In face-to-face communication we can see each other's non verbal or gesture. The problem that arises is how these social or non-verbal signs will appear in online communication or in media interactions. This article analyzes the communication process in distance learning interaction between tutors and students in several online tutorial cases. This article will show how the face-to-face learning material is transformed into digital learning material and how competencies and ethics becomes a crucial component for a digital learning material. Focusing on several online tutorial programs in 2019 as the base for the study, the analysis is performed using on the communication ethics theory, which gives an idea of how to communicate and respect each other on each interaction. Then the open distance learning process, which describes the learning process through the media, there is a separation between lecturers and students, and a social presence theory that emphasizes the presence of someone in every interaction, giving many meanings and the important thing is how they understand the media itself. This article presents challenges for experts and practitioners to pay attention to the ethics of communication in interacting through online media.","PeriodicalId":294098,"journal":{"name":"Procedings of the 1st ICA Regional Conference, ICA 2019, October 16-17 2019, Bali, Indonesia","volume":"627 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129581727","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Diffables are minorities wherever they are. Every country has its own problems regarding the existence of people with diffabilities. Many then the rules made by the state government in overcoming the problems of people with diffabilities are marginalized and deteriorated due to lack of accessibility and special attention from all aspects. Then demands emerged and special people's calls for those with diffabilities who wished to equalize the rights of persons with diffabilities as part of the general public who lived side by side with humans who were born normal in general. The main problem for people with diffabilities is employment, both in terms of the right to work, occupational safety and health issues for people with diffabilities, the protection of people with diffabilities, and the limitations of people with diffabilities that are far from accessibility, especially in terms of employment. In Yogyakarta, with a high number of diffability, it is also still hampered by the distribution of diffable workers, where their involvement is still very minimal, both private and governmental. There is a community formed to accommodate diffable, especially physical diffabilities. This community is a place of empowerment for people with diffabilities, not only for physical diffability, but also facilitating people with diffabilities with a variety of vulnerabilities. This study uses qualitative research methods with a case study approach. This study uses case studies because it studies deeply into a phenomenon that exists in a particular society. Although it is Ministry of Communication and Information Technology (Kominfo) responsibility, even the Ministry is not immune from crisis in the communication sector due to cyberspace risks. The purpose of this research is to discuss communication between Kominfo with mass media in an effort to convince the public. Case for this research is complications that occur in the community during a disaster in Palu Donggala, Sulawesi. This study uses a single narrative case study analysis method. The communication concept used in this research is mis-information. The results show that Kominfo needs to develop crisis procedures and protocols (before, during and after the crisis); risks map and crisis management systems need to be developed especially in the field of public relations. Another suggestion is that Kominfo can provide the right of correction to the media and ask the media to share it on their social platforms. The next recommendation is that the research need to measure the level of public trust in Kominfo and the image of Kominfo that is embedded in the community, related to the field of public relations. Press release can also cause disruption of information from a dis-information perspective for certain parties which can trigger a crisis in the organization, even though the intended meaning is limited mis-information. Mis-information can cause moral panic. Collective action manifested in threats through social media is triggered by reasons other than press releases and news. The results show how the spokesperson must act during the communication crisis and have a good sense of risk. Media relations are key when a crisis occurs.","PeriodicalId":294098,"journal":{"name":"Procedings of the 1st ICA Regional Conference, ICA 2019, October 16-17 2019, Bali, Indonesia","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126844063","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the field of education, gamification is expected to be one of elements that can enhance student motivation to study. Although there are several studies abroad that show positive correlation between gamification and student activity, there are still minimum research about this topic in Indonesian context, specifically in distance learning environment. This research is aimed to see the effects of gamification on student online activity in a distance learning class. Distance learning environment provides a different characteristic of students who usually already have worked thus the effectiveness of gamification on them is still questionable. To see the effectiveness of gamification in term of students’ online activity, experimental research is conducted to compare the results between two groups: control group (non-gamified class) and experimental group (gamified class). To minimize bias, this research does not use access restriction. By letting them access freely without restriction, a more authentic result is more likely to be obtained because students access their course voluntarily. As result, the numbers of online activities from both categories were compared and analyzed using quantitative approach with comparative method to see the effects of gamification on student online activity. The findings are interesting because it shows that the gamified class has higher number of activities in all course components but the difference between two classes are not significant. The result also shows that on certain dates the number of non-gamified class is higher than the gamified class.","PeriodicalId":294098,"journal":{"name":"Procedings of the 1st ICA Regional Conference, ICA 2019, October 16-17 2019, Bali, Indonesia","volume":"49 Suppl 1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133783842","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper studies the risks of ICT-based public policy communication for the poor in the Government 5.0 era. The aim of this study is to explain the level of internet-based media literacy, the communication pattern, and key components in the process of understanding public policy information by the poor. Conducted in a city which has been awarded as Smart City of The Year 2016-2018. Samples were taken from the poor families in the local community unit from 3 sub districts. The data was collected by questionnaire and analyzed using Social Network Analysis and Actor Network Theory. This study finds that public policy communication using internet-based technology has potential to marginalized the poor and make them more dependent to information brokers. The level of online media among the poor is very low because the device is still too expensive for them to purchase. Majority of the poor receives public information from face-to-face forums and the need for information brokers is high. The novelty of this study lays in the emergence of the paradox that in a city that is awarded as a Smart City we find the group that are disconnected from the online media, and therefore unexposed to the public policy disseminated by online media. This study concludes that a Smart City, as a representation of Government 5.0, has potential to marginalize the poor to be \"non-smart\" people. This study give suggestions for the local government to remidy the paradox. value of information among poor group even in government 5.0 era.
