This new reality demands special attention from the public power and society to meet the new demands of those who are aging. Thus, it was sought to know how the elderly of Vicosa think about living in a condominium specially designed them. For that, a qualitative, descriptive and exploratory research was carried out with the participants of the activities of the \"grandma's club\" and the \"Municipal Program of the Elderly - PMTI\", using the semi-structured interview, analyzed with the aid the IRAMUTEQ software. The meaning of quality of life, according to the Word Cloud and statistical analysis, was mainly related to the words \"physical health\", \"mental health\" and \"independence\", demonstrating that the elderly care a bout housing and quality of life, where being physically and mentally helps in the aging process. This social program was created in 2003, by the federal government, with a view to strengthening work and income generation ventures, together with the Secretariat for Solidarity Economy - Senaes - which was extinguished in 2016. The operationalization of the mentioned Program took place through partnerships established between the State (National Secretariat for Solidarity Economy - Senaes), civil society institutions, other government sectors and university incubators. It was assumed that the Program was constituted as an element that promotes income generation for subjects who were on the margins of the formal labor market, especially the less qualified, but which, contradictorily, was also configured in capitalism regulation mechanisms, to mitigate class conflicts and reproduce the system. Here, we analyze the operation of the National Housing Policy (NHP) in the Conjunto Habitacional Recreio of the city of Cajazeiras (PB). We aim to understand if the construction of the cited Set contemplated the requirements of the production of housing of social interest, which is for the low-income population. We emphasize the implementation of the new National Housing Policy and the Minha Casa Minha Vida program, prioritizing the subsystem of social interest. The methodological procedures were qualitative. For the collection, we adopted field observation, interview and documentary research. The results revealed that the operation of the National Housing Policy (NHP) happened in a conflictive way, since we identified flaws in the process involving the Conjunto Habitacional Recreio referring to the quality and comfort criteria of the families, as well as the non-concession of the definitive documentation and incomplete infrastructure. Despite this, the importance of this policy for access to housing is unquestionable. This policy will not be properly apprehended if it disregards the interdependence that its functions bear among themselves. In a dependent capitalist state, the difficulty of accumulating capital internally influences the structuring and behavior of classes, reflecting the patterns of political domination. One of its most characteristic features is the production of a large contingent of marginalized labor force, unmistakable with the reserve industrial army, and functioning as a strategy of social and political control. In the Brazilian context, it adds to the hierarchy that results from division into classes, the overlapping of that which derives from the color of the skin.
