While there exist standardized solutions for exchanging single messages in a geographical area, coping with longer lasting flows of messages is more difficult. Developed solutions may require high node densities for fast delivery or even require pre-installed infrastructure (e.g., road side units). In this paper, we present a concept where we exploit parked cars to form a virtual network infrastructure. In particular, we form clusters representing a virtual road side unit spanning a relatively large geographical area. To reduce the channel load, we select a subset of the parked cars as active gateways to the cluster. This is done in a way to ensure that the connectivity to the cluster is not impaired. A common method to determine distances between mobile devices is to use radio frequency (RF) based ranging. In this paper, we rely on the commonly used Received Signal Strength Indicator (RSSI) as the primary parameter for ranging and pedestrian localization. We use artificial neural networks to improve the performance of pedestrian localization by adding contextual information of the vehicular environment, such as vehicle velocity and direction to address the RF-based ranging challenges (i.e., multipath fading and shadowing). However, very limited experimental studies have been conducted to investigate the impact of Doppler shift on the vehicle-to-vehicle (V2V) communication range and reliability with high-speed mobility. The current work-in-progress research aims to quantify the impact of Doppler effects on V2V communication reliability, range, and reachability using single-hop Dedicated Short-Range Communications (DSRC) between two opposite traffic. We conducted our experiments by mounting the after-market DSRC onboard units on the dashboard of two vehicles that cross each other from opposite directions with constant relative speeds on a real interstate freeway. Our preliminary results indicate that the communication time and range drop to approximately 70% and 40% after the two vehicles cross and start moving away from each other with the average relative speeds of 110 and 140 mph, respectively. Similarly, the packet delivery ratio is also drastically reduced after the vehicles start moving away from each other. They become more than simple means of transportation - their mobility combined with networking lets them interconnect people and machines. Looking at the network part, the most important aspect is to make the underlying network scaleable. Mobile edge computing has been introduced in 4G networks to achieve such scalability using caches and processing capabilities at eNodeBs, i.e., at the edge of the network. We introduce the concept of vehicular micro clouds as virtual edge servers. Micro clouds are conceptually clusters of cars, which help aggregating collected data that is transferred to some backend. However, conventional broadcasting schemes suffer from a problem of reliability, since they cannot go along with ACK and RTS/CTS mechanism at the MAC layer. In this paper, we design a novel receiver-driven semi-broadcast scheme for vehicular applications, where receivers request broadcasting to their neighbors and data is broadcasted as a response. It legally leverages VHF/UHF radio's large transmission power allowed by FCC to exchange critical control information such as GPS coordinates, then implements legal broadband services using gigahertz radio with ≤1watt (≤30dBm) transmission power and high-gain directional antennas. This optimum is characterized by the minimality of the social cost function, i.e., the total cost of travel of all drivers. On the other hand, drivers are assumed to be rational and selfish, and make their travel decisions to optimize their own travel costs, bringing the state of the network to a user equilibrium (UE). In this paper, we model the behavior of users in the future connected vehicular transportation networks, where users consider both the travel cost and the utility from data communication when making their travel decisions. We divide the users into two groups based on the kind of data network they are using. We leverage the data communication aspect of the decision making to influence the user route choices, driving the UE state to the SO state. However, challenges exist in managing transmission in densely populated areas with large numbers of VRUs, since these transmissions may overload the wireless channel leading to transmissions errors and increased battery consumption of the VRU device. This paper hence proposes a contextual transmission policy to address the above challenges. The policy leverages the GPS information available at a personal VRU device to control the message transmission rate for the VRU device. VRUs walking across a street are deemed highly vulnerable and use a larger message transmission rate. Others on the sidewalk are less vulnerable and transmitting fewer messages per time interval.
