Differentiated integration was designed to handle centrifugal forces while preserving sovereignty and avoiding the paralysis that can result from a decisionmaking process that requires the consensus of all member states. Precisely when regional groupings within the EU are increasingly shaping the agenda, these dynamics have hindered the capacity of France, Greece, Italy, Portugal and Spain to pursue shared interests and objectives, while acting as a force for good for the European integration project. Recent events such as the post-pandemic recovery or the war in Ukraine show that, when cooperation occurs, positive results can be achieved. Southern member states can capitalise on a certain ideological affinity and a pro-European vision, despite their governments belonging to different political groups. They share converging interests in the areas of fiscal policy and economic governance, strategic autonomy in energy and technology and even foreign policy priorities, particularly towards the Mediterranean and relations with other global powers. La misma guerra que ha fortalecido el liderazgo internacional de Macron, agrava también el malestar económico, que agranda la distancia entre el presidente y una parte importante del electorado. Hegemonic US power has frequently been used over the past seven decades to ensure European allies’ energy security. El Protocol de Kyoto (1997) i l’Acord de París (2015) en són la millor prova. Si l’ambiciós model de Kyoto va fracassar en el seu intent d’agrupar tots els membres de l’Organització de les Nacions Unides (ONU) —països clau com els Estats Units mai el van ratificar, i d’altres, com el Canadà i Rússia, se’n van retirar més tard—, l’Acord de París, en canvi, va proposar mecanismes menys ambiciosos amb una clara vocació d’ampliar-ne el nombre de participants. El Pacte Climàtic de Glasgow —acordat a la 26a Conferència de les Parts (COP26) del 2021— també va intentar respectar aquest fràgil equilibri. Hence, new social mobilisations have appeared, channelling the population’s criticisms of the health management of the crisis, or expressing ad hoc demands related with the social and economic problems caused by the pandemic.
