{"title":"PECULIARITIES OF AGRARIAN ENTREPRENEURSHIP IN THE CONTEXT OF DECENTRALIZATION","authors":"Olena Shebanina","doi":"10.18524/2413-9998.2022.3(52).280303","DOIUrl":"https://doi.org/10.18524/2413-9998.2022.3(52).280303","url":null,"abstract":"The article examines the peculiarities of development of agrarian entrepreneurship under the influence of strengthening the role of local authorities and changes in the regulatory framework for land resources. 83% of Ukraine's land is used for agricultural purposes. Changes in land ownership, transformation of the state governance system, and constant demand for agricultural products have contributed to the differentiation of entrepreneurial structures and their potential capabilities. The economic level of the agricultural sector is represented by small, medium and large enterprises. It is proved that agricultural entities with the number of employees from 10 to 249 people form the bulk of the industry's income. It is found that the greatest transformations in the period of decentralisation in the agricultural business have been experienced by state-owned enterprises, production cooperatives, and business associations. An objective assessment of the activities of agroholdings is provided and their impact on local development is determined. In the context of decentralization of governance in communities, it is advisable to develop projects to intensify entrepreneurial activity. To form a capable community, it is necessary to: create an appropriate business environment, investment climate, and propose land development projects located within the community. Introduce strategic management of existing and creation of new communal enterprises in order to provide income to a special community budget. Create a participatory budget to plan rural development and support the initiative of its residents. Cooperation between agricultural holdings and local authorities should strengthen the activation of small businesses in the countryside, solving social, environmental, and economic problems of communities. Effective implementation of the decentralization reform is impossible without public support. If there is a shortage of data on the assessment base, it is necessary to take into account the differences between the base and the assessment objects. The authors assessed the market value of a special purpose vehicle (excavator). The estimation made it possible to obtain a generalized scheme of vehicle evaluation in conditions of limited data, which consists of five stages: market analysis, collection of market information, screening of anomalous objects, sampling of homogeneous vehicles, price adjustments. The assessment shows approaches to making price adjustments to the base models (including the time factor and the availability of taxes). The statistical method of price adjustments is used. It was pointed out that despite the multilevel and multichannel nature of the social infrastructure financing, the state and local budgets are the main source of the financial resources that ensure the social sphere functioning and development. It was specified that the budget expenditures for financing the social sphere are versatile and have both state and local financing source and differ according to their functional, departmental and target designation. This factor complicates the social sphere financing system, decreases the level of coordination between individual institutional components and levels, and increases the costs of maintaining and management of the social sphere institutions. It is clarified that the priorities of the state policy and their financing depend on the current financial possibilities. The most problematic aspect of the social sphere financing is still the system of the inter-budgetary transfers. Today, digital technologies are defined as one of the most powerful factors in the growth of economic activity, not only from the point of view of an individual enterprise, a local country, but also from the point of view of the global economy. Technological progress within the framework of the use of digital technologies is manifested not only in the process of production and use of technologies, as it happened during the first scientific and technological revolutions, but also in the development of human and social capital, which leads to changes in almost all layers of the economy and its structure. Undoubtedly, this growth of digital technologies is primarily related to the development of science and technology in production, the latest approaches in management, but the main factor is mostly an increase in investment in science, education and people in general. Economic growth is impossible without the development of science, technology and social sciences. In turn, the creation of new knowledge requires not only a considerable amount of professional human resources, but also considerable funding and investment in these resources. There is a structured interdependence between education (knowledge) and the emergence of new technologies: without technologies, there is no development in any branch of the economy (including science); without science, there are no changes in technology. The modern theory of the behavior of economic subjects has finally moved from utility maximization models to the consideration of enterprises as independent systems with their own culture and knowledge, aimed at the implementation of constantly updated (innovative) technologies. The competition took on even tougher forms. The use of information technology eliminates the need for physical proximity of both producers and consumers, as a result of which markets become global. As a result of recent events under the influence of COVID-19 and the war, Ukraine's economy is suffering from destruction. At the same time it highlights the importance of distinguishing between problems arising from sectoral features of maritime transport development and those which are caused by external characteristics of the maritime trade market. The article emphasizes the significance of integration strategies and effective positioning in optimizing the use of potential and mitigating risks and threats. It underscores the negative consequences that arise from ignoring integration relationships, leading to additional losses and heightened risk exposure. The attention is paid to the importance of periodically reviewing treds and proactively responding to anticipated negative situations in order to optimize relationships based on the criteria of synergies. This, in turn, highlights the role of shipping alliances in the container segment of the maritime trade market as examples of operational frameworks that exhibit willingness to adapt and optimize relationships. With the recent research and publications it is more convenient to correctly identify the specific constraints and requirements in the global maritime trade market. It includes discussing the size of demand, cargo flow structure, and direction as crucial factors influencing fleet capacity requirements. The formation of external constraints, including environmental standards, is also explored, with a focus on the integration strategies necessary for fleet and cargo terminal development. It has been substantiated that legislation and strategic documents on the organization of activities and insurance in Ukraine are the main prerequisites for the development of such a market. The dynamics of changes in the number of banks, non-bank financial institutions and insurance companies in Ukraine and the volume of their assets over the past three years has been analyzed. Based on the analysis of the structure of the insurance market, the most common types of insurance portfolio have been identified. It is noted that special attention on the part of insurance is required for various types of professional activities, which are rapidly developing in the context of digitalization of activities, informatization, convergence and uncertainty, which is due to the growth of risks of unintentional mistakes or negligence of employees of the organization, as a result of which harm may be caused to life and health, property and property interests of clients or business partners.
