This paper examines two rural Norwegian municipalities in which place branding - i.e. the planned and strategic external communication of place qualities - has been a prioritized policy strategy. The research was designed as a comparative case study based on data acquired via methodological triangulation. An analytical model served as a framework to identify the effects of a focus on place branding in non-core municipalities. In the model, policies oriented towards place branding are treated as a variable that is thought to influence (1) employment, (2) settlement, and (3) the desire for rural living. The analysis revealed no quantifiable effects of such policies when compared with 17 comparable municipalities. However, based on the qualitative data and analysis, the authors found effects related to the desire for rural living, implying arguments in favour of non-core regional policy and planning beyond a focus purely on growth. However, comprehensive achievements in relation to sustainability remain limited, even though sustainable development has been on the agenda for decades. Achieving sustainability requires future-oriented thinking, proper long-term development strategies, and concrete action. Developing strategy is not enough to ensure achievement, and local governments should therefore engage in strategic thinking as a method of promoting sustainability at the local level. Based on data collected through a survey of 113 Finnish municipalities, this research used statistical methods to empirically analyse the extent to which the municipalities employed strategic thinking. We used a comparative national patterns approach to analyse parliamentary debates, consultative statements, the media and interviews with stakeholders. \u0000The literature contains prominent arguments suggesting that health and social service governance regimes are converging on the liberal model. Some authors argue that with its focus on policies which create markets, the EU is a driving force with an increasing relevance for market-based governance practices. However, the role of EU legislation is unclear as procurement regimes in relation to the governance of health and social services constitute a highly ambiguous terrain. Our study enabled us to show that the form of the debate is highly dependent on path-dependent mechanisms and the degree of openness of the national political system that provides channels for interests to be articulated. The target of achieving Vision Zero is not specified for different authorities. Investments in infrastructure are a common way of designing a safe system. Plans for regional transport infrastructure are therefore tools to achieve the national target. \u0000The aim of the study is to analyse how Vision Zero has been applied by regional authorities as a term, a goal or a clarification in justifying measures in county plans for regional transport infrastructure in the period 2014–2025 in Sweden. Ten of twenty-one plans were included in the analysis as they selected costs for road safety measures for both state and municipal roads. The plans were analysed using directed and summative content analysis. \u0000The consideration goal is rarely in evidence. Measures are most often justified by accessibility and public transport, walking and cycling, as clarifications of the functional goal (accessibility). The aim is to examine the role of information systems in shaping institutional complexity, and the research questions addressed are: what logics are manifested through the use of the system and how do they interact with each other in relation to teachers’ emerging work practices? The article is based on a qualitative case study of how teachers and principals perceive and use the system, and it combines theoretical thinking on institutional logics and complexity with ideas on materiality and its role in organisational change. An analysis of three teacher practices that are emerging with use of the system enables a discussion of the presence and, notably, interplay of three primary logics. Logics of professionalism, bureaucracy and management are shown to interrelate in competitive but, primarily, cooperative ways. The very materiality of the IT system is shown to attenuate experiences of incompatibilities between logics and facilitate the management of different logics when they are actually perceived to be incompatible. It describes a real-life case of thepolicy formulation stage of a policy cycle. This study describes citizens’ suggestions on how to secure electricity networks against severe weather conditions and the role these suggestions played in policy formulation. The data was collected through a citizen surveyand by interviewing civil servants. The citizens’ suggestions were analysed using inductive qualitative content analysis and the interview data was summarised in detail.The results indicate that the citizens’ suggestions did not provide any new answers to thetechnical problem of how to prevent long power outages, and they were not utilised in the policy formulation. However, the citizen survey was part of crisis management during and after the long power outages. Drawing on a discursive understanding of policy and politics, this paper examines how safety in public space is being addressed and given meaning in nine Swedish cities, working with a safetycertification entitled ‘the Purple Flag’. Our analysis shows that in the work with PurpleFlag, safety is represented as a technical problem, requiring a standardised method, and as a tool for growth, focusing on the commercial potential of safety for the city. These representations position the safety worker as mainly administrative and competitive, while the recipients of safety become visitors and consumers. Purple Flag also gears local safety measures towards urban business areas, rather than towards places with high levels of crime or unsafety, and primarily target those disturbing the order of the market in the city centre as problematic. The empirical data is based on dialogues during 15 meetings with 8 welfare professionals fromeducation, social services, and children’s and adolescent psychiatry. The analyticalapproach used in this article makes use of the service dominant logic (SDL) as a conceptual framework for studying frontline staff’s perceptions. The findings indicate that perceptions of management affect the staff’s view of value creation in orientationssuch as: (1) the delivery of ready-made expert solutions, (2) the simplification of value- creation processes, and (3) disconnected service systems. However, over the last decades there have been significant changes in how local governments are governed and how services are implemented. In many cases, these changes entail the promotion of rationalities and technologies associated with market-oriented principles and values as the primary means to providing welfare services. A central feature in this is public procurement. This phenomenon has been surprisingly absent from scholarly work that focuses on marketisation and the politics of public sector reform in Sweden. In this article, we present a case study based on interviews with actors involved in public procurement in Swedish local government. We provide insights into how public procurement sustains and expands the rationalities of marketisation. Coercion, like persuasion, is a central dimension of public administration and a defining element of, for example, compulsory care. It is, however, seldom properly addressed in the literature on co-production. The aim of this study is twofold; to propose a broadened definition of co-production which more adequately reflects the complexities of human services by distinguishing between users (clients) and consumers (social services), and to investigate the relevance and practice of co-production in a non-voluntary setting. Examples of enhanced, participative, consumer, and user co-production were identified based on organizational and individual data from the Swedish government agency responsible for compulsory care for substance abusers. Forms of user co-production at the operational level were highlighted through client records and administrative data concerning transfers to community care – so called Care in Other Forms (COF). COF placements are intricate processes involving many different stakeholders and the analysis revealed how clients actively partake in negotiations on the terms and content of service delivery.
