{"title":"Public Service Management in Ecuador","authors":"Stefany Cevallos","doi":"10.32565/aarms.2020.1.3","DOIUrl":"https://doi.org/10.32565/aarms.2020.1.3","url":null,"abstract":"This article addresses the perspectives of Public Service Management in Ecuador, a Latin American country which saw various social changes and political paradigms. The new Constitution of Ecuador was launched in 2008 in a scenario where nationalism replaced the liberal paradigm in Ecuador. Its main features were the defence of postliberal values and sovereignty as a superior principle. On the other hand, the role of the public sector in the economy of Ecuador grew after 1972 when petroleum revenues increased remarkably. Nowadays, the public sector reduction was entered into force after the collapse in the price of crude oil in 2014 and an earthquake of 7.8 Mw that devastated the coast of Manabí in 2016. In this context, during the presidency of the former president Rafael Correa, new principles were instituted, such as decentralisation, the new concept of public servant and new methodologies such as National Management for Results. For Hungary, as a small country and a member of the NATO, it is important to have a compact but capable military, which is able to work in a wide range of different scenarios of crisis management from peace support to disaster operations, especially in a multinational environment. This has also been realised by organised crime which tries to make use of accumulated dollar billions by the help of different kinds of crimes often even without using violent means. The present paper analyses, on the one hand, the supply system of Dubai, that is its economy, army, police and social system, on the other hand, the system of international organised crime and trafficking. The method used is critical source analysis, basic historical research, as well as case and judgement/verdict analysis. This is not a classic analysis but a criminal analysis of specific cases. Global climate change has been accepted as a fact in the professional literature from all areas of science. The increasing frequency of extreme weather events is a corollary to climate change. Sustained periods of droughts are becoming more common and in some cases, geographically more extended over Europe. In these dry and rainless periods, typically to that area, the vegetation is drier, thus giving rise to the ignition of the vegetation. An important role of this paper is to analyse and study the relevant domestic literature, as well as the personal consultations with the various experts. The results of the paper show that Hungary can be identified as a threat to forest fire and the possibilities of the intervention are set out. With the help of the cycle time, it is possible to determine how often the most exposed parts and lubricants have to be replaced. The replacement of components or lubricants can be expensive, but performing these activities at the appropriate time will increase the reliability of the machines. With more frequent maintenance, the number of unexpected failures can be reduced, along with the resulting costs, while maintenance costs will also increase. The paper analyses how to determine the maintenance cycle time to the minimum of both of these cost components. The rest of the analysis deals with the analysis of the strategy of the manufacturer if it is in the interest of performing maintenance and repairs done. The former is characterized by the absence of a national power, while the latter is perpetually unstable. The state-building process in Palestine has followed an inverse path, in that staffing preceded the drafting of structures, while goals and job descriptions have been pre-empted by seemingly random political appointments. This study focuses on the history of this public administration, its main characteristics, and the system’s efficiency. The methodology is descriptive. The paper demonstrates that, in spite of obstacles such as the restrictions of the occupation and the shortage of resources, the Palestinian administrative system is progressing. This progress was most obvious during the last years because of good governance practices, especially the reduction of expenditures and the improvements in public services. {"title":"Data Mining in Cyber Threat Analysis – Neural Networks for Intrusion Detection","authors":"E. A neural network was trained using the Levenberg-Marquardt backpropagation algorithm and applied on the Knowledge Discovery and Data Mining (KDD)’99 [14] reference dataset. A very high (99.9985%) accuracy and rather low (3.006%) false alert rate was achieved, but only at the expense of high memory consumption and low computation speed. To overcome these limitations, the selection of training data size was investigated.
