The governments in Poland, Serbia, Slovenia and Hungary have raised fears by their measures to either establish authoritarian regimes and/or to reassert their grip on power during the Covid19 crisis. This text is intended to give an insight into the measures of the ruling right-wing populist parties (PiS in Poland, SNS in Serbia, SDS in Slovenia and Fidesz in Hungary) during the pandemic. Zdravstveni sistemi država Juga su najpogođeniji pandemijom, a došlo je i do ekonomske i socijalne krize. Zahtev za preraspodelom bogatstva, mutualizacijom dugova i zajedničkim finansiranjem ekonomskog oporavka u početku nije naišao na odobravanje „štedljivih” država. Za razliku od rasprava o krizi evropskog duga vođenih nakon Svetske ekonomske krize iz 2008. ovoga puta krizu su proizveli eksterni faktori, što je otupelo snagu argumenata zasnovanih na navodnoj neodgovornosti pojedinih država. Autor polazi od pretpostavke da je nadnacionalno udruživanje neophodno radi uklanjanja negativnih efekata ekonomske globalizacije. U tekstu ispituje evropsko građanstvo, te kako ovaj koncept može pospešiti stvaranje solidarnijeg poretka. Problem posebno predstavlja da ono što je „urgentno potrebno da se uradi je ekstremno nepopularno i stoga praktično nemoguće demokratski uraditi” (Offe 2013), a tiče se mutualizacije dugova i stvaranja jedinstvenog fiskalnog sistema unutar Evropske unije. Autor posebno ispituje oblik građanstva zasnovan na konceptu ustavnog patriotizma (Habermas 2006; Muller, 2010). Perspectives from the local Serb population in the face of the interests and policies of the governments of Serbia, Kosovo and the Western great powers that promote normalization are highlighted, showing that critical views of normalization and associated trends are widespread in North Kosovo. {"title":"Death and the city","authors":"Hrvoje Cvijanović","doi":"10.20901/pp.9.2.01","DOIUrl":"https://doi.org/10.20901/pp.9.2.01","url":null,"abstract":"The author argues that the politicization of life discussed by many modern and contemporary political thinkers cannot be treated differently, and hence without the similar curiosity and importance, from the politicization of death. The dead body represents a powerful symbol and as such it is often politicized. The paper deals with the problem of postmortem violence and juridico-political mechanisms aimed at excluding from the political body those not being alive but whose dead presence threats the living. For that purposes the author reconstructs Sophocles’ Antigone as a paradigmatic text whose reinterpretation and contextualization serve for rethinking the Greek conceptualization of the dead, and the ways in which the state penetrates into the realm of private attachments and funeral rites, especially when dealing with dead traitors/terrorists. Cilj rada je dati pregled nacionalnih modela sportske diplomacije (Australije, Francuske, SAD , Norveške, Rusije, Kine, Japana i Brazila), te ukazati na perspektivu razvoja hrvatskog modela sportske diplomacije. Pozitivni učinci sporta na državne ciljeve ostvaruju se putem nacionalnih modela sportske diplomacije koji obuhvaćaju: korištenje sportske uspješnosti u jačanju meke moći države, uključenje sportaša u političke i diplomatske procese, korištenje sporta kao diplomatskog instrumenta putem međunarodnih razvojnih programa, organizaciju sportskih događaja itd. Identificirana su područja na koja hrvatski sport može pozitivno utjecati, poput međunarodnih odnosa, poboljšanja imidža države u svijetu, jačanja nacionalne kohezije, zatim turističke, demografske, ekonomske i javnozdravstvene dobrobiti, socijalne inkluzije, jačanja kulture volonterizma itd. Sustavno prepoznata važnost sporta od strane države od krucijalnog je značaja. While it appears that many of the changes, we see in the political landscapes of the member states can be attributed to the impact of the EU , it may also be the case that these are brought about by increased economic interdependence. The rise in popularity of niche parties and a hollowing out of alternatives with regard to economic policies are two of the most prominent effects that are found to be correlated with an increased participation in European integration. In this paper, I am assessing these claims against the alternative hypothesis, which places the causal power with globalization in general, rather than the integration specific to Europe. U njemu autor zauzima stav da demokratija nije vredna sama po sebi. Ustavna demokratija je legitiman politički režim samo ako je u stanju da afirmiše i zaštiti individualnu autonomiju svakog državljanina. Fokus teksta je na radikalno-demokratskoj kritici liberalnih prava, ali je ograničen na nekoliko važnih tačaka neslaganja između liberalno-demokratskog i radikalno-demokratskog razumevanja osnovnih prava. Analiza je fokusirana na one elemente liberalnog razumevanja prava koje radikalno-demokratska kritika vidi kao sporne. Drugi odeljak sumira pojam radikalne demokratije i nudi jednu moguću klasifikaciju različitih radikalno-demokratskih pristupa osnovnim pravima. Razlikuju se dva radikalno-demokratska pristupa: prvi odbacuje prava, dok drugi poziva na njihovo alternativno promišljanje. Treći odeljak prihvata radikalno-demokratski stav o potrebi redefinisanja standardne liberalne teze o relativnoj nezavisnosti lične, društvene i političke sfere. Normativni stav koji autor zastupa glasi da je kriza posledica dugotrajnog procesa u kome su liberalne demokratije postepeno napustile sopstvene vrednosne osnove. Najprije općenito karakteriziramo populizam, a onda razmatramo njegov odnos s najbližim mu pojavama, nacionalizmom i patriotizmom. Zanimljiv je fenomen u Hrvatskoj odsutnost snažnih jasno populističkih stranki usprkos snažnoj nacionalističkoj orijentaciji u izbornoj bazi; najjednostavnije je objašnjenje da je HDZ uspio preuzeti važne teme desnog populizma, a ipak sačuvati formu i ideologiju parlamentarne demokracije. Koliko je to rješenje stabilno vidjet će se u budućnosti. The first part of the article provides several glimpses at the Western philosophical tradition that preserves the value of truth. In the second part, an idea for political science, grounded in such a history of ideas, is sketched. After a brief discussion of what is ideology as opposed to truth, the author proposes a thesis about ideology, identity and power, and several heuristic ideas how to develop it. In the third part, he briefly provides examples from political and policy analysis that correspond to such a project. In the final part, he explains the importance of preserving the distinction between ideology and truth in the discursively postulated “post-truth” era. Datta","doi":"10.20901/PP.8.3.03","DOIUrl":"https://doi.org/10.20901/PP.8.3.03","url":null,"abstract":"Three recent events affecting human rights in sexuality and reproduction (a proposed ban on abortion in Poland, blocking support for She Decides in Croatia and halting a civil union law in Estonia) were spearheaded by organizations which appear to be the national antennae of the transnational, socially conservative network called Tradition, Family and Property (TFP). TFP refers to a set of interrelated conservative, Catholic-inspired organizations which share a common world view inspired by the TFP founder, Plinio Corrêa de Oliveira. Originating in Brazil in 1960 and eventually spreading throughout the world, TFP has long been an insurrection movement within Catholicism, with a distinct way of working by fusing social conservatism with economic hyper-liberalism and a legacy of complicity with far-right movements. Having withered away from Latin America, TFP is now an active European network with positions against sexual and reproductive rights (SRR ) among its priorities. TFP’s influence on SRR takes three main routes: social mobilization; norm entrepreneur and entering decision-making spaces. TFP has found new horizons in Eastern Europe and ambitions to influence the European Union and the United Nations.
