Our heterogenous-agent model features costly job search with imperfect insurance of unemployment risk and individual savings. Our model predicts: (1) the additional unemployment under a countercyclical policy relative to that under an acyclical policy to be a superlinear function of the aggregate shock’s size, (2) a higher unemployment rate sensitivity to UI policy changes when individual savings are relatively low. The collected data underwent analysis using the SPSS and the findings were interpreted. \u0000Findings: The study reveals that CIMS is characterized by its multiple functions; is user-friendly and flexible. CIMS has met the expectations of most of the users, despite the presence of a few technical problems requiring improvement.Educational Technology Center (ETC) ensures smooth, secure, safe and fast access. The results of this study states the influence of all the indicator variable to employee productivity. The most significant influence on the productivity of an employee's age, it is stated that an employee who had an average age will affect a greater productive on his ability to work. So, in 2014 the country's GDP reached 38,033 billion tenge, which is 7.8% more than GDP in 2013. Consider two key economic indicators of GDP and the volume of insurance premiums. \u0000In 2004, the share of insurance premiums in GDP was only 0.66%. In 2004-2014, the maximum value of the share of insurance premiums was observed in 2006, which was only 1.09%, while the minimum value of 0.59% was observed in 2010. The development of the insurance market directly depends on the dynamics of the country's GDP. Comparison of GDP and insurance premiums in dynamics confirms the close interdependence of the republic's economic growth with changes in the insurance market. The penetration of the insurance market into the economy of the country remains still low. In Kazakhstan, according to the NB RK, the share of insurance premiums under insurance and reinsurance contracts in GDP is less than 1%. Relying on two new indicators, benefit levels and replacement rates, we examine the impact of the Lisbon Strategy on national social assistance policies. We find no robust effects for the first years of the Lisbon Strategy. However, after its re-launch in 2005, the Lisbon Strategy has significantly contributed to increases of national social assistance benefit levels. This influencemight arise through a number of channels, including transaction costs, lock-in effects, wealtheffects, externalities and commuting times. These factors could collectively have either a positiveor negative effect on employment outcomes. Using Current Population Survey panel data from1988 to 2013, we conclude that tenure rates do not statistically influence employment growthrates. Using Panel Study of Income Dynamics data from 1994 to 2011 and Survey of Income andProgram Participation data from 1995 to 2013, we conclude that home-owning does not increasepeoples’ unemployment probabilities or significantly increase people’s unemployment spells ordecrease people’s wages. But home-owning does affect employment by lengthening employmentdurations and increasing the likelihood of interstate moves. Prenant pretexte de ce triste evenement, nous entendons jeter un regard inspire a la fois de la theorie des droits humains, et notamment du droit a la protection sociale, et de celle des politiques sociales, sur les enjeux de la reforme. Pour ce faire nous procederons en deux temps. Dans un premier temps, nous proposons une critique contextuelle du regime preexistant de protection contre le chomage au Canada. Cette critique prend en compte les effets d’exclusion du systeme et constate l’asservissement des travailleurs et des chomeurs aux theories du capital humain et des enjeux contemporains de la disponibilite des ressources humaines, dans une perspective de droits humains (A). Dans un second temps, nous examinons le contexte international et transnational dans lequel s’inscrit la recente reforme canadienne (B). Dans la foulee de la proposition de Ferrera portant sur les investissements sociaux du nouvel Etat liberal neo providentiel, nous explorons les avenues proposees par la Recommandation no 202 adoptee par l’OIT en 2012, laquelle porte sur les seuils minimaux de protection sociale. Nous concluons par une hypothese: un regime tel le regime canadien d’assurance chomage doit dorenavant etre considere comme residuaire dans le registre des politiques sociales assurant un socle minimal de protection. Et en consequence de ce caractere residuaire, sa transformation profonde echapperait aux exigences posees par l’article 9 du Pacte international relatif aux droits economiques, sociaux et culturels (PIDESC).English Abstract: Canada recently modified its unemployment social protection regimes, making access to the benefits tougher and benefits themselves slimmer. As a consequence, unemployment regime in Canada, like in many other OECD countries, became a tool that firstly aims at keeping precarious workers on the labour market. As the then Minister of Finance said: a job is a job. Using this unfortunate event as pretext, this paper wishes to explore the relationship between social protection as a human right and social protection as a human capital investment. We also factor in the analysis of the recent adoption by ILO of Recommendation no 202 on social protection floors (2012) and conclude that in a country like Canada, the transnational influence of international standards and of the neo-welfare state model leads us to believe that income replacement measures framed in a social security model are about to be seen as residuary. This paper investigates how the demand for non-monetary aspects evolves over changing wealth levels. Wages do not perfectly compensate individuals for differential utility of jobs in a labour market with informational frictions. Changes in wealth may then affect preferences for different jobs. Willingness to pay for non-monetary aspects of jobs (measured by job satisfaction for work \"in itself\") is found to increase with wealth shocks. Duration models are estimated based on the reduced form of a search model. When the recession began most rich countries were experiencing an increase in labor force participation rates after age 60. This paper examines whether the downturn slowed or reversed the trend toward higher old-age participation rates. We use straightforward time series analysis to test for a break in labor force trends after 2007. Our results indicate that the average rate of increase in labor force participation slowed in only a handful of countries. Averaging across all 20 countries in our sample, we find that the average pace of labor force participation increase was faster after 2007 than before. Countries that experienced unusually severe downturns represent exceptions to this generalization.
