The foundation for this method of involvement is that it allows transparent and open transfer of knowledge from for instance organised interests to government bodies, and that it enables an easier filtering of expert advice from political idiosyncrasies among consultation partners. It is, however, an open question as to whether consultation is in fact efficient in doing so. To investigate that questions, this paper examines the Danish formal consultation system. The study examines response rates and concludes that the Danish consultation system is highly – and perhaps increasingly so – prioritised both in the administration and among consultation partners. However, previous studies have shown that the system has little practical effect on legislation. These two – response rates and amenability – are then coupled to discuss the system’s efficiency. The system’s inefficiency – it demands a lot of energy and priority but has little effect – stress that the main function of the system cannot be said to be its contribution to regulatory quality. Instead, it serves other aims – aims that are not reflected in the system’s design and use. We present a qualitative case study of a large regional health organisation in Denmark, which in 2016–2017 had the aim of fostering collaborative innovation. A survey and interviews among public servants in 14 municipalities in Sweden’s northernmost and largest region – Norrbotten – show that they perceive social innovation as pivotal in improving the supply and quality of public services. However, the presence of terminologies, cultures, structures and cooperation for promoting social innovation varies among the municipalities. The increased promotion of social innovation among public authorities at regional and national levels in Sweden, and at international level in Europe and beyond, is thus only reflected to some extent in these municipalities. The concept of the compact city is widely debated in the research literature, and there are numerous arguments both for and against compact cities. However, many studies or reviews tend to apply a delimited approach, discussing a confined number of qualities or basing the assessment on fairly narrow empirical material. Research is also carried out from within a number of separate disciplines or “discourses”. This paper aims to provide a clearer and more consolidated understanding of the wide spectrum of qualities that make up the compact city in support of better planning, governance and management of cities in the Global South. The objective is to present a review of current articles discussing the compact city in order to capture similarities and differences in the academic discourse between Global North and Global South contexts, and to outline a comprehensive compact city taxonomy. This is achieved by answering three questions: (1) What types of urban qualities are discussed in scientific articles studying urban compactness? (2) (How) do articles focusing on Global North and Global South contexts differ when it comes to exploring compact city qualities? and (3) Do the findings indicate areas of research withing the broader scope of urban compactness where research should be initiated or strengthened? The analysis is based on literature searches in the Scopus database for 2012-2015 using the search term “compact city”. A quantitative assessment was carried out, sifting out what terms are used to label purported (or debated) qualities of compact cities. Papers are sorted into different categories according to geoeconomic context (i.e. Global North, BRICS, Global South). The outcome is an extended taxonomy of compact city qualities, including twelve categories. Weaknesses in compact city research aimed at cities in the Global South were identified, linked in particular to nature, health, environmental issues, quality of life, sociocultural aspects, justice and economy, as well as a significant lack of compact city research linked to urban adaptability and resilience. \u0000The analysis is based on literature searches in the Scopus database for 2012-2015, using the search term “compact city”. More specifically, it focuses on the case of Swedish research funding and its major institutional reorganization in 2000. Following the argument that conflicting institutional logics often prompt institutional hybridity, the paper conceptualizes and examines the role of three institutional logics present in research policy, namely academic excellence, utility of research, and funding efficiency. Using quantitative policy document analysis, a secondary literature review, and in-depth interviews, the paper reveals that, while a heated conflict existed between the proponents of the first two logics, the third was largely undisputed and, in fact, accommodated the final policy solution. The study’s results show that hybridity choices in Sweden can be linked to a combination of negotiations between vested interests, the state’s pursuit of better management and efficiency, strategic political action, and historical path dependency. Various trends and reforms in the public sector, New Public Management, the audit society, marketisation and mediatization, for example are expected to affect these values. This article analyses whether, and in what ways, mediatization affects public servants’ values. Drawing on survey data from local government officials, we explore the mediatization thesis at the level of individual public servants using the concept of mental mediatization. Regarding their values, we empirically establish a dominance of organizational professionalism rather than democratic professionalism among local government public servants. We then analyze mediatization at the level of individual public servants in local government, in contrast to previous research which has focused on the mediatization of politics and central government. Three different strands can be observed in the fourth-sector literature. The first strand centres on the notion of one-to-one aid. The second strand centres on self-organizing civic activism. The third strand focuses on hybrid organizations. In this paper we will analyse the main commonalities and differences in the understanding of the fourth sector. Our conclusion is that despite differences, there is enough ‘family resemblance’ between the three different streams of fourth-sector discussion to warrant a synthetic reflection of the governance issues related to this novel phenomenon. In this article, we argue that media awareness is unevenly spread in public bureaucracies, and rather is contingent on individual and organizational characteristics. More specifically, we present the hypotheses that media awareness depends on the amount of media related work, the amount of media attention on the organization in which they work, as well as the civil servants’ fundamental views on the role of the media in society. To test the hypotheses, the article utilizes a large-N survey of civil servants in Norwegian ministries and agencies. The results show that the vast majority of civil servants care about how issues appear in the press. Further on, we find that civil servants’ media awareness coexists with traditional bureaucratic values, offering some relief to scholars who fear the disruptive effects of the media in public administration. As the hypotheses suggest, we find that this media awareness is linked to civil servants’ actual media-related work. While such reforms may be driven by subnational pressures and demands for empowerment, the central government usually has the deciding power to decentralise. Literature on regional preference has proliferated since the 1990s, though we know little of regional administrative preferences in relation to this process. As policy formulators and implementers, they are directly affected by dispersion of authority downwards, as it directly affects their organisational structures and portfolio of responsibilities. This article analyses decentralisation preferences among regional bureaucrats in Norway in the context of the 2015-2020 Regional Government Reform. Utilising an original survey and testing five explanations, the bureaucrats are generally reserved about taking on additional functions, with support for increasing their portfolio primarily explained by a principled motivation to increase regional autonomy, followed by feelings of regional attachment. Functional arguments also matter, though to a lesser extent. In water and wastewater systems management, overcapacity is not only a problem in economic terms. In addition, it brings with it serious technical problems and can also cause health problems for residents. In the context of Sweden, previous studies have recognised that shrinking municipalities fail to plan for or to maintain their fixed assets adequately, despite clear goals and guidelines stating that each generation should pay its legitimate share of what municipal operations cost. Despite these clear policy goals, many shrinking municipalities in Sweden have not prioritised the maintenance of fixed assets in water and wastewater. We know that these problems exist, but we know little about what lies behind them. This paper seeks to address this knowledge gap. By drawing upon theories of failure in public policy and administration and a case study of the municipality of Laxå, this paper seeks to arrive at a deeper understanding of policy failures in water systems management in shrinking municipalities in Sweden.
