The study contains an overview of the process of globalization and global transformation, which is inherently a contradictory process, in the conditions of which the characteristics of contacts between social groups change and spatial connections are investigated, as well as the rationale for the modern hierarchy of levels of economic security, types of conflicts and the geography of their coverage. The intensification of scientific and technological progress and increased interaction between societies characterize the global transformation. Either the improvement of transport and communication systems or the intensification of trade create a more built-in global order in society. Global transformation is of no small importance for understanding the trends of international relations and the main features of the modern global order. The global division of labour, thanks to the development of production technologies, contributes to the renewal of the processes of economic globalization and the determination of its positive and negative trends. The ability of national economies to respond flexibly to global transformational processes leads to the timely adaptation of state institutions to the needs of market policy. In order to ensure a high level of competitiveness of national producers, national governments are increasingly using various instruments of a protective, stimulating, discriminatory and restrictive nature that affect economic activity. {"title":"IMPACT OF THE TRANSPORT AND LOGISTICS INFRASTRUCTURE POTENTIAL DEVELOPMENT ON THE EUROPEAN UNION COMPETITIVENESS","authors":"T. In the work, a retrospective analysis of the formation of the unified transport policy of the EU is carried out. Using statistical methods of analysis and official information sources, the specifics of the modal distribution of domestic freight transport of the EU countries, its national and international components, were investigated. Based on data from the World Bank and the World Economic Forum, the dependence of international competitiveness and the development of transport sector indicators on the accession of some countries to the common market of the European Union was analyzed. Conclusions were made about the need for innovative approaches to the formation of a unified transport policy of European states, based on the principles of sustainable development. The common transport policy is the central pillar of the single market in the European Union, which is extremely important for ensuring the free movement of people, services and goods. In addition, the transport sector makes a significant contribution to the EU's economic prosperity, accounting for around 9 percent of European gross value added. The multiplicative effect of this contribution can be measured in several directions, such as the accessibility index, the transport infrastructure index, the reduction of emissions and noise levels, the growth of employment and labor supply, the growth of GDP per capita, productivity, the density of new business, the number of enterprises, the inflow of FDI, export of goods and services and, finally, a decrease in the market price. Finally, infrastructure development is one of the basic factors that ensure the country's global competitiveness rating, which is proven by the examples of several new EU member states. The challenges facing the European transport sector today require a comprehensive review. For example, the goal of complete decarbonization of transport can only be achieved with the help of zero-emission mobility, which avoids the transport policy of finding new innovative approaches. The research provides an overview of the basic standards by which non-financial reporting of organizations is covered. By analyzing the implementation of corporate social responsibility projects in Ukraine and abroad, it was determined that the European experience in implementing social responsibility projects is common among foreign companies and the number of cases is much higher than domestic. A few companies publish information on their own websites, as evidenced by a comparative analysis of web resources as part of the transparency index. The research examines the practices of corporate social responsibility of several domestic enterprises in the field of tourism, which revealed that among tour operators only a few market players will pay attention to social responsibility, at the same time, among hotel chains this practice is more popular and the number of projects is growing dynamically. The author built the plane of interaction of a complex network of events in the security environment based on the relationships formed in the global environment. Global risks were analyzed from the point of view of their main characteristics (by levels of occurrence and spread, by groups, by probability of occurrence; by duration of existence; by degree of prevention and/or overcoming of negative consequences). The analysis shows that in recent years environmental risks, such as extreme weather fluctuations, environmental and natural disasters, and the risk of biodiversity loss, have become the most probable in terms of occurrence, level of impact, and difficulty to prevent. At the same time, it should be emphasized that for a long time the world community considered the most influential risks that depended directly on humanity (economic and geopolitical crises), recently, those that humanity cannot control (climate, natural elements, nature) are considered the most important. Among the significant short- and medium-term threats are also technological risks, including “digital inequality” and cybersecurity issues. At the same time, the likelihood of an aggravation of economic confrontation and internal political polarization remains, and due to the weakening of economic growth and the growth of financial inequality, the risk of economic stagnation increases. The author substantiates that the challenges, threats and risks of economic security are interconnected, mutually determining components of the national security environment, which under the conditions of all-encompassing globalization are difficult to divide by levels (global or national), they are rather complex in nature. Ivashchenko","doi":"10.34079/2226-2822-2022-12-23-5-16","DOIUrl":"https://doi.org/10.34079/2226-2822-2022-12-23-5-16","url":null,"abstract":"The article provides a comprehensive analysis of the existing forms of clustering of production processes in the process of the formation of industrial ecosystems on an international scale, highlighting the role of global supply chains in the value chain in the context of the transformation of economic development models as a factor of reindustrialization, taking into account the latest imperatives of innovation, greening and constancy. It has been established that the ways of creating value do not just depend on the features of the technological process, but, more importantly, they are induced by the structure of the ecosystem in which they are built on the principles of interdependence. The geographic boundaries of an industrial ecosystem are defined by the interdependencies that link organizations within the ecosystem, and by the new bonds that are being strengthened outside of it. The article highlights the need to identify structural gaps in the ecosystem early in order to maximize the benefits of potential collaboration and encourage innovation. It is critically important for governments to define the real boundaries of industrial ecosystems in order to promote their transformation into closed loops of innovation. The definition of an industrial ecosystem is proposed as a multi-level production system, including heterogeneous agents involved in industry value chains and contributing to the realization of the potential of the ecosystem (and its participants) and the development of the country's productive capacity. The place of the supply chain in the value chain has been established, which made it possible to assert that the supply chain is increasingly associated with business functions and processes that go beyond logistics within and between companies. The concepts of clusters and industrial areas are analyzed, which made it possible to single out the role of industrial parks in the development of an industrial cluster. It has been proven that the development of industrial parks contributes to the creation of clusters of competitive industries and the expansion of production chains, which contributes to the balanced economic development of the regions through the mobilization of all available resources. Factors are identified, the combination of which allows the transformation of an industrial zone or a park into an eco-industrial park. The definition of an eco-industrial park is proposed and its alternative names are given, such as: permanent economic zone; low-carbon technological zone; green investment cluster; circular industrial park. The potential of eco-industrial parks in the implementation of the 2030 Sustainable Development Goals has been established. The selection of the main macroeconomic indicators is carried out, the economic content of their calculation is given. It is substantiated that the main such indicators are: balance of payments, the ratio of external debt to GDP, exchange rate volatility, the ratio of growth of international reserves and imports, unemployment. According to the needs of a particular economic situation, the list of indicators of early warning of the economic crisis can include a number of other macroeconomic indicators. It is emphasized that the control of the dynamics of indicators will make it possible to timely determine the probability of a systemic economic crisis and to develop effective management solutions to prevent the transition of the crisis from the local to the global state. It is substantiated that the synthesis of a quality system of global economic crisis control will help minimize the likelihood of crisis transition from the national sector to the global by timely detection and assessment of the first negative failures, development and implementation of management decisions to stabilize economic security. An economic and mathematical model for monitoring and assessing the impact of global crises on the economic security of the world has been developed. The model is based on the calculation of an integrated indicator of the number of risks, which describes the critical values of macroeconomic indicators in determining the onset of the economic crisis. Practical implementation of the control model will allow monitoring the implementation of control points of macroeconomic indicators and their calculation, as well as form a basis for developing appropriate management decisions to minimize the devastating effects of the crisis by early detection, prevention of crisis national economy and its transition to the global phase. A matrix of optimal values of the main macroeconomic indicators of world crises is proposed and calculated. The practical approbation of the control model was carried out on the example of the countries that had the largest share of world GDP in 2019. Among the developed countries, the USA (24.5%), Japan (5.8%) and Germany (4.41%) were selected with the largest share of GDP; among developing countries - China (16.8%) and India (3.27%). The main goal of the article is both to research the existing toolset of controlling measures in the field of deoffshoring of business activities, and to evaluate the international experience and effectiveness of its application and modern conditions of development and transformation of the global business environment. The authors summarized the modern practice of applying controlling deoffshoring measures, identified the main directions of building a compiler regulatory policy, singled out several effective mechanisms of business de-offshoring. It has been proven that a systematic and comprehensive assessment of the security level is possible by providing evaluation and constant monitoring of risks, that are an integral component of the countries socio-economic development in modern conditions. It was determined that in world practice at macroeconomic level the national systems of the risks and threats assessment are created and they are the important elements of strategic planning and ensuring of national stability and sustainable development. At the international level, international institutions and private agencies are engaged in the country risks assessment, they create and apply different methodological approaches to comprehensive risk assessment, on the basis of which the ratings of the countries by the security development level are formed, for instance, Business Environment Risk Index, Political and Country Risk of CRG, Euromoney Country Risk, EIU, International Country Risk Guide of PRS group etc. It has been studied that in the risk assessment theory, in general the sequence of assessment stages can consist the following stages: determination of internal and external factors that increase or decrease the degree of a certain type of risk; analysis of identified factors; assessment of a certain type of risk; establishing an acceptable level of risk; analysis of individual transactions connected with the chosen level of risk; development of measures to reduce the degree of risk. The authors proposed a methodical instrument for assessing the level of risk of the country's security development, which allows to provide a quantitative and qualitative assessment of the conditions of national economy sustainable development from the point of view of the impact of risks and threats. It is based on the algorithm that provides the following steps: the formation of the system of the quantitative risk indicators; their classification from the point of view of the nature of the impact on increasing or decreasing the dangers; assessment of the dynamics intensity of the indicators with a further correlation with respect to the generalized level of change; calculation of quantitative (from 1 to 4 points) and qualitative (absent, low, moderate, high, very high levels) levels using the proposed scale of deviations; assessment of the quantitative integral indicator of risk (score and relative level) and determination of its level according to the proposed scale (absent, low, moderate, high, very high). The author analyzes the specificity and uniqueness of generation Z, considers the relationship of generations in the context of their influence on each other (Baby Boomers, Generation X, Y and Z), which influence the formation of values and attitudes of people of this era. Due to the inevitable change in the percentage of different generations in the workforce in 2025-2035 (an increase in the percentage of generation Z in the working population structure), employers need to understand the main characteristics of the next generation when designing new jobs and structures, as well as when planning changes in pre-existing corporate systems. The article analyzes the modern features of the functioning of the labor market in connection with the increase in the proportion of representatives of the Z generation, which strives for individuality both in work and in personal life, is quite skeptical and realistic, and is more prone to entrepreneurship. It has been proven that this generation, firstly, is more freedom-loving and less holding on to its workplace, wants to “change the world for the better” and serve society, adapts to changes more quickly, and also wants to be more successful than past generations. Generation Z is looking for more freedom to create and be inspired - they are more interested in creating their own unique content and will work for startups that give them the opportunity to innovate. Secondly, it is more ready to take risks and bear responsibility, sets new consumption patterns. Self-actualization is of paramount importance to them, along with a fulfilling job and a positive work environment. For Generation Z, work flexibility is especially important. The overall importance of work as a source of income is decreasing - the importance of the salary level itself is decreasing, the importance of moving up the career ladder is decreasing (a rather strong contrast with generation X and Y). Thirdly, generation Z knows from a very young age which career path they want to take. Many of these people are self-taught and use the many technologies around them such as webinars, YouTube, podcasts to get ahead in their early careers. Career development is an important part of their life and they are ready to work more not so much for money, but for promotion. Generation Z in the next decade will begin to take more and more places in companies and employers who are not ready for this will lose young talented candidates.
