Due to the lack of these researches in our country, the aim of this paper was to perform a detailed analysis of the impact of snowfall on the volume and speed in the traffic flow on the sections of state road IB order on the Peshter plateau. For the needs of the research, three traffic sections were selected, which are suitable for the realization of this analysis due to their position, characteristics of traffic flows and geometric and operational features. The research was performed by comparing the flow and velocities between the periods with and without intense snowfall. The obtained results show that intense snowfall reduces traffic volume by more than 40% and average speeds in the range of 9 - 18% depending on the analyzed section, on a total sample of 123,014 vehicles, which is a statistically significant sample size. The purpose of the bridge is to allow people and vehicles to cross a certain obstacle. This paper presents the results of research conducted in the period from 2019 to 2020 on bridges on state roads of the IB class in the Republic of Serbia. The applied methodology in collecting inventory data on bridges in order to form a basic database on bridges is presented. Also, the connection of certain data in order to conduct analyzes of bridge road safety is presented. A total of 974 bridges were identified. The paper also presents the analysis of road crashes that occurred on state roads of the IB class with a specific place \"bridge\", where the most common types of road crashes in the bridge zone were discovered. However, institutions in these regions also lack capacity for development, despite the urgency for action. As theory of transport planning focuses mostly on institutional contexts outside of SEE, and practical guidelines often lack depth for providing plan assessment recommendations, there is a clear need to develop further connections between theory and practice. This research synthesizes key concepts from neo-institutional, policy transfer, and organizational learning theory, to outline a knowledge framework for urban transport planning as a process. Suggesting that planning should be understood as an organized process of creative experimentation and learning aiming for sustainable outcomes, two dimensions for plan quality assessment are introduced. The framework is exemplified using a combination of quantitative and qualitative aspects for long-term organizational learning including plan quality assessment as a major milestone in the planning process. The paper also includes an overview of different methodologies for capacity and Level of Service analyisis of Two-lane road, such as HCM 2010, HCM 2015, HBS 2001, HBS 2015 and procedure developed in Republic of Serbia. In addition to the methodologies themselves, the differences between them are presented, which is emphasized through a comparative analysis of procedures and typical test examples, which show the difference between the obtained results of capacity and the level of service on specific examples. Examples are such that some of them differ from each other by only one parameter, which shows the impact of this parameter on the change in the values ​​of capacity and Level of Service of the two-lane road. Possible advantages of such cars compared to conventional ones are mostly reflected in less air pollution in cities, less dependence on fossil fuels, cost-effectiveness for a longer period, and so on. According to Bloomberg estimates, half of the cars sold worldwide in 2035 will be electric vehicles. Electric vehicles have numerous environmental benefits, however, the origin of electricity is important. Total energy consumption in the world can be divided into three groups: electricity, transport and heating, and 84.3% of used energy in 2019. came from fossil fuels. Almost all the energy used in transport comes from fossils, and 63.3% of electricity also comes from fossil fuels (Our World In Data, 2019.). Although use of electric vehicles is increasing, electricity production is often not environmentally friendly. In the toll collection system, the use of modern devices, specifically smartphones, would allow vehicles to pass through the toll collection system without stopping and time delays, which would solve the problems of queuing but also reduce the impact of vehicles on environmental pollution. This paper describes the ways of working of various applications that are used today in countries around the world, mainly as a secondary way of paying the fee for the use of the road network. The analysis of applications showed that in order to pay the toll, in addition to downloading the application, the user needs to create a user account, enter the number of vehicle registration plates and the number of payment, credit or debit card through which payment will be made. Feikie","doi":"10.31075/67.04.01","DOIUrl":"https://doi.org/10.31075/67.04.01","url":null,"abstract":"Road traffic fatality is rated as one of the ten causes of death in the world and with various preventive measures on a global level, this prediction is only placed on flat terrain and didn’t reduce. Nevertheless, road users’ communication is an essential key to traffic safety. This communication, be it formal or informal between the road users is an important factor for smooth traffic flow and safety. Communication language on roads can be categorized into; formal device-based signal (formal signal), formal hand signal (formal signal), informal device-based signal (informal signal), and informal gesture-based signal (everyday signal). However, if the intent of the message conveys is not properly understood by the other road user, mistakes and errors may set in. Overall, the formal signal is based on explicit learning which occurs during the driving training and the license testing process and the informal, implicit learning occur during the actual driving process on the road unintentionally. Furthermore, since the informal signal is not a prerequisite to driving or taught in driving schools, novice drivers are clueless and thus, might have contributed to errors and mistakes which leads to traffic fatalities. Therefore, this study seeks to document the informal means of communication between drivers on South African roads. Consequently, a qualitative semi-structured interview questionnaire would be used in the collection of informal signals, which were predominantly used on South African roads from driving instructors and thereafter, a focus group of passengers’ car, commercial and truck drivers will be used to validate the availability and their understanding of these informal signals using a Likert-type scale for the confidence level. First, to present the three main areas in a computational intelligence approach, namely neural networks, fuzzy logic systems, and evolutionary computation. Dashboards are a type of BI application that improves the decision-making system by giving importance to cognitive and human perception abilities. The way of presenting and visualizing data and information on the dashboard provides better, more reliable and faster decision-making. The paper presents a dashboard for performance monitoring of toll stations on the highway, which allows the analysis of traffic flows and engaged resources at the level of one day. Performance includes various characteristics that describe the functioning of the process and activities and can be obtained for each station in the toll collection system.
