A 4-C is a center from which multiple supply chains are controlled simultaneously, thereby aiming to exploit synergetic potential. This article proposes optimization approaches for transport timetabling and vehicle routing of multiple shippers that are controlled by a 4-C. We associate inconvenience with the requirement that shippers typically need to deviate from their individual schedules in order to make collaboration possible. This brings up a natural trade-off between inconvenience and transportation costs, which forms the essence of the proposed optimization models. Next, we pay attention to a fair redistribution of exploited synergy to the collaborating shippers. Both documents emphasize the need for government-industry cooperation. Poapongsakorn","doi":"10.2139/ssrn.1852163","DOIUrl":"https://doi.org/10.2139/ssrn.1852163","url":null,"abstract":"This paper illustrates the upgrading experiences of the automotive and hard disk drive (HDD) industries in Thailand, chosen because of their outstanding export performance in the developing world. An understanding of their upgrading experiences can shed some light on the ongoing debate regarding the relative importance of international production networks (IPNs) and industrial clusters (ICs) and their implications for prudential industrial policy. The impact of the recent global recession is also discussed in this paper. There is evidence of industrial upgrading in both the automotive and HDD industries. Yet one primary policy challenge still remains, that is, the limited role of indigenous suppliers in the multinational enterprise (MNE) production networks. This limited role is, to a certain extent, related to the overall incentive structure. Where these two industries differ is in their mode of networking, that is, whether they are part of an IPN or an IC. In the case of the automotive industry, industrial clustering has been observed and has reached a level where the local content of a locally manufactured vehicle is approaching 100%. First setting implies that the industrial labor is immobile, while second one consider mobile industrial labor and long-run equilibria. Analytical study of both settings requires application of advanced mathematical analysis, e.g. implicit function theory. For international trade we find how equilibrium prices, production, consumption, wages and welfare for all population groups respond to shifts in all exogenous parameters: characteristics of utility function, transportation costs and degree of asymmetry in initial labor endowment. As for agglomeration process, it was found that the asymmetry in the population distribution simplifies pattern of agglomeration, making the direction of migration more definite, so the well-known ambiguity of final destination may disappear under sufficiently large extent of asymmetry. Using a triple differences strategy, we provide evidence that overall there was little effect on DUI arrests, alcohol related fatal traffic and alcohol related arrests. However, we find that these overall effects mask considerable heterogeneity across geographic areas and spatial shifting. Second, it documents a much neglected topic in economics: that ex ante estimates of costs and benefits are often very different from actual ex post costs and benefits. For large infrastructure projects the consequences are cost overruns, benefit shortfalls, and the systematic underestimation of risks. Third, implications for cost--benefit analysis are described, including that such analysis is not to be trusted for major infrastructure projects. Fourth, the article uncovers the causes of this state of affairs in terms of perverse incentives that encourage promoters to underestimate costs and overestimate benefits in the business cases for their projects. But the projects that are made to look best on paper are the projects that amass the highest cost overruns and benefit shortfalls in reality. The article depicts this situation as 'survival of the unfittest'. Fifth, the article sets out to explain how the problem may be solved, with a view to arriving at more efficient and more democratic projects, and avoiding the scandals that often accompany major infrastructure investments. Finally, the article identifies current trends in major infrastructure development. It is argued that a rapid increase in stimulus spending, combined with more investments in emerging economies, combined with more spending on information technology is catapulting infrastructure investment from the frying pan into the fire. The separation of railway operators and infrastructure is supposed to ensure efficient railway transportation. However, the experience with the unbundling of the railway operation in the Czech Republic suggests that unbundling does not work. In this paper, we investigate the hypothesis that the Czech railways represent an example of a network industry which is more efficient when it is concentrated. Therefore, the unbundling of railways in the Czech Republic favors particular political interests instead of efficient operation. Our hypothesis is supported by the growth of per unit costs that indicates the inefficient operation of unbundled Czech railways. We find that high gasoline prices affect fleet fuel economy through two channels: (1) shifting new auto purchases towards more fuel-efficient vehicles, and (2) speeding the scrappage of older, less fuel-efficient used vehicles. Risk is in everything and is defined according to the circumstance of the activity or event under contention. Transportation business in Nigeria is a highly risky one especially as it affects passenger transport services. The abundance of bad roads and reckless driving habits coupled with poor highway and vehicle maintenance culture tends to multiply the risk for both operators and their human cargoes. The need to effectively determine operational risk with a view to finding ways of reducing same gave rise to the research and presentation of this paper. In the course of study, records were obtained and analyzed from the offices of the Federal Road Safety Corps (FRSC) and a prominent luxury bus transport company at Onitsha. The analysis gave informed insight into the causes of road accidents and their risk factors from which a modest risk prediction model was formulated whilst offering useful suggestions on risk reduction strategies. Most notable among these contributions are the works of Hendel and Lizzeri (1999, 2002), Janssen and Roy (2002), and Hendel, Lizzeri and Siniscalchi (2005). I explore registration changes for a sample of business aircraft over the period 1980-1999 to test some of the predictions of these models. The empirical regularities highlighted in this paper support these models.
