The article discusses theoretical and practical approaches to the formation of technological sovereignty, gives the author’s definition of technological sovereignty, and suggests practical ways to strengthen it. A variety of theoretical approaches to its study is noted, which requires the coordination of targets, terminology, techniques, etc. Based on the analysis of the existing legal framework, statistics, and comparison with foreign experience, the need to build a legal framework for technological sovereignty, strengthen the system of scientific and technological forecasting, update the list of critical technologies, account for and support the value chains formed by them, and increase attention to the development of science and education is revealed. Kvint, therefore, the development of employment in the region through strategizing is promising. Theory of noonomy S. D. Bodrunova is based on the knowledge economy, where it is considered as the highest stage of civilization in highly developed countries, into which the stage of post-industrial society is developing. And consequently, high-quality education takes a strategic orientation. Strategic analysis of the trend “Quality education throughout life” and statistical analysis of the population dynamics by the level of education in the Amur region, allowed us to identify opportunities, threats, strengths and weaknesses (OTSW-analysis) of the strategic direction. In order to keep our world liveable and prosperous for current and future generations, global circularity must be doubled to 17%. The industrial ecosystems of the Russian Federation place the great importance on the global sustainability agenda and ESG transformation. However, this fact does not yet allow to overcome the main problems on the way of development of industrial ecosystems in the closed-loop economy of the RF - the galloping growth of production and consumption waste, as well as the trend of anti-decoupling, characteristic of the linear, highly material-intensive commodity-heavy economic model, one of the most inert and unstable. The aim of the study is to substantiate the theoretical concept of effective sustainable ESG development of industrial ecosystems in the closed-loop economy. The dialectical approach is fundamental in the research process, in addition to which we used the systemic, complex, interdisciplinary, cross-sectoral, project, value, holistic approaches and the whole complex of methods (comparative analysis, semantic analysis, historical method, method of differentiation of taxonomic features, etc.). The analysis of the narrative of closed-loop economy development on the basis of the historical method and the comparative analysis of the closed-loop economy concepts made it possible to present the closed-loop economy as an umbrella term for a multitude of co-evolving concepts. Identification of the semantic core of the existing definitions of closed-loop economy based on broad and narrow specialized approaches has allowed to represent the author’s vision of the essence of the closed-loop economy. The identification of the primary causes of the need for a closed-loop economy, principles, approaches, factors, strategies at three levels, circular business models, effects on the stages of the chain of circular value creation based on cross-sectoral and holistic approaches, taxon differentiation method based on taxonomic features allowed to identify the essential features of the closed-loop economy in industry and develop the concept of effective sustainable development of industrial ecosystems in the closed-loop economy. This process stands out in different aspects. It is noted that in addition to cases when a producer voluntarily puts an information product into free access, when the state provides access to information, information benefits are also increasingly becoming free (or cheaper) in the commercial sector. The latter is connected with the development of artificial intelligence and neurotechnologies, which makes advertising more effective, and encourages information producers to make their product as accessible as possible for a wider advertising coverage. As a result, there is a contradiction when the distribution of free information goods due to the growth of advertising undermines commodity, market relations. At the same time, ensuring broad access to freely distributed information benefits is an essential condition for the development of human potential, which, in turn, is necessary for the development of high-tech production. The author substantiates a set of recommendations of socio-economic policy in the context of the new role of information products and, in general, the growing importance of the quality of human potential in production. The importance of international cooperation between Russia and China in the field of economics, science, education, and culture is emphasized. The author proposes a system of strategic priorities aimed at strengthening the role of the industry in the economy, creating a federal technology transfer center for light industry and the fashion industry, a digital platform for the industry transfer of knowledge and experience, as well as clothing brands operating in the middle price segment. Criteria are proposed to determine which products are more efficient to produce in a planned manner in a mixed planned-market economy. The article addresses the new reality associated with challenges and threats to the national economy. Modern geopolitical events actualize the problem of stability and efficiency of the existing Russian economic model. The article reveals two main approaches to assessing the current model. According to the first approach, a normal market economy has been formed in Russia over thirty years, and further development consists in improving market institutions and following the vector laid down by the reforms of the 1990s: “doliberalization”, including the “second wave of privatization”. The second approach is the opposite of the first. On the basis of the author’s calculations, a deep failure in economic growth and development, which arose as a result of the radical reforms of the 1990s, is substantiated. The proposition about the “failure of private property” has been put forward and proved on the basis of the concrete material of Russian reforms. Implementing a systematic approach in their study, the authors propose significant changes in the foundations of the Russian economic model. Analyzing the strategic goal of technological development based on the principles of security and self-sufficiency, put forward at the SPIEF on June 17, 2022 by the President of the Russian Federation V.V. Putin, the authors come to the conclusion that without the active and purposeful participation of the state, this task cannot be solved, just as it has not been solved for thirty years. The authors believe that the task set is comparable in scale and complexity to the industrialization of the 1930s. Its solution requires: the development of a comprehensive and promising program of scientific and technological development of the country; strategic planning for the development of the national economy at the expense of the state budget and indicative planning for private investment using targeted incentives.
