Namely, because bearers of political power need to get closer to citizens, fiscal decentralization is often seen Milanovic as part of the democratization process in a society. Within that process, property tax is gaining more and more importance. In that respect, Serbia is no exception. The aim of the paper is to determine whether property tax in Serbia has the characteristics of an instrument for achieving fiscal decentralization. Moreover, the authors will also determine how the property tax, as a significant source of revenues for local authorities, contributes to the development of democracy in Serbian society at the local level.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"83834831","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

His understanding of the importance of agriculture, as well as diagnosing the problems that the village, as a territorial unit of agriculture, and the peasant, as a basic economic entity, face in agriculture, is an important basis for analyzing both past and present problems of Serbian agriculture. The answer to the dilemma about Serbian agriculture as its development opportunity, or as a kind of myth that has lasted for more than a century, can be found in Jovanović's most important conclusions. In this paper, we will present his concept of agricultural policy by analyzing two key categories: the village (and the peasant) and cooperatives. Relying on the established conclusions, we will offer some useful guidelines for the future development of agriculture in Serbia.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"113 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80667838","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The social justification and contribution of the research are reflected in the public interest in purchasing and procuring vaccines for the European public, while the scientific justification and contribution are present in deepening knowledge about the institutional and legal shortcomings on which the public interest of the European Union rests. The methods in use are: the analysis of the content of legal acts and other documentation of the European Union, the historical method in processing the institutional-historical role of the European Ombudsman institution and the new institutionalism present in the dynamic nature of institutions.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"11 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"85020421","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The standard method is explained of extracting surplus from the (semi)periphery countries of the world capitalist system and, in this respect, the example of Serbia is used to shows what one of the key comprador functions is. The second part of the article provides an overview of the viewpoints of social scientists in Serbia who applied the concept of the comprador bourgeoisie (or comprador elite) as part of the global class structure to contemporary Serbian society. Some conceptual dilemmas are also considered, as well as the possibility of further theoretical and empirical research of this issue in Serbian sociology.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"13 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84338530","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Through a quantitative and qualitative analysis of the content of ten daily newspapers in Serbia, we researched genre characteristics and editorial policies used in presenting the content from the black chronicle segment. It can be seen that daily newspapers on a large-scale deal with the topic of violence and death, but also that the reporting quality does not correspond to the quantity of the published texts. Looking at the content, it can be concluded that serious daily press invests certain efforts in the maintenance of professional standards of the journalist profession, unlike tabloids that dominate the media space. During the analyzed time interval, there was almost not a single day when tabloids, on the pages reserved for the content from the black chronicle segment, did not reveal some details related to the lives of victims, possible perpetrators of criminal acts, as well as other actors, along with the observed violations of the rules of journalist ethics. Therefore, it is necessary to work on emancipation in two directions, towards greater responsibility of editorial staff, editors and journalists, and towards stronger media literacy of the public itself.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"38 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"73430293","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The main bearers of representative democracy should be political parties, in this case European political parties. Therefore, the subject of this paper is the position of European parties in the political system of the European Union. The basic question is whether the Europarties are able to contribute to the democratic functioning of the political system of the European Union and thus build their recognizable identity. If we take into account the existing constitutional order of the European Union and the place of political parties in it, it is obvious that they are not able to contribute to forming European political awareness and to expressing the political will of the Union citizens.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"2 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84435799","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The primary goal is to understand how this specific \"regime of truth\" turns out to be the foundation of the twenty-first century Realpolitik, from which Western government techniques derive. Biopolitics relevantly emerges as a process of fragmentation and dissolution of political sovereignty and subjectivity, and, as such, it is exacted through various postmodern and neoliberal forms. They defy a substantial portion of philosophical and legal traditions through politicization of life, the theory, and practices of biopolitics. In the second part of the paper - along with an overview of the contemporary phenomena of biopolitics - we articulate Foucault's position of political realism as a potential answer to political-philosophical challenges on a global scale.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"60 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"86230311","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Most former viewpoints contained numerous utopian elements. Therefore, the main aim of this paper is to point to the reality of this idea and answer the question whether it is yet another in a series of utopias, or there are actual foundations for its realization today. Modern technological development opens the space for increasing production by excluding human labour from it and by increasing profits of production organizers, whereas an increasing number of workers face temporary periods of unemployment during their working lives. All of the above make the idea of universal mandatory income up-to-date. The text explains the attitude that technological development, through mechanisms of profit redistribution, opens the space for this idea to overgrow its utopian character and become reality. The prerequisite is that the surplus of wealth that goes to production organizers should be redirected to the rest of the population.","PeriodicalId":32231,"journal":{"name":"Socioloski Pregled","volume":"5 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2022-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88730529","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
