials collected in the project entitled „Development and pilot implementation of mechanisms and plans for the deinstitutionalization of social services”. Golinowska","doi":"10.5604/01.3001.0054.1740","DOIUrl":"https://doi.org/10.5604/01.3001.0054.1740","url":null,"abstract":"This article is intended to provide an insight into the first steps in the process of deinstitutionalisation of social services for dependent people in Poland, who have so far lived in traditional residential institutions. This was based on participation in a qualitative study by IPiSS as part of a pilot on the implementation of mechanisms and plans for deinstitutionalisation of social services. The main aim of the article is to formulate conclusions with reference to similar deinstitutionalisation processes in other, mainly European, countries on the basis of evaluation studies. This is a selective review, for two reasons. It deals only with the four groups of dependants with the highest levels of formal residential care: (a) children, (b) people with disabilities, (c) people with mental disorders and (d) the elderly. It also focuses particularly on the economic and management determinants of the actions taken that make them effective.The findings of this review highlight that successful denationalisation tends to be a costly process and involves people with greater capacity to live independently outside the institution. Moreover, when it is done in those local conditions where access to resources is easier: infrastructure, housing, financial and human resources, and local authorities have an adequate and long-term plan of action and a coordinating institution. Thus there is a necessity for actions aimed at supporting older citizens who require various support, depending on their health status, psycho-physical condition and individual needs. The spectrum of activities for older people should be wide and differentiated due to the internal diversity of the aging population. The purpose of the article is to deliberate strategic assumptions and examples of actions implemented in local communities, such as community-based services offered by the social assistance system, in the context of deinstitutionalization process. However, it was not without its difficulties. Based on a review of the literature on the subject, the article discusses the main challenges faced by teachers and participants in remote classes at that time.The next part of the paper analyses the results of research (qualitative and quantitative) carried out by the Institute of Labour and Social Affairs later – in 2022 – in order to: identify the changes that occurred during the 2 years of the pandemic, identify the practices used in remote teaching in Poland and assess their effectiveness from the point of view of teachers and recipients of education. The integration of technology into social work practice opens up new areas of research, as well as the development of new theories to better understand social reality and human interaction with non-human devices. The purpose of the considerations undertaken in the article is to diagnose the possibility of using digital technologies in the professional education of social workers. The application of digital tools and technologies in the practice of social work, including the improvement of professional skills and functional competencies was possible during the implementation of the project \"Education of the future – remote distance education and training\", in which the partners were the Vocational Training Institute in Warsaw and the Institute of Labor and Social Affairs funded under the EOG Financial Mechanism 2014–2021, Education Program. In the 1990s, research began in the UK on the experiences of young carers, a group hitherto unrecognised in both academic research and social policy. There, the conceptual apparatus for describing this phenomenon was formulated. Current research on this topic is being carried out in many countries around the world, which provides a broad knowledge base to better understand the situation of young carers. Research and reflection on this issue has resulted in legislative solutions and the development of a support system aimed at young carers. It is believed that such contacts reduce the discomfort of imprisonment and that they are a prerequisite for successful social rehabilitation and re-adaptation.Aim: The aim of the article is to present the results of the research on who prisoners contact from among their own family and in what forms.Methodology - The material for the research comes from own-made questionnaires completed by 345 people serving a sentence of imprisonment in one of four prisons in Poland. Results - It was established that convicted persons have contact (usually by telephone) especially with the following types of sources: mother, friend outside the prison, sisters and brothers. After taking into account all contacts with children, stepchildren, sisters, brothers and friends (each respondent could have several), the order of contact sources changed and was as follows: partner (male or female), mother, stepchildren. Attention was drawn to the low percentage of inmates contacting their own children. Conclusions - Maintaining and developing contacts of convicted persons with their family members and relatives should be a central element of penitentiary policy.
