Koković, Momir Kočović","doi":"10.31075/PIS.65.02.08","DOIUrl":"https://doi.org/10.31075/PIS.65.02.08","url":null,"abstract":"The European Directive on the Road Infrastructure Safety Improvement (2008/96/EC) has established the implementation of appropriate procedures as the basic tools for improving the road infrastructure on the trans-European road network. The Law on Roads (2018) prescribes the implementation of the following procedures: Road safety impact assessment; Road safety audit; Road safety inspection; Risk mapping; Black spot identification; and In depth road accident studies. The Law on Roads also prescribes that the Minister will prescribe the manner of implementation and the contents of the Evaluation, Audit and Independent Assessment reports, as well as the manner of determining the major risk portions and the identification and ranking of hazardous sites (black spots). Since the method of implementation and the content of the report are not yet prescribed, the authors contributed in this paper to defining the manner of implementation and content of the traffic safety report on the example of the section of the highway, as the highest category of state road. In the framework of the training of auditors and auditors, among others, a pilot project was carried out for the safety of traffic on the part of the E-75 (A1) highway, about 2,7 km ahead of the Mali Požarevac loop, including the loop. The most important characteristics of the traffic flow, the impact of which is the subject of numerous studies, are the traffc flow, density, average traffic flow speed, dispersion of traffic flow speeds, as well as the contents of vehicle in traffic flow. These characteristics are in strong correlation between each other, so changes in one parameter conditional make change of other parameters. Research shows that speed-related traffic flow parameters have a significant impact on occurrence risk of road crash. Therefore, in this study an analysis of the impact of the change in the average speed of the traffic flow on the risk of an accident occurred. The research includes a section of the single carriageway from Preljina to Ljig. After the construction of the highway in the stated section of the signle carriageway, a change in the characteristics of the traffic flow occurred, with this study examining the impact of changing the average speed of the traffic flow to the occurrence risk of road crash. Evaluation of the impact of these buses on the environment was carried out from the point of view of external costs in road traffic, or the cost of emission of exhaust gases of motor vehicles.The research results of this work are characterized by a high level of adaptability and applicability in relation to other concepts of buses with alternative propellants, but also in relation to other categories of motor vehicles in the process of performance evaluation from the point of view of safety and environmental impact during the exploitation of motor vehicles in road traffic. The data taken in the process of the pavement design, which indicates the type of vehicle, is called AADT. AADT is the average annual daily traffic. The same AADT value can result in a different thickness of pavement, which is reflected in a different percentage of certain types of vehicles. For the traffic load design according to standard SRPS U.C4.010, it is important to know the rate of change in the number of heavy truck vehicles. The average annual rate of change in the number of heavy truck vehicles is used in design of the load. An analysis of the change in the number of heavy truck vehicles has been made for state roads in Serbia where traffic is counted. The paper presents an overview of the method of counting traffic on state roads. The FC depends on many indicators that can be sorted in to following groups: vehicle-related indicators, road-related indicators, traffic-related indicators, weather-related indicators, driver-related indicators. There’s many others indicators with minor influence on FC that not belonging to this five groups of indicators. This paper will review a literature related to all fuel consumption groups of indicators. Special attention will be on road related indicators. The road related and traffic-related Fuel Consumption models have been widely used primarily in Cost Benefit Analysis (CBA) for road projects evaluation. The road related indicators can be divided in to technical (grade, curvature, horizontal and vertical curves etc.) and exploitation (pavement condition and others). To address these issues, a systematic review of fuel consumption models and the factors that influence fuel economy is presented.
