One of Gojek's popular services is Go Send. Go Send is a delivery service using the Gojek application. The Directorate General of Immigration always strives to continue to improve public services in the immigration sector, especially in terms of passport services carried out at the Immigration Office. Departing from these conditions, the author has the aim of making innovations in order to improve public services in the field of immigration, especially in terms of sending passports through the cooperation of the Immigration Office with Gojek. The problems that will be investigated are related to the legal basis and urgency of the possibility of future collaboration between the Class I TPI Surakarta Immigration Office and Gojek as well as what kind of passport delivery scheme can be done with Gojek. E-government or electronic government is the use of information technology by the government to provide information and services to its citizens. Presidential Instruction No. 3 of 2003 concerning national policies and strategies for e-government development and Presidential Regulation of the Republic of Indonesia Number 95 of 2018 concerning Electronic-Based Government Systems are the legal basis for designing SPBE in Indonesia. The application of e-government at the Directorate General of Immigration can be seen in its centralized services using SIMKIM. This research uses a qualitative approach with descriptive analysis method. In the discussion this research has been based on the selection of research problems related to the suitability of e-government design in SIMKIM at the Directorate General of Immigration based on Presidential Instruction No. 3 of 2003 and Presidential Decree No. 95 of 2018 and the implementation of e-government at the Directorate General of Immigration according to the stages of the Deloitte and Touche framework. The results of the discussion stated that the implementation of e-government at the Directorate General of Immigration was in accordance with the two regulations and the Director General had entered the second stage based on the Deloitte and Touche framework. The public prefers manual counters as immigration checkpoints compared to the autogate facilities provided by the Directorate General of Immigration. In fact, if viewed from its implementation, autogate was built to speed up the immigration check process at the immigration checkpoint so that it can reduce frequent queues and improve the quality of public services. This autogate system should be the primary choice for the community to use it in the travel document inspection process. Therefore, the researcher wants to examine the implementation of the autogate system on the number of crossings of Indonesian citizens at TPI Soekarno-Hatta. The research method used in this research is descriptive qualitative. Collecting data using interviews, observation and documentation as well as supporting data for primary and secondary data. From this data, it can be processed to get a conclusion on the inhibiting factors of the number of autogate crossings for Indonesian citizens at Soekarno-Hatta Airport. Public facilities at control points for maritime immigration (TPI) tend to be involved and erratic. Data collection and monitoring of foreign ships and members of the crew is also conventionally carried out. The existence of Inapornet (Indonesia Port Integration System) which was initiated by the Ministry of Transportation has been implemented to help improve the performance of port authorities in the field of public services because as the basis of a system, it helps change conventional traditions to become modern with the help of information communication technology. The Inaportnet system itself is able to speed up the port clearance process. However, until now the Inaportnet system has not been applied by the Directorate General of Immigration. Then the research was carried out using a qualitative research methodology with a qualitative - descriptive method to analyze the implementation of the Inapornet system as a whole. All data obtained were obtained from the Immigration Office class I TPI Tanjung Priok. The results showed that the use of the Inaportnet system can be the fastest and easiest solution at this time to overcome the lack of support for technology and information systems that were created specifically to address and fulfill services in the field of immigration inspection at marine TPI. The restructuring of SIMKIM from version 1.0 to SIMKIM version 2.0 is clear evidence of the seriousness of the Directorate General of Immigration in realizing better implementation of immigration functions, one of which is in terms of passport issuance services. Therefore, the application should have sufficient quality in order to guarantee the achievement of the expected utopian ideal conditions.
