At the same time, the main guideline for the actions of the authorities is to improve the quality and standard of living of the population. This criterion corresponds to the ultimate goal of the development and implementation of the strategy, according to the methodology of V. L. Kvint, therefore, the development of employment in the region through strategizing is promising. Theory of noonomy S. D. Bodrunova is based on the knowledge economy, where it is considered as the highest stage of civilization in highly developed countries, into which the stage of post-industrial society is developing. And consequently, high-quality education takes a strategic orientation. Strategic analysis of the trend “Quality education throughout life” and statistical analysis of the population dynamics by the level of education in the Amur region, allowed us to identify opportunities, threats, strengths and weaknesses (OTSW-analysis) of the strategic direction.
