In modern conditions the problem of the effectiveness of the professional activity of a university teacher has become relevant, determining the possibility of concluding a contract with a scientific and pedagogical worker, as well as the size of his/her salary. In this regard, there is a need to analyze foreign and domestic experience in monitoring the performance of higher education teachers, which can be successfully used in a modern university. The research problem lies in the need to develop an ergonomic procedure for assessing the professional activities of a scientific and pedagogical worker as a result of his/her individual achievements. The purpose of the research is to reveal the experience of monitoring professional activities of a university teacher as an innovative contour for assessing the effectiveness of his/her teaching work. The objectives of the research: to present the experience of rating the work of a university teacher; disclose the criteria for accounting for the results of professional activities of scientific and pedagogical workers; identify trends in monitoring professional activities. Methodology and research methods: the methodological basis was made up of modern scientific ideas about the criteria for assessing the activities of a university teacher. The following theoretical research methods were used: analysis, comparison, generalization, description, visual presentation. The research results: a generalized position on the development of criteria and indicators for assessing the performance of scientific and pedagogical workers has been presented using the example of effective contracts. General trends in monitoring the professional activities of university teachers in modern conditions have been identified. Modern Russian society needs competent, creative and active specialists, whose training will not be relevant and sufficient without acquiring knowledge not only about the culture of the countries of the language being studied, but also about their own culture. In the current situation, a foreign language has priority importance as a means of intercultural communication and generalization of the spiritual heritage of the countries and peoples of the studied and native languages.The Research problem: what are the principles of development of Russian cultural identity that contribute to the formation of foreign language communicative competence? The purpose of the research is to substantiate the implementation of the principles of development of Russian cultural identity of technical university students in foreign language classes that contribute to the formation of foreign language communicative competence. The research methods used include pedagogical observation, study of psychological and pedagogical literature, retrospective analysis of teaching activities, assessment, study of the work experience of teachers of higher educational institutions. The results of the research are the following: the role of a foreign language in the formation of Russian cultural identity of students has been determined; principles for the development of Russian cultural identity of students in foreign language classes at a university have been formulated and examples of their implementation given. M.M. Speransky can rightfully be considered such a genius. A brilliant student of the seminary, a responsible official, an executive forwarder and head of the office, became a victim of court intrigues. However, even after his exile and return, Speransky turned out to be useful to the court of Emperor Nicholas I. The purpose of the research is to analyze the life and views of an outstanding politician of the first quarter of the 19th century, whose transformations were not appreciated in a timely manner, but whose benefits are obvious at the present time. In the study the following methods have been used: the retrospective one allowing you to immerse yourself in the events of the past, the historical and genetic method, revealing the specifics of M.M. Speransky's views, and the chronological one. The results of the research consist in the study and analysis of M.M. Speransky 's life and political views as an ideological inspirer of state reforms. The conclusions made are: M. Expansion of cognitive capabilities of historical research, the creation of new units in the mental lexicon allow us to increase the range of vision of history, to give the understanding of the past a holistic, more capacious understanding. Translation of history in the context of many sciences creates resources for the emergence of generally accepted attitudes into a different semantic dimension, filling them with more weighty argumentation. In the modern scientific space historical geography appears to be a promising territory, given a certain conditionality of the development of society at all stages of the existence influenced by the natural-geographical factor. In the early stages of human development the existence of people depended on the characteristics of nature to a much greater extent than today. Nevertheless, modern civilization, despite the scientific progress, has not managed to distance itself from the influence of nature and is still interconnected with it by many threads. This general situation is fully true for the Circassians, the borders of the territory, which were deliberately created by nature itself for the conservation of the population within its natural limits. In this regard, the subject of the research is the problem of the influence of the natural-geographical factor on the historical process of the Circassians. The object of the research is the peculiarities of the geography of the region, reflecting the degree of the role of the natural environment in the formation of the Adygh ethnos. The aim of the research is to analyze the nature of the interaction and conditionality of the Adygeyan history by the natural environment, rightfully recognized as one of the most ancient and unique cradles of the landscape map of our country. To achieve this goal tasks were set related to the analysis of the content, orientation and mediation of the progressive development of the Circassians by the peculiarities of the natural environment. In this research the understanding of the sought problem is based on the ideas of major philosophers, historians, sociologists, and cultural scientists. The territorial issue between Moscow and Tokyo has turned into an anachronism, which Russia and Japan have been unable to overcome despite their efforts. In the article the works of Russian scientists have been analyzed and an attempt has been made to consider the key aspects of the historiography of the issue, including the discrepancy between points of view on its specific components. The author of the article studies the scientific works of domestic researchers on the topic and highlights the time of the emergence of the territorial dispute between the USSR and Japan; title documentation regulating the territorial delimitation between the USSR and Japan after the Second World War; points of view on the attachment of the legal rights of the Soviet Union to the Kuril Islands. An appeal to the pedagogical thought of enlighteners of the past and a critical rethinking of the historical experience of organizing education will contribute to improving the quality of education and achieve better results in educating the young generation. Turning to the history of pedagogical thought and upbringing experience will reveal the pedagogical values that have been forgotten, but are relevant for modern education, which will expand our ideas about the great thinkers of the past. Modern education reforms actualize the need to refer to the past experience of organizing training and education, as well as pedagogical thought, which will prevent numerous mistakes in the education system. The pedagogical thought of the great enlighteners of the past has always been and remains relevant at all times, for their correctness has been proven by time. The pedagogical thought and practice of education during the period of historical changes in Russia in 1920-30-s are of particular relevance. During this period of historical development of social and political life, the education system is also radically changing, which is significant for its great thinkers and educators who are called upon to organize education, instill cultural values in the young generation, and reveal all the wealth and effectiveness of national education. The problem of the research is to study the pedagogical heritage and practical activities of the educators of the early 20th century, in particular, G. Gubaidullin, who left a bright trace in the history of Tatar pedagogical thought. The purpose of the research is to reveal the practical pedagogical activity of the Tatar educator G. Gubaidullin, which was later theoretically generalized and reflected in pedagogical essays. In the course of the research the following methods have been applied: study of archival materials, manuscripts, theoretical literature; comparison of the pedagogical heritage of the past and the modernity; analysis of practical activities and pedagogical heritage of the educator; induction and deduction. The research results and key conclusions are the following: the pedagogical idea and experience of educating the young generation at the beginning of the 20th century have been proposed on the example of creativity and activities of the Tatar educator and teacher G. Systematic approach to the formation of standard requirements for the discipline in the context of distance learning makes it advisable to create training modules that allow providing students with knowledge in difficult social conditions and forming key competencies, demonstrating interdisciplinary ties, which is relevant in modern conditions of the educational process. The article discusses the organization of distance learning based on the principle of block-modular technology, taking into account the competence-based approach. The aim of the research is to describe the technology of distance learning based on the competence modules in a training course using an electronic educational environment. The study used the methods of analyzing available sources on the use of distance technologies in educational organizations and generalizing the pedagogical experience of using modern teaching methods. The results of the research consist in analyzing the organization of distance learning based on the creation of competence modules, organizational and pedagogical conditions for the effectiveness of the implementation of a competence-based training module in distance learning. The key conclusions: the technology of organizing distance learning based on the competence blocks, which provides interdisciplinary communication and practice-oriented learning, has been described. Distance education, which has emerged as a way of providing equal opportunities to all potential participants in the educational process, is a source of new problems, which predetermines the relevance of the research. The purpose of the research is to identify the most important moral and ethical problems, including those that have worsened during the COVID-19 pandemic, which has become a serious challenge for the global educational system. The research methods used are analysis, analogy, generalization. The experience of remote work of MSTU teachers in the pandemic period is also in demand. The results: the article highlights the main ethical threats associated with online education, which are distributed according to the nature and degree of impact on the learning process. The key findings: the moral and ethical aspect of distance education is one of the most important in the gradual transition to a new teaching format. These problems became especially acute in the situation of the COVID-19 pandemic, during which the forced and accelerated introduction of distance learning into pedagogical practice has been carried out, which revealed the vulnerability of entire regions and categories of the population. Based on the principles of evaluating the effectiveness of the implementation of cultural policy, defined by the Russian researchers, the culture of modern Bautzen has been considered in the following areas: attitude to historical cultural heritage, cultural events and coverage of participants, artistic life, education in the field of art, culture of ethnic minorities, sports, informatization, demography. In conclusion, the extent has been shown to which the regional cultural policy corresponds to the general political concepts of the European Union in the field of culture.
