We are witnesses that, regardless of the adopted legislation and the great effort made to regulate the protection and rescue system and constantly improve it, emergency management does not always give the expected results. One of the reasons for such a response to disasters is insufficient commitment to continuous monitoring of all implemented activities of engaged entities and protection and rescue forces, lack of evaluation of achieved results in all four phases of management and unsystematic analysis. This paper will point out the necessary need for a systematic approach in monitoring, objective evaluation of results and analysis of emergency management with all actors involved. The lessons learned and the adoption of adequate key conclusions, lessons, recommendations and all adopted measures for improvement would greatly increase the effectiveness and efficiency for more successful emergency management at all levels in the future. Laboratory managers face demands to maintain the productivity and quality of laboratory diagnostics, while protecting laboratory staff from a new pathogen that the medical public has only just begun to reveal. This paper describes the experiences of the Center for Medical Biochemistry of the University Medical Center of Serbia (CMB UCCS) in risk management during the COVID-19 pandemic. During the pandemic, this reference center, the first accredited laboratory in Serbia, provided more than 4.5 million tests in the field of modern laboratory diagnostics for COVID-19 patients. The paper will describe a site- and activity-specific risk assessment of the laboratory to identify and mitigate risks, measures to protect against potential risks from infectious samples, with a focus on staff safety and prevention of biohazard exposure. CMB UCCS risk management strategy based on IFCC, WHO, CLSI M29A4 risk management recommendations will be analyzed. Environmental safety is part of overall safety and poses an absence of threats of harm and endangerment to the environment and population. Spatial and urban planning should be seen as an integrated and comprehensive process, in which all mutual conditions are considered and conflict situations in the space are addressed. The paper analyzed an example of the existing location of a radioactive waste storage facility at the Vinča complex, located only 12 km from the centre of Belgrade, posing a major security risk. International criteria and conditions for nuclear sites have been systematized and an overview of spatial conditions from the aspect of geological and hydrological conditions, protection of space, population sprawl, settlements and facilities, etc. The initial hypothesis has been proven that the Vinča site and its environment are not suitable for disposal of radioactive waste and that it is necessary to comply with general conditions related to spatial development of nuclear sites and radiation protection. A grouping was observed in models according to which there are general provisions on irregular circumstances, as well as those that contain provisions that are individually dedicated to the state of emergency, war and natural disaster. The rule that refers to the general frequency of mutual borrowing of solutions in the constitutions of European countries does not deviate significantly even in the area of regulation of irregular situations. The structure and normative systematics of constitutional acts often indicate whether the author of the constitution pays equal attention to different forms of irregular circumstances, as well as whether he treats them together or separately. Constitutions establish the basis for declaring individual forms of irregular circumstances, as well as entities authorized to make decisions on their introduction and abolition. In addition, the accumulation of destructive potential of modern crises, their spillover into all spheres of public and private life, as well as their tendency towards the global scope, make the expediency and practical applicability of currently dominant postulates of crisis management particularly debatable. The paper starts from the hypothesis that it is necessary to improve the existing theoretical framework of crisis management, and that in the direction of achieving this goal, the focus of theorists and researchers should be on resilience. The aim of this paper is to point out the role and importance of resilience for crisis management by offering numerous possibilities of practical implications, and to encourage more intensive and in - depth elaboration of derived theoretical and empirical conclusions. In the direction of reconceptualization, the following research questions will be sought: In what way are the concepts of crisis management and resilience complementary? How can incorporating the premise of resilience into crisis management achieve a greater degree of readiness and preparedness, a more valid response to modern crises, and a faster and more effective recovery from them? Finally, what strategies are available to crisis managers and what methodological tools are suggested for measuring the degree of resilience achieved and evaluating the progress made at all stages of crisis management? The work will deal with problems in the division of responsibilities and tasks in this area, as well as the importance of the work itself, which results in the resilience of infrastructure and society in general when natural disasters are involved. The paper presents different types-levels of seismic microzoning and explains the benefits of their application when planning and designing construction facilities and infrastructure, and above all \"lowering\" the assessment of seismic and geological risk to the level of local self-government. The importance of carrying out field investigative geological and geophysical works was emphasized both for the needs of a more precise analysis of the seismic risk at a specific micro location, and from the aspect of geological risks that must be taken into account when conducting a detailed seismic microrezonization. Through concrete examples, all the effects that end users such as cities, municipalities and individual users can have from seismic microzoning are explained. For a long time, civil protection was understood as part of the policy of \"internal security\" and was strongly associated with the idea of the inviolability of national sovereignty. Different concepts have been developed at the national level depending on the political system of the country, its capacities, threat perception and historical experience, with the aim of creating an optimal population protection system. The consequences of major natural and anthropogenic disasters have contributed to a change in the understanding of civil protection as a system of exclusive national interest, and cross-border risks and threats have improved international cooperation and coordination on that front. The aim of this paper is to collect relevant scientific theses and research results to encourage further discussion on the future of civil protection. The results of the work should indicate the fact that civil protection is still an important area of national sovereignty. Business continuity management can be understood as one of the basic functions of any organization, the establishment and realization of which is necessary to ensure the continuation of business and at the same time the functioning of the organization in the event of any disruption caused by a potentially harmful event. On the other hand, it is not wrong to understand this function as an integral part of corporate security. This paper started from the research question of whether there is an adequate normative framework for business continuity management in the Republic of Serbia. In the paper, the author researched whether the business continuity management process is normatively regulated in a satisfactory manner, specifically, the legal regulations of the Republic of Serbia, standards in this area, but also regulations at the level of the European Union, in order to determine the relevant provisions that are missing in the legislation of the Republic of Serbia. The expected result is that, on the basis of a comprehensive analysis of the content of the documents that regulate business continuity management for the Republic of Serbia, and then on a level that goes beyond the borders of the state - for the international community in the field of business continuity created by state and non-state entities that aim to have a more comprehensive understanding and applying the business continuity concept. Systemic risks outweigh the ability of any system or part of a system to control them effectively, which is inherent to modern society, its complexity and interdependence. They mark the transition from a 'risk society' to a 'crisis society', with a fundamental shift in the focus from risk assessment to decision-making and taking responsibility for decisions made in conditions of uncertainty. The paper discusses the hypothesis that there are different dimensions of uncertainty and their effects on achieving decision - making goals related to the duration, amplitude and patterns of disorders that generate uncertainty. The aim is to define and classify different management approaches in the context of modern crises and uncertainty to define the effects of uncertainty in decision-making based on systemic risks awareness. About thirty torrents have been recorded on the territory of the city of Smederevo, and their general condition is alarming. With the development of urbanization, some of them have been introduced into sewage systems and rainwater collectors, which are mostly of insufficient dimensions for receiving large waters. In order to reduce the damage caused by floods, it is necessary to envisage and implement certain works every year, the General Urban Plan of Smederevo specifies flood zones, prohibits any type of construction in them and determine areas for future retentions. Torrential floods cause great damage to settlements and the economy, so the degree of threat from flooding must be analyzed as well as the impact of natural and anthropogenic factors. The influence of anthropogenic factors on the state of order of torrent watercourses in the area of Smederevo is manifested in two ways - passive and active.
