That land-rights dispute often deprived citizen rights which is a student because often ended in unilateral sealing action by claimant parties. This problem isn’t only land-rights dispute or messy administration of land-rights in Indonesia, but always repeated and deprived the constitutional rights to gain an education. The purpose of this research is to obtain a theoretic solution over a school-land-rights dispute, where that’s multi-dimensional conflict in which can’t be solved only with the legal-formal approach. Method of research in this writing is normative legal research where examine the legal problem, specifically the urgency of harmonization of legal-norm in existed positive-law so that law is consistent with highest legal-norm, which complies with constitution obligation. Progressive law theory used in this research to assert that law isn’t only normative problems only, but the utilitarian side of the law for humanity itself. Results of this research show that the Gov’s isn’t ready to harmonizing the law to protect constitutional education rights itself because they rarely inventoried legal-education problem around. Furthermore, Gov’s should prepare fully legal protection to protect education process in which constitutional rights, moreover, the integrity of law to determine the compensation to be given to specific parties must be proportional and adequate, both in the legal process or after so that kind of sealing couldn’t happen again. \u0000Pendidikan yang merupakan bagian dari hak konstitusional masih sering terganggu oleh sengketa hak atas tanah di mana berdiri bangunan sekolah di atasnya. Sengketa hak atas tanah tersebut sering kali merenggut hak warga negara yakni peserta didik karena sering berujung pada penyegelan sepihak oleh pihak yang merasa memiliki hak. Problematika ini tidak sekedar persoalan sengketa tanah atau carut marutnya administrasi tanah di Indonesia, namun berulang dan merenggut hak konstitusional warga negara untuk memperoleh pendidikan. Tujuan penulisan ini adalah untuk mendapatkan solusi teoritik terhadap problem sengketa tanah atas sekolah, di mana merupakan konflik multi-dimensi yang tidak dapat selesai hanya dengan cara legal formal semata. Metode penelitian yang digunakan yakni yuridis normatif di mana membahas problematika yuridis,  yakni perlunya harmonisasi norma hukum yang ada agar sesuai dengan norma hukum tertinggi yaitu kewajiban konstitusional. Penggunaan  teori hukum progresif yang menegaskan hukum bukan hanya persoalan normatif tapi juga kemanfaatan hukum untuk manusia. Hasil penelitian menunjukkan bahwa pemerintah tidak siap dalam harmonisasi hukum untuk menjaga hak konstitusional memperoleh pendidikan tersebut, karena masih kurangnya inventarisasi problematika hukum pendidikan yang mengiringi. While the laws are changing year to year depending on markets, is that what called infectivity of law. Unplumming of the rate of people paying taxes in DKI Jakarta makes governor have amnesty such as a free fine to those paying taxes. The purpose of this research is to bring you an insight of the unscattered regulations in DKI Jakarta on vehicle tax. As if we can get you through this research, we may give you some clue on how good to pay taxes. This research uses the statue approach and comparative approach. Statue approach is used to deliberate the laws systematically while comparative approach makes you slide on to Singapore tax law/policy regarding vehicle tax. The result of this research found that the laws of DKI Jakarta on vehicle tax are overlapping while the toughness of mechanism and doubled-penalty Singaporean would have as if doesn’t pay taxes. \u0000Berdasarkan Peraturan Daerah Ibukota Jakarta Nomor 2 Tahun 2015 atas Perubahan Peraturan daerah Nomor 8 Tahun 2010 tentang Pajak Kendaraan Bermotor pengendara wajib membayar pajak sesuai dengan jenis kendaraan masing-masing kepada pemerintah daerah DKI Jakarta. Ketentuan mengenai besaran tarif erta mekanisme pembayaran dapat dilihat di dalam peraturan yang berbeda. Adapun aturan hukum terkait dengan pajak kendaraan bermotor selalu berubah tiap tahunnya, mengikuti dinamika pasar yang ada. Apakah hal ini dapat dikatakan sebagai inefektivitas hukum. rendahnya warga DKI Jakarta membuat aparat penegak memberikan “amnesty” kepada para wajib pajak, diantaranya pemotongan denda secara berkala. Tujuan studi ini bertujuan untuk memberikan pandangan terkait dengan fenomena tumpang-tindih peraturan pajak kendaraan bermotor yang berada di wilayah DKI Jakarta, sehingga dapat memberikan pandangan secara komprehensif terhadap masyarakat selaku wajib pajak untuk membayar pajak. Studi ini menggunakan penelitian yuridis normatif dengan melakukan pendekatan perundang-undangan (statue approach) dan pendekatan perbandingan hukum (comparative approach). Adapun dalam statue approach akan dijabarkan secara sistematis dan komprehensif akan peraturan pajak kendaraan bermotor DKI Jakarta. Sedangkan akan dilakukan perbandingan hukum terhadap Undang-Undang Pajak Singapura untuk kemudian dilihat akan lapisan tiap-tiap aturan hukum pajak. Hasil studi menemukan rendahnya ketaatan bayar pajak di DKI Jakarta serta adanya overlapping diantara aturan. Indeed, in its development, the banking sector plays a very important role in the economy of a country. The role can be seen with the banking innovation developing Cash Recycling Machine (CRM). CRM is one of the banking products that can facilitate customers in conducting financial transaction activities, for example, the money withdrawal transactions and depositing money without having to go through a teller at the bank. However, on the other hand, customers as users of CRM products can suffer losses due to CRM damage. This article aims to describe and explain the protection of customers as CRM users, as well as the bank's responsibility for losses suffered by customers due to CRM damage. The empirical juridical approach method was used in this study because this study emphasized the facts obtained from the results of the study, the research specifications used were descriptive-analytical. This study uses data collection techniques based on primary data and secondary data. The results of the study show that CRM user protection is preventive legal protection and repressive protection. Preventive legal protection is carried out through Act Number 10 the year 1998 about Banking and Act Number 8 the year 1999 about Consumer Protection. While repressive legal protection is carried out by banks in the form of responsibility for losses suffered by CRM users. \u0000Bank merupakan lembaga keuangan yang berperan strategis untuk memajukan perekonomian suatu negara. Sejatinya, dalam perkembangannya sektor perbankan memainkan peranan yang sagat penting dalam perekonomian suatu negara. Peranan tersebut dapat dilihat dengan adanya inovasi perbankan mengembangkan Cash Recycling Machine (CRM). CRM merupakan salah satu produk perbankan yang dapat mempermudah nasabah dalam melakukan aktivitas transaksi keuangan, contohnya adalah transaksi penarikan uang dan penyetoran uang tanpa harus melalui teller di bank. Akan tetapi di sisi lain nasabah sebagai pengguna produk CRM dapat mengalami kerugian akibat kerusakan CRM. Artikel ini memiliki tujuan mendeskripsikan dan menjelaskan perlindungan nasabah sebagai pengguna CRM, serta tanggung jawab pihak bank terhadap kerugian yang diderita nasabah akibat kerusakan CRM. Metode pendekatan yuridis empiris digunakan dalam penelitian ini, karena penelitian ini menekankan pada fakta-fakta yang diperoleh dari hasil penelitian, spesifikasi penelitian yang digunakan adalah deskriptif analitis. This is related to his authority in making a sale and purchase deed. Based on Article 5 paragraph (1) of Qanun Number 7 of 2010 concerning Fees for Acquisition of Land and Building Rights, in the inclusion of a sale and purchase deed made by PPAT, it must be following the actual transaction price. But in practice, PPAT was still found which decreased the value of land and building sale and purchase transactions. The purpose of this research is to explain the responsibility of the notary as PPAT in determining the value of land and building sale and purchase transactions, and the reason of the notary as PPAT in determining the value of the sale and purchase transaction of land and buildings not following the actual price. This study uses a type of empirical legal research. The results of the study indicate that the notary / PPAT is responsible for the incompatibility of transaction values ??contained in the deed of sale and purchase which do not match the actual price. The notary / PPAT reason in determining the value of the sale and purchase transaction of land and buildings is not following the actual price due to unfair competition between fellow notaries / PPAT, constraints related to taxpayers, and a sense of solidarity among notaries. \u0000PPAT merupakan pejabat yang diangkat oleh Negara dalam menjalankan tugas jabatan yang diantaranya berkaitan dengan fungsi pelayanan publik dalam bidang hukum. Hal ini berkaitan dengan kewenangannya dalam pembuatan akta jual beli. Berdasarkan Pasal 5 ayat (1) Qanun Nomor 7 Tahun 2010 Tentang Bea Perolehan Hak Atas Tanah dan Bangunan, dalam pencantuman akta jual beli yang dibuat oleh PPAT haruslah sesuai dengan harga transaksi yang sebenarnya. Namun dalam praktiknya masih ditemukan PPAT yang melakukan penurunan nilai transaksi jual beli tanah dan bangunan. Tujuan penelitian ini adalah untuk menjelaskan tanggung jawab notaris selaku PPAT dalam penetapan nilai transaksi jual beli tanah dan bangunan, dan alasan notaris selaku PPAT dalam penetapan nilai transaksi jual beli tanah  dan bangunan tidak sesuai dengan harga sebenarnya. Penelitian ini menggunakan jenis penelitian hukum empiris. Hasil penelitian menunjukkan bahwa notaris/PPAT bertanggung jawab terhadap ketidaksesuaian nilai transaksi yang terdapat dalam akta jual beli yang tidak sesuai dengan yang harga yang sebenarnya. This situation is caused by the problem in the law enforcement process. In addressing this issue the Indonesian Supreme Court issued a Circular Letter to reaffirms the implementation of rules and prohibitions against it in UNCLOS 1982, even reap the difference of opinion between the Tribunal Judges that led to differences the verdict in the case. This research aims to analyze the problems and outlines the diversity among the judge ruling against illegal fishing with the promulgation of Circular Letter. This is empirical legal research which analysis documents as the technique. This research showed that in law enforcement against illegal fishing, the Supreme Court issued a circular letter Number 3 the Year 2015 concerning the ban on the overthrow of criminal confinement substitute fines for celebrating the existence of articles 73 on paragraph 3 of UNCLOS 1982. Penelitian ini bertujuan untuk menguraikan dan menganalisis permasalahan mengenai keberagaman putusan di kalangan hakim agung terhadap kasus penangkapan ikan secara illegal dengan dikeluarkannya Surat Edaran tersebut. Dalam penelitian ini digunakan metode penelitian hukum empiris, dengan teknik studi dokumen dan analisis data. Indonesia has ratified the Paris Agreement to become its national law. In Paris Agreement to the UNFCCC, all Countries should reduce greenhouse gas/GHG emissions following the principle of common but differentiated responsibilities. GHG emissions reductions obligations are set out in a nationally determined contribution/NDC. Within the NDC, Indonesia achieves emission reduction greenhouse gas targets up to 29% on its own and up 41% with international assistance. GHG emissions reductions through the forestry sectors are key sectors in NDC Indonesia at 17.2%. Using the method of normative research through an approach to legislation. After ratified of Paris Agreement to the UNFCCC brings legal implications for Indonesia namely the establishment of the laws on REDD+ in the forestry sector. Efforts made by the government of Indonesia is the establishment of the laws on REDD+. It has found the legal problem which can be a factor inhibiting the achievement of NDC target consisting of law enforcement, legal certainty of forest area. It is suggested that the Government of Indonesia makes regulation on mangrove forest. \u0000Untuk menggantikan Kyoto Protocol pasca 2020 Negara Peserta UNFCCC membuat komitmen baru yaitu Paris Agreement to the UNFCCC. Indonesia telah meratifikasi Paris Agreement menjadi hukum nasional. Di dalam Paris Agreement to the UNFCCC, semua negara diberikan kewajiban untuk mengurangi emisi gas rumah kaca sesuai dengan prinsip common but differentiated responsibilities. Kewajiban pengurangan emisi gas rumah kaca ditetapkan dalam nationally determined contribution/NDC. Di dalam NDC, Indonesia mempunyai target untuk mengurangi emisi gas rumah kaca sebesar 29% dengan usaha sendiri dan sampai dengan 41% dengan bantuan internasional. Pengurangan emisi gas rumah kaca melalui sektor kehutanan adalah sektor utama dalam NDC Indonesia yaitu sebesar 17.2%. Metode penelitian yang digunakan adalah penelitian hukum normatif yaitu melalui pendekatan perundang-undangan. Pasca diratifikasinya Paris Agreement to the UNFCCC membawa implikasi hukum bagi Indonesia yaitu dibentuknya sejumlah peraturan-peraturan terkait REDD+ di sektor kehutanan. Upaya-upaya yang dilakukan pemerintah Indonesia untuk mengimplementasikan Paris Agreement to the UNFCCC sektor kehutanan adalah membentuk sejumlah peraturan-peraturan hukum terkait REDD+. This research aims to determine the concept of good governance, which intended for villages fund are based on laws and regulations and principle good governance. This method uses a type of research an empirical juridical method with an analytical perspective. Based on the results of the study show that the management of village funds can’t normally run in based on good governance, seen from accountability, transparency, and participation in management. This is proven, that whole stakeholder involves development planning deliberations. Then the village aid fund is not by the laws and regulations of the invitation, in this case, each use of Village implementation assistance funds is around 80% has been done because the user must be by the rules that have been determined. But in its implementation there are still individuals working in the management of village funds, meaning that they are not disciplined in carrying out administration, so the implementation has not been maximized. \u0000Berbagai masalah timbul karena pengelolaan Dana Desa yang kurang baik di berbagai daerah, misalnya: pengalokasian atau pembelanjaan dana Dana-Desa yang tidak tepat, penyerapan anggaran yang tidak maksimal, dan pertanggungjawaban penggunaan anggaran yang tidak akurat serta beberapa hal lain yang mengakibatkan pemenuhan hak-hak masyarakat masih ada yang terkesampingkan. Tujuan penelitian mengetahui dan menjelaskan konsep good governance, apakah Pengelolaan dana desa di Gayo Lues sudah sesuai dengan asas good governance. Metode penelitian ini merupakan metode yuridis empiris dengan melakukan pendekatan preskriptif analitis. Berdasarkan hasil penelitian menunjukkan, bahwa pengelolaan dana desa belum berjalan secara maksimal sesuai dengan Good Governance, dilihat dari akuntabilitas, transparansi dan partisipatif dalam pengelolaannya. Hal ini terbukti, bahwa sebagian masyarakat tidak dilibatkan dalam Musyawarah Perencanaan Pembangunan (musrenbang) dalam perencanaan. Kemudian pengelolaan  dana Desa belum sesuai dengan ketentuan peraturan perundang-undangan, dalam hal ini setiap penggunaan dalam melaksanakan kegiatan dana Desa sekitar 80% sudah dilakukan, karena dalam penggunaan harus selalu mengikuti regulasi yang telah ditentukan. In the article there is uncertainty in the meaning of Article 10 paragraph (1) letter e, because in the explanation clause there is no further explanation about “other legitimate income”. Traditional villages use natural resources in their area such as tourist areas as village income. In the Presidential Regulation No. 87 of 2016 about the Illegal Levy Eradication Task Force, the levies carried out by Pakraman village against retribution to tourist areas are categorized as illegal levies by the task force teams as happened at the sunrise beach. This study aims to understand and explore the legal protection within the levies carried out on tourism objects and the urgency of the legal protection for Pakraman village to collect retribution from tourist attractions in the area of ??Pakraman village or adat village. This study used normative legal research methods. The results of this study are based on Act No. 28 of 2009 concerning Regional Taxes and Regional Retributions, stated that for tourist area entrance fees are regulated in Article 127 (i), which should be managed by the regional government, because it is a statutory mandate.. For example 2 tourist attractions, Tanah Lot in Tabanan and Taman Ayun in Badung. This management model is needed by the government and Pakraman village to avoid indications of extortion. The urgency of the legal regulation here is very much needed by Adat village. \u0000Dalam Perda Provinsi Bali No 3 2001 Pasal 10 ayat (1) telah disebutkan bahwa pendapatan desa salah satunya adalah pendapatan lainnya yang sah. Dalam pasal tersebut  terjadi ketidakjelasan makna dalam Pasal 10 ayat (1) huruf e, karena dilihat dalam penjelasannya tidak ada penjelasan lebih lanjut dengan apa yang dinamakan pendapatan lain yang sah. Desa adat memanfaatkan sumber daya alam yang ada di daerahnya seperti kawasan wisata sebagai pendapatan desa. Dalam Peraturan presiden No 87 tahun 2016 tentang Satuan Tugas Sapu Bersih Dan Pungutan Liar, pungutan yang dilakukan oleh desa Pakraman terhadap retribusi masuk kawasan wisata dikategorikan sebagai pungutan liar oleh tim saber pungli seperti yang terjadi di pantai matahari terbit.Penelitian ini bertujuan untuk memahami dan mendalami payung hukum dalam pungutan yang dilakukan pada obyek pariwisata dan urgensi dari payung hukum bagi desa Pakraman untuk melakukan pemungutan retribusi masuk kawasan obyek wisata yang ada di kawasan desa Pakraman atau desa adat. Penelitian ini mengunakan metode penelitian hukum normatif. Hasil dari penelitian ini adalah dilihat dari Undang - Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah bahwa untuk pungutan masuk kawasan wisata sudah diatur dalam Pasal 127 huruf i, yang seharusnya dikelola oleh pemerintah daerah karena merupakan mandat peraturan perundang- undangan.
