This approach takes into account not only the reduced risk as the primary goal of flood mitigation, but also involves other goals such as the protection of the environment, human well-being, socio-economic goals etc. The Tamnava River basin is used as a pilot case to demonstrate the methodology of such an approach, resulting from the work within the RECONECT project from the EU Horizon 2020 programme. The paper presents preliminary results for the Tamnava River basin by considering several scenarios for flood mitigation measures and potential benefits from these measures in flood risk reduction and in improved ecosystem services in the basin. The methodology includes monetary valuation of the effects of the proposed flood mitigation measures in terms of the avoided damages, as well as of the secondary benefits from the erosion control by additional afforestation. The latter also provides basis for preliminary valuation of all relevant ecosystem services in the basin, thus indicating the value of the basin's natural capital. As a result of climate change and greater exploitation of the environment, there is a risk in every country, regardless of the level of development. Natural disasters cannot be prevented in many ways, some can not even be predicted (earthquake), but the consequences can be mitigated by adequate preventive measures, as well as timely response of the competent services. By adopting the first systemic law regulating the field of emergency situations and establishing an integrated protection and rescue system, the Republic of Serbia has defined the basic goals - protection of human lives, material and cultural goods, environment, and no less important social stability. Emergency headquarters have been appointed as the governing bodies in charge of implementing this goal in the conditions of an emergency situation, or immediately before its occurrence. The hypothetical framework of the work is reflected in the organizational level, preparations as the content of the organization, the parameters of the structure and the organizational performances of the emergency headquarters. {"title":"Director as a responsible person: Certain company and criminal law issues","authors":"Jovana Banović, J. It raises the question whether that liability is also applicable on subjects who control or manage the company in an indirect or informal way. With the aim to find the answer, in the first part of the paper, the definition of the term director is analyzed from the aspects of the comparative legal tendencies (de jure, de facto and shadow directors) and domestic positive regulation. Also the paper contains the insight in consequences which the scope of the subjects of the civil liability to a company has on the scope of subjects of the criminal liability (regarding two criminal offences form company law). In the central part of the paper, the analysis of the term responsible person in legal entity is given. Namely, directors (i.e. managing and supervisory board members and individual directors) are only one of possible categories of responsible person in legal entity (however, the most frequent) so the term responsible person in legal entity is considerably wider than the term director. It has been concluded that the definition of responsible person in legal entity form the Criminal Code mainly compensates possible shortcomings of the term director from the domestic company law due to the fact that a person \"who is de facto entrusted with discharge of particular duties from the scope of activities of the legal person\" is also recognized as responsible person in accordance with a law. The paper`s goal is to present the urban security divide, as an analytical tool for exploring divisions in human security in the city, which stem from the unequal levels of access to security service and/or readiness of security actors to provide the service. The concept is based on the assumption that security, like some other services in the city, is a common good, a resource that should be equally or universally available to city dwellers. Its absence or presence can be an indicator of spatial inequality and division. Additional to the description of the concept, the author will try to suggest the conceptual framework for urban security divide analysis through the lens of the seven dimensions of human security. Despite the fact that there is a great number of definitions of maltreatment at workplaces, all of them are based on making hostile, humiliating and degrading environment at work. Since the Serbian Act on Prevention of Harassment at Work is adopted in 2010, judicial protection for employees is provided not only in criminal procedure in line with the rules of Criminal Code and the Code of Criminal Procedure but also ih the civil trial. Proving mobbing behaviour in civil trial is different from criminal procedure regarding the turnover of the burden of proof, different kinds of admissible evidence and the rule of repetition of behavior which is considered to be mobbing. Therefore, the basic assumption is that video surveillance has a positive effect on the prevention and reduction of crime in the above-mentioned spaces - which are generally available to all, unlimited and free of charge, and which are \"covered\" by video surveillance. Based on the analysis of the content of relevant literature, the author researched and presented the relevant concepts of open urban public spaces, and pointed out key security issues, especially undesirable and/ or sanctioned acts that may endanger the security, public order and/or peace of these spaces. Further, the mechanisms for the prevention of security breaches were presented, and especially video surveillance conducted by public institutions and the private sector. The use of video surveillance brings both benefits and limitations that the author noticed, and presented as also an important goal of this paper. The evolution of the brain and natural intelligence, as well as the technological revolution and the development of artificial intelligence, originally for military purposes, created such conditions that allowed oral communication, which involved physical presence, to be replaced by virtual, which is completely unconditional in this respect, and requires only minimum resources to be practiced. In such an atmosphere, especially in the beginning of the 21st century, there has been an expansive growth of offers of new forms of communication, where, judging by the number of users and importance for a modern, practical life, social networks have managed best. The viral use of these platforms for social interaction and their unstoppable progress have gone a few steps ahead of the possibilities of mankind, bearing the consequence that these users often find themselves in the role of victims of unfinished or superficially implemented process of shaping social networks into a comprehensive normative district. Empirical research conducted using a survey questionnaire showed that users of social networks are constantly exposed to some form of intolerant or violent behavior, and that part of such behavior is based on extremely radical religious attitudes. In such as context, the analysis of the strategic culture of Hungary is approached from a perspective that will frame the cultural and ahistorical view of the international policy of the neorealists with its own cultural and historical dimension. The subject of this paper is to examine the changes in the strategic culture of Hungary under the influence of changes in the international political and security scene. By determining the patterns of \"fine\" changes in the strategic culture at the level of statements of the practical activity of the security policy, the analysis of the strategic documents of Hungary on the security policy is realized. The changes in the statements of the security policy were a necessary consequence of the changed circumstances on the international scene and the need to reconcile the fundamental elements that came into the relationship of conflict. {"title":"Implications of formal security theories on COVID-19 crisis management","authors":"N. By analyzing various aspects of managing the current crisis situation, it is suggested that the application of different methods of mathematical-operational research would result in potentially new and significant insights into this complex problem situation. The paper, therefore, seeks to point out the implications of formal security theories and different theoretical models of resilience on COVID-19 crisis management. First, the application of deterministic chaos theory as a tool for early warning and, thus, avoiding strategic surprises is suggested. In that way, the threatening \"chaotic\" potential of the risks that could be seen would be recognized. Furthermore, predictive models, as a \"part\" of the apparatus of certain versions of game theory, can contribute to more optimal strategic decision-making, in terms of making decisions that would maximize the \"usefulness\" of the outcome of the actors themselves (primarily towards \"nature\"), i.e. minimize inevitable negative side effects. Finally, the potential of the application of various multivariate techniques for making the most valid decisions at the tactical and operational level is pointed out.
