Hence, an incremental approach has been defined in [1], [2] to propose a systematic way of constructing component-based systems from natural language requirements (NLR). These systems are very difficult to analyze due to huge number of interacting elements and complex interaction patterns between the elements. These systems can be properly analyzed by converting them into complex networks, where nodes can represent elements of the systems and links depicts the interaction patterns between these elements. Recently, many dengue fever cases are reported in Malaysia which shows the exponential increase of this fever in the country. In this paper we have formalized the dataset of dengue fever cases in Malaysia into two-mode complex network to analyze its impact on the localities. The purpose of this paper is to present how a public university governs IT and learn from “over the years” experiences to improve disposition to IT. This study view IT Governance (ITG) as the desirable IT behaviour deliberately adopted by organisation's stakeholders to ensure continuous performance. The study, using the qualitative method: using interview as an instrument of data collection and the university's document to compare what has changed in the governance of IT over time. It, at different times sought audience with two IT Directors in succession. Analysis of the data shows how the role of IT has changed and what lessons learn in the implementation of the ITG paradigm in a university setting. The report shows how the involvement of the management has improved ITG. This deficiency is further complicated by the continuous adaptability of information to each user's changing context, such as environment and objective. This phenomenon has caused greater complication within Islam, because Islamic discourses are often thousands of years old, and so have produced abundant unconnected information that lacks ontological connection. Each day the strain to link the scriptural text with everyday life is getting more difficult. Moreover, the pluralistic feature of Shariah makes it more convoluted to the lay people in the West. The framework proposed in this paper provides an automated hierarchical compilation of laws and commandments, both historical and contemporary, to develop an integral knowledge base for efficient representation and easy reasoning. Such representation and reasoning will remove the controversial shroud of Shariah by bringing transparency into the existing Alternative Dispute Resolution (ADR). The novelty and efficiency of this knowledge base lies in a series of back end processing namely semantic text mining. This approach sort concepts, enriches the existing texts and creates greater relevancy of texts. The paper attempts to abridge three different areas. First it offers a brief overview of the Shariah life cycle. This foundation set the stage for the second area of identifying the macro scope of the integrated IT framework for Shariah. In this paper, the Hidden Markov Model is proposed and implemented to process the words and locate their corresponding position correctly. Presently, there exists a local technique named Al Furqan, based entirely on surahs from the Al-Quran that teaches Malaysian Muslims in classes to learn Arabic easily without much memorizing and writing, and without any homework. However, the element of interaction and engagement prior and after classes is missing. There is a learning gap which can be filled by mobile learning. Thus, this research work aims to design, develop and test a scaffolded mobile educational game called Easy Arabic for learning Arabic using the Al Furqan technique. The research is based on the developmental approach and consists of four major phases which are theoretical study, prototype design, prototype development and prototype testing. The prototype has been successfully developed and installed on Android platform, and has been tested by a sample of 30 Al Furqan learners. Internet has become a primary source of information about Islam for its Muslim followers and other people from different religious beliefs. There are thousands of Islamic Web sites on the Internet, however, majority of them were found low in user satisfaction. One of the reasons was because they failed to provide necessary spiritual experience to the users. Thus, this study was undertaken to explore user spiritual experience with the Islamic Web sites. We employed a user study with seven older participants to help us understand their spiritual experiences. We asked their experiences with two chosen Islamic Web sites and their own favourite Web sites. The aim of using hybrid speaker verification is to improve the HMMs performance, while LMS adaptive filtering is to improve the hybrid speaker verification performance in noisy environments. A Malay spoken digit database is used for the training and testing. It is shown that, in a clean environment a Total Success Rate (TSR) of 99.97% is achieved using hybrid VQ and HMMs. For speaker verification, the true speaker rejection rate is 0.06% while the impostor acceptance rate is 0.03% and the equal error rate (EER) is 11.72%. In noisy environments without LMS adaptive filtering TSRs of between 62.57%-76.80% are achieved for Signal to Noise Ratio (SNR) of 0-30 dBs.
