The research was conducted on a double sample of adults for a representative national research, by means of quota sampling method (n = 2119). The respondents who believed that there is insufficient representation of women in parliament outnumbered those with the opposite opinion. We have observed a reluctance among the respondents to introduce solutions aimed at strengthening women’s representation. The difference in views were determined by political preferences, gender, age, domicile, and education. Women and leftist supporters more frequently believed that there are too few women in parliament and supported quotas, as opposed to men and persons with right-wing views. {"title":"Military Security in the Baltic Sea during Cold War: Analysis Based on the Materials of the Naval Reconnaissance Unit of the Polish People’s Republic","authors":"Jerzy Będźmirowski, Miłosz Gac","doi":"10.12775/hip.2023.032","DOIUrl":"https://doi.org/10.12775/hip.2023.032","url":null,"abstract":"The purpose of the article was to present, in the proverbial nutshell, the issues related to the military situation in the 1950s and 1960s during the so-called Cold War in the Baltic Sea, based on the materials of the Naval Reconnaissance Unit of the Polish People’s Republic. These materials were very important for analytical teams preparing concepts for operations in the Northern European Theater of Operations, as well as ensuring the security of the maritime borders of the Warsaw Pact countries. The 1950s and 1960s were characterized by a wide range of reconnaissance activities as a consequence of the changing reality in the Baltic Sea. The naval potential of both NATO countries, especially Denmark and the Federal Republic of Germany (FRG), was expanded, thus the other side began to create the People’s Navy of the German Democratic Republic (GDR), as well as to strengthen the combat potential of the naval forces of the People’s Republic of Poland. At the same time, the cooperation of allied fleets of the Warsaw Pact countries was improved, and for this purpose, staff exercises were conducted on maps and in the Baltic Sea. In retrospect, both NATO and the Warsaw Pact appreciated the military importance of the Danish Straits and the Baltic Sea. {"title":"Foreign Policy Issues of the Republic of Turkey and the United States in the Period after the End of the Cold War until the 2020","authors":"E. Makaradze, Beka Makaradze","doi":"10.12775/hip.2023.034","DOIUrl":"https://doi.org/10.12775/hip.2023.034","url":null,"abstract":"At the beginning of the 21st century, in 2002, a new political era began with the arrival of Recep Tayyip Erdogan and the Islam-oriented Justice and Development Party (AKP) at the head of the Republic of Turkey, which was gradually followed by changes in both foreign and domestic policy of the country. The main ideologist of modern Turkey’s foreign policy is one of the founders of the Justice and Development Party and Erdogan’s ally, former Foreign Minister and Prime Minister Professor Ahmet Davutoglu, who outlined the strategic priorities of Turkey’s foreign policy in his pioneering work Strategic Depth. In his doctrine, Ahmet Davutoglu argues that Turkey has “strategic depth” that allows it to pursue an independent foreign policy and claims to be the leading state in the region. As we know, the Republic of Turkey is located at the crossroads of Europe and Asia. According to the doctrine, precisely because of its geographical position and historical ties, it has a desire to influence all these regions (the Middle East, the Balkans, the Caucasus, Central Asia, the Mediterranean, the Persian Gulf, and the Black Sea), what is considered the core of neo-Ottoman ideology. Neo-Ottomanism implies a shift of the Turkish political vector from West to East. Since the beginning of the 21st century, neo-Ottomanism as an ideology has become a force responsible for the shape of political life of Turkey. According to the ideology of neo-Ottomanism, the Republic of Turkey must get rid of the subordination of the United States, which will allow it to put itself on a par with such states as Britain, France, Russia, and China. Neo-Ottomanism is the main ideological direction of the new foreign policy of the Republic of Turkey. One of the arguments used by Erdogan and his party in moving from a parliamentary to a presidential model is the fact that the country needs a government that is almost as strong and centralized as the Ottoman Empire. At the same time, the president himself and his entourage constantly emphasize that the Turks are the “heirs of the Ottomans” and that the country must return to its former glory and strengthen its political, economic and cultural influence in the former territories of the Ottoman Empire. Thus, neo-Ottomanism is part of the official ideology of the Justice and Development Party and the basis of the country’s new identity, shaped by the political elite over the years. {"title":"Hybrid Regimes and Political (Dis)Order","authors":"Ryszard Ficek","doi":"10.12775/hip.2023.030","DOIUrl":"https://doi.org/10.12775/hip.2023.030","url":null,"abstract":"This paper studies the concept of “hybrid regimes”, not so much in defining and authenticating their functionality but, above all, to exhibit them as so-called “partial” constitutional concepts. Articulating the tensions, divergences, and antagonisms characteristic of these regimes, as well as highlighting the blurring boundaries between democratic systems and authoritarianism “with adjectives”, emphasizes the importance of the examined issues. The author introduces an alternative conceptualization and typology of hybrid regimes and a configurational approach. Instead of placing political regimes on a linear continuum – from authoritarianism to democracy – multidimensional solutions facilitating an alternative typology of the analyzed concepts have been exposed. The configuration approach, however, provides an analytically valuable way to evaluate and integrate hybrid regimes with other classification schemes. Such innovations, therefore, help alleviate conceptual confusion in the literature. The illiberal authorities in Poland criticize this model of democracy, introducing a number of legal changes which, in their opinion, are to lead to an improvement in the quality of democracy. American researchers quite unequivocally criticize the changes, especially those taking place in the area of independence of the judiciary, freedom of the media and women’s rights. They also criticize the attitude of the Polish authorities towards minorities, including LGBTQ+ communities. Criticism also appeared from the American authorities, although in this case we were dealing with a large variation in the approach of individual administrations. The aim of the article is to analyze and evaluate the American perspective on the quality of democracy in Poland. This powerful centre of Georgian civilisation, with its historical plight, was forcibly torn off a mother’s bosom and became a part of another state. However, its inhabitants managed to preserve the love and respect for their native language. As a result of the war between Russia and Turkey (1877–1878), the region was reunited with its native land. Still, this time the Caucasian administration of the Russian Empire began to impede its development and tried to set this side against the rest of Georgia. According to Russian officials, it was to become an essential military outpost of Russian expansion in the Middle East and a springboard for the far-reaching plans of the empire. Foreigners were also interested in this region of Georgia. The long-term growth trend of the 1958–1970 period was interlaced with two downturns in the economic development, in the 1962–1963 and 1965–1967 periods, respectively.
