In connection with the increase in the number of high voltage and super high voltage lines in the last decade, the number of controlled cross-sections of the bulk network, those controlled by the centralized emergency control system (CECS), is increasing. Power flow calculation by the N-1 criterion in order to detect exceeding the maximum allowable power flow in the lines [2]–[4] becomes an increasingly costly computational procedure. In addition, an increase in the number of high and super high voltage lines increases the probability of stability loss outside the controlled sections. In connection with the foregoing, there is a need for a simple method that allows finding power system links that are close to the power transmission limit. In this case, the design process is restricted to a choice of a suitable solution out of a number of pre-developed options, filling in forms with numerical data of a certain facility parameters, and completing the drawings title blocks with the proper titles and names of the designers. Currently, there are a sufficiently large number of special software tools for the development of configuration description files of relay protection what are known as system configurators. Application of system configurators is intended for highly qualified specialists who, on the basis of their experience and knowledge of normative and technical documents, develop the configuration of the functions of the relay protection and automation devices. The development of the configuration of the relay protection of substation is a rather difficult and laborious task, coupled with the solution of a number of creative tasks. The most severe and hard-to-remove emergency on the OHL are ice forming emergency caused by formation of glaze-ice and rime depositions (GIRD) on the wires of the OHL, which combining with wind loads can cause to damage of OHL structure (broken conductors, breakage of cross arms and shoes etc.) [1]. The modern approach to digital substations involves the use of a sufficiently large number of merging units (MU) and intelligent electronic devices (IED), the data transfer between them is carried out through the Local Area Network (LAN) using the SV and GOOSE protocols. While developing the LAN structure it is needed to take into account the amount of traffic produced by SV streams. To ensure reliable operation of protection automation control system (PACS) for digital substation it is necessary to use specialized methods for managing broadcast traffic (VLAN, QoS, etc.). The protection measures the vector sum of the currents (a differential current) on all sides of the protected object. In the case of a short circuit in the protection zone, the current rises and the protection turns off the damaged element. With an external short-circuit, the through-currents on the sides of the protected elements according to the first Kirchhoff law together give a current close to zero and called the unbalance current [2]. This current is mainly due to the error of current transformers (CTs). The error of the relaying CT depends on their load, residual induction, primary current and the presence of an aperiodic component. In the steady-state fault mode, the CT error usually cannot exceed 5% or 10%, depending on the accuracy class. However, when the primary current, secondary load or an aperiodic current is exceeded (especially in combination with the residual induction of the CT), the error may increase to 50-80%. The unbalance current increases in these modes. It can cause an incorrect operation of protection during external faults. To prevent incorrect operation of the protection the restraining is applied [3], [4]. The restraining in differential protection is an automatic increase trip current when the current through the CT is increased.
