This paper analyzed job information acquisition ability through normal channels of new generation migrant workers from different types of the cities from both supply and demand aspects, used Demand-Identified Bivariate Probit Model to analyze factors that effect their information acquisition ability through the normal channels. The results show that: 1 the weak ability of information acquisition of new generation migrant workers not only relates to the information supply but also the demand of it; 2 frequent change of cities and jobs make their job information demand decrease; the ones with low technical level have strong information demand, while the supply is poor. Based on the summary of typical emergencies evolution, by means of making the research on the classification and grading of emergency scenarios and the constitution of scenario elements, the network analytical model of emergency scenario evolution is hierarchically formed. This model is made up of incentive layer, rule layer and events chain layer. At the same time, with national strategic task, regional coordination tasks and basic respond set up in the vertical direction, prevention, monitoring, response and recovery in the horizontal direction, we establish an emergency task structural matrix facing up to different kinds of scenario. It is discussed about the matching relationship between different levels of tasks and dynamic effect on the scenario evolution by the task performance. Then we seek the interaction mechanism between scenario evolution and task changes by analyzing the variable transformation between scenario, scenario element and task. To expand the scope of private funding for public works and service investment plans, the Taiwanese government proposed the introduction of private finance initiative (PFI) models in 2012. Consequently, Taiwan will encounter issues concerning the selection of traditional government self-financed, BOT, and PFI models for future public works investments. In response to the future introduction of policies related to PFI models in Taiwan, this study developed setting standards for discount rates, a key parameter required for assessing the suitability of PFI models. The theoretical framework is based on the Capital Asset Pricing Model. The parameter data used in trial calculations were collected from the historical case data recorded in the Public Construction Bid Management Information System of the Public Construction Commission, Executive Yuan, and employed in further analyses and imputations. The results indicate that of the six primary categories of public works examined in this study, railway works exhibit the highest risk, with an estimated systemic risk coefficient β of 0.9 and a recommended discount rate of 8.9%. The paper establishes a Structural Equation Model of knowledge acquisition affecting technology innovation performance of photovoltaic enterprises (PV). The mechanism of model is verified by an empirical analysis based on the questionnaires. The results show that knowledge acquisition has a positive effect on technology innovation performance of PV enterprise. Technology capability has a part mediating effect between knowledge acquisition and innovation performance. Government behaviors have the moderating effect. However, in order to acquire long term competitive advantages, Shanzhai mobile phone firms must make strategic transformation. This research tries to explain the emergence and growth of Shanzhai mobile phone firms from theoretical views of modularity and disruptive innovation. The research results suggest that technological modularity facilitates the evolution of industrial value chain, which greatly lower the threshold for local small firms' entry and promotes disruptive innovations. Shanzhai mobile phone firms start from low-end disruption and by accumulating technology and market knowledge through resource integration, some of these firms can work their way up to eventually achieve independent innovation and their own brands, becoming major players in the market. Starting from the perspective of top management team (TMT) and its members' leadership sources, this paper explored the impact of TMT managerial discretion on strategic flexibility of SMEs, based on the resource based view. Using the sample of 165 China's listed SMEs, the empirical research identified TMT managerial discretion derived from task environment and TMT managerial discretion derived from organization as key influential factors of strategic flexibility of SMEs. However, the impact of TMT managerial discretion derived from team power-base on strategic flexibility of SMEs was not significant. We also combined static data and dynamic management needs, under the combination of subjective and objective to semantic similarity algorithm of computing the semantic similarity of two concepts, given the ideas and detailed extraction method of management elements metadata.
