The most famous models in this area are the models of the Project Management Institute (PMI) PMCDF 3.0 and the International Project Management Association (IPMA) ICB 4.0.After a deeper acquaintance with the elements of each of the presented models, there is a desire to combine them completely, which suggests that the «integrated competency model» in this case most likely guaranteed the holder of such competencies the ability to comply with ISO 21500.On the other hand, now they are increasingly talking about the need for the so-called «T-shaped professionals». This approach was used by both PMI and IPMA to differentiate their standards, but in the context of differences in requirements in the logic of «portfolio-program-project». This approach also was present in the logic of the IPMA certification model in terms of the scale of the project (-s) managed by the applicant, which subsequently switched to the logic of programs and project portfolios.The research will contribute to the further development of standards, in relation to: definition of criteria for referring to the «digital» competencies of the project manager; building a model of «digital» competencies of the project manager; determine the approach to assessing the «digital» competencies of the project manager; understand of ways to integrate the model of \"digital\" competencies and the functionality of the project management information system.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"78 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116840571","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The importance of soft skills for the IT professionals and the necessity of switching focus on teaching non-technical soft skills at the university are discussed in the article. The author highlights the idea that the focus and more detailed attention paid on technical topics related to the learners, major should be given to soft skills development in the context of higher education. In order to respond to job market’s demand IT professional is expected to work upon building soft skills like communication skills, team-building and leadership.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"54 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114695917","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The work is devoted to the Conceptual Research Model of the Development of the Geographic Information System for Agriculture. The model reflects four stages: goal setting, functionality description, implementation, and diagnosis. The paper describes the objects and subjects of the environment in which the geo-information system operates. A mathematical model for describing the problem of crop yield monitoring is also proposed. The model is based on the analysis of the cropped image and the use of time series analysis.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130447192","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, a new heuristic method is presented for solving this problem through a decentralized approach with global coordination. The method is based on a new improved variant of the Particle Swarm Optimization (PSO) metaheuristic, which serves as a global planner. Alternatively, for local planning and avoiding obstacles in narrow passages, the Probabilistic Roadmap Method (PRM) is employed. The global and local planners act sequentially until all robots reach their goals. The algorithm iteratively and simultaneously minimizes two main objectives, shortness and smoothness of the paths. The proposed algorithm is simulated and compared with the standard (basic) PSO, as well as the standard Probabilistic Roadmap methods. The experimental results show a meaningful advantage of the new method regarding computation-al time and path quality.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"46 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114068992","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the context of globalization, market consolidation, economic instability, companies must seek new ways to strengthen market position, reduce business risks, increase profits. The formation and implementation of the strategy of enterprise diversification allows to solve these problems partially. The difficult task for the company is to choose a diversification strategy, which would give the maximum economic effect in the long run. Multi-objective optimization can be used to select the optimal diversification strategy. The article describes some well-known decision-making methods for the problem of choosing diversification strategies. The article also describes the problem statement, the scheme of its solution, and the mathematical model of decision-making on the choice of a rational diversification strategy for construction companies. The article defines the general requirements for the development of information technology strategy selection. Problems that need to be addressed in future research have also been identified.","PeriodicalId":318915,"journal":{"name":"2021 IEEE International Conference on Smart Information Systems and Technologies (SIST)","volume":"58 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124036122","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
