Nudging, when used well, can serve as a tool for changing individuals’ behaviour, but it cannot, nor has it been designed to, facilitate the critical thinking and collective action needed to address urgent sustainability challenges.\u0000The purpose of this study is to investigate how pragmatism’s interest in social interactions can complement nudging’s focus on individual behaviour. To test these ideas in practice, we develop an approach for planning that combines the two modes of thinking - The Sustainability Walk - to be used in the planning of places that are to promote sustainable everyday practices. We draw lessons from developing The Sustainability Walk by using the learning history method and participant observation. \u0000We find that pragmatism offers possibilities to amend nudging’s focus on individual behaviour by providing tools for forming a community of inquiry consisting of experts as well as citizens. The study is based on in-depth qualitative interviews with 21 municipal managers from various sectors. In total, 222 ethical tension situations were revealed. The main finding of the study is the identification of the importance of contextual and organizational dependencies, regarding not only managers’ experience of ethical tensions but also the resolution of such tensions. This has however shown to be quite challenging, and managers lack knowledge about how to develop new ways of organizing to meet such responsibilities. The aim of this article is therefore to understand how the work of a top management team in meetings affects the accomplishment of broad responsibility. The analysis, which is underpinned by a communicative constitution of organizing (CCO) perspective, shows how the way specific communicative practices (agendas, minutes, timeslots, turn-taking, and stakeholder voicing) are enacted leads to the re-production of parts of the organization at the expense of the whole, the present at the expense of the future, and profit at the expense of the other dimensions of sustainability. This study explores the dynamic relation between trust and objects in interorganizational collaboration. A longitudinal study of an innovative tele-home monitoring service involving health professionals from hospitals, municipalities, and general practice clinics forms the empirical context for this study. \u0000This study demonstrates that trust is not alone a human feature but also a dimension of objects since objects mediate and build trust among actors by creating a focused communication and shared knowledge, improving predictalibility and transparency in behavior and decision-making, and creating visibility about work contexts and tasks. In the context of this paper these three features denote objects’ trust building capacities which support shared problem-solving and collaboration. The study, however, also show a flipside of objects where they may create mistrust and thereby act as barriers for collaboration. Nevertheless, digitalization is almost absent from the local political agenda in the most likely case of Danish local governments, which constitutes a democratic problem because important priorities are then taken outside of the local political system. Existing quantitative research on setting policy agendas fail to explain why digitalization is not on the local political agenda. A qualitative approach is applied and exclusive insights from interviewed mayors and CEOs are presented. Four main barriers are identified blocking digitalization from the local political agenda: Political role perception, lack of interest, lack of insight, and risks. One important means of steering is legislation, the evidence base of which is built on the interaction between social actors and the expert hearings related to the legislative process. This research uses network analysis to examine the construction of a legislative knowledge base and the information resilience displayed in the related networks. The data are derived from experts (n=440) appearing in committee hearings on five proposed acts of parliament. The results show that the expert consultations behind the legislation are official-oriented and illuminate the limited information produced by the private sector and a narrow view of scientific expertise. The network reveals epistemic authorities – mainly representing the security cluster – acting as gatekeepers. Empirical data \u0000are collected from team observations and in-depth interviews with frontline supervisors and workers known as employment specialists in a public sector context, i.e., in the Norwegian Labour and Welfare Administration (NAV). In this context,a large-scale programme known as Extended Follow-Up was implemented beginning in 2017 with the aim of improving activation services for persons with complex support needs. We identified two leadership strategies: a) a team-focused strategy based on interdependence, in which frontline workers were encouraged to shape and adapt the activation services to each jobseeker, and b) a rule-focused strategy based on constant monitoring of frontline workers to secure their adherence to predefined tools and aims. The former strategy promoted team cohesion and provided the necessary psychological safety to implement the personalized activation service,while the latter strategy limited the frontline workers’ creativity and room to manoeuvre. Competence-based immigration can partially remedy the situation if supported by appropriate policy making and governance. Through multiple-streams framework (MSF) approach this intrinsic case study analyses the construction of the national macro talent management framework during the last two decades. By examining the policy change through MSF, the article demonstrates how the issue of competence-based migration was moved out of the ‘immigration periphery’ and bridged to the economic policy.\u0000\u0000The results show that despite the obvious need for strategic planning only trivial policy changes were made until recent years. This changed when a group of ‘policy entrepreneurs’ created a new narrative on immigration, defined a new policy arena, and firmly placed international talents on the policy makers’ agenda. Political changes and external trends fortified the favourable circumstances. With systemic approach and a clear mandate from the government, the window of opportunity for the economically and societally significant immigration policy making is now finally open. Based on a longitudinal case study of neo-Weberian state type local governments responses to different types of crises, this article argues that bureaucracies are at the heart of local coping strategies and indeed capable of adjusting to changing environments. They demonstrate capacious variation. The study adds the strategic perspective, falsifies the theoretical claims of the New Public Government (NPG) and confirms the ones of the neo- Weberian state (NWS). Strategic planning is far from dead. Crisis management was left to the CEOs and the administrative system, and it was top-down driven.
