It is closely connected with the access to information and its speed of propagation, making the current transmission system look strikingly different from the one of the previous century.According to Stiglitz, the marketplace of ideas with all its imperfections does not guarantee, at least in the short term, that the best ideas will prevail (Stiglitz, 2010, p. 426). Identification of the most effective ways and means of making the most of the scientific research results depends not only on the mechanisms for conveying information but also on securing the paternity of problem-solving solutions. Equally important is the way in which the process of communicating the research results is conducted. The holistic approach to communication (Kotler and Keller, 2012, p. 58) interprets this process as the integration of all means and tools whereby the \"product\" - in this case, research findings - is brought to the attention of all its potential beneficiaries. In order for the user to get the most of scientific research, its concept, writing and dissemination must be entirely accomplished in a systemic manner. This calls for an interdisciplinary approach in which natural, technical and social sciences work together (Homburg and Krohmer, 2009, p. 195). As the abovementioned process is cybernetically-oriented, the reverse connection between beneficiaries and authors of research is ensured. One more thing needs to be added, namely, the success of communicating the research results also depends on the way in which this communication is accomplished. Socrates said that .those who know what any given thing is can also expound it to others, while those who do not know are misled themselves and mislead others\" (quoted by Simenschy, 2008, p. 761).Economics - as a subfield of social knowledge - ensures the connection between the nature (the main provider of resources) and satisfaction of human needs, using market as the main agent. Economics stands apart from natural sciences by the multitude of random and undetermined universes (Florescu, 1987, p. 105) in which decisions are taken, making ample room for uncertainty. This, however, should not negatively affect its place in the competition for more scientific knowledge.A certain gap between emerging and developed economies is significantly felt with regard to visibility and dissemination of economic research results. The number of social science scholars within the given year with senatorial duties was 967. They had 812 WoS publications and 2868 WoS citations. Public finance administration, law, archeology, politics, art history, and theology departments had the lowest scientific impact while economics administration, social services, psychology, and geography departments had the highest scientific impact. The empirical evidence present in this study, is based on instrumental variable Tobit regressions, in order to account for simultaneity and the limited range in the dependent variable. In the interest of increasing room for policy implications and controlling for the unobserved heterogeneity, the analysis is decomposed into the fundamental characteristics that human development based on: income levels, legal origins, religious dominations, political stability, landlockedness and resource-wealth. Our findings show that policies designed to boost ICT (mobile phone, internet, telephone) penetration will increase inclusive development in the post-2015 sustainable development agenda. The degree of positive responsiveness of inclusive development to ICT varies across fundamental characteristics of human development and ICT dynamics. The study has substantial policy relevance because the adoption and/or penetration rate of ICT can be influenced by policy to achieve inclusive development outcomes. Se empleo como metodologia el Analisis Envolvente de Datos (AED). Como inputs se emplearon el numero de BD y el numero de profesores de tiempo completo. Como outputs se empleo el numero de documentos indexados en Scopus. Los resultados indican ineficiencia en el uso de inputs para la produccion de documentos en la mayoria de las universidades analizadas. Como recomendaciones de politica, se sugiere la compra conjunta de BD, el uso de recursos de libre acceso, y ajustar las politicas de incentivos para la investigacion segun tendencias internacionales.English Abstract: This paper presents an assessment of efficiency in the use of digital databases (DD) for scientific production in Colombian accredited universities in 2013. The methodology used was the Data Envelopment Analysis (DEA). The number of DD and the number of tenured professors were used as input. The number of scientific publications indexed in Scopus was used as output. The results show an inefficient use of inputs to produce scientific publications at most of the universities analyzed. Due to limited space, the paper could not be printed in the eighth proceedings of the Colloquium (the Ergebnisse) published in spring 1937 but was scheduled for the ninth issue of the series. After the annexation of Austria to Nazi Germany in March 1938 however, Menger’s Colloquium ended and the proof never appeared in print. Nor did Wald, after he fled to the U.S. and launched a career in statistics, pursue the diffusion of his proof. After his sudden death in 1950, only Wald’s preliminary proof of 1934 was translated into English for Econometrica. When thus Arrow, Debreu, and McKenzie in 1954 referred in their own fixed-point proofs only to Wald’s preliminary published version, his 1935 fixed-point proof was forgotten. This did not change when economists and historians of economics, the authors included, reconstructed Wald’s contribution. New evidence, however, proves its existence. For a variety of reasons, including accreditation requirements, it is important to measure the impact of that research. For example, such a measurement can help an academic unit understand whether the resources used to enhance faculty research capabilities and productivity are cost beneficial. This paper provides a case study of how the School of Accountancy at Brigham Young University measures the impact of its faculty’s research output. The case study shows how an academic unit’s research should be tied to the unit’s foundation documents and mission and suggests ways in which the impact of faculty research can be assessed. The case study highlights many of the difficult issues in measuring impact and provides an example of how one academic unit addressed these issues. В статье обобщается опыт издания журнала «Экономические и социальные перемены: факты, тенденции, прогноз», который выпускается Институтом социально-экономического развития территорий РАН. Представлена характеристика журнала как научного издания, посвященного вопросам анализа и прогноза изменений в экономике и социальной сфере различных стран и регионов, локальных территорий. Особое внимание уделяется оценке издания по ряду динамических показателей. Определяются перспективные задачи продвижения журнала на национальном и международном уровне.English Abstract: The increasing importance of scientific journals for the development of academic science in general, for outlining the main research priorities, for establishing the integrity of research space and continuity of scientific process sets out new issues connected with the development and promotion of scientific titles at the national and international level. The article generalizes the publishing experience of the journal “Economic and social changes: facts, trends, forecast,” issued by the Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences. The author gives the characteristics of the Journal as a scientific publication devoted to the analysis and forecast of changes in the economy and social sphere in different countries, regions and local areas. Special attention is paid to the evaluation of the title according to several dynamic parameters.
