In this regard, the research problem is to reveal the personal characteristics of the ruler of a humane society, which interested people of all times, but found a solution only in the utopia of medieval enlighteners. The goal of the research is to reveal the humane personal qualities necessary for a ruler to organize a utopian humanistic society, which medieval educators dreamed of and described in their didactic works, including the Bulgar poet Kul Gali. We are talking about the difficult historical conditions in which the formation of the state took place, the accumulation of material cultural heritage, spiritual values, folk traditions, customs and rituals. Modern problems of pressure on young people from Western liberal ideology pose a threat to the formation of civil identity in the Republic of Belarus. Updating the role of the traditional cultural heritage of the Belarusian people is becoming an important factor in countering this. The goal of the research is to reveal the features of socio-cultural construction in the Republic at the present stage. The method of socio-historical analysis is used. The special role of the Soviet period of social development has been highlighted, when the cultural life of the country received a new breath. It has also been noted that in the first half of the 21st century, the formation of the Union State, the economic growth and cultural development of the country played a huge role in the formation of a rich material and spiritual heritage, and the education of civic and patriotic personality traits in young people. Material is presented on improving the status of cultural institutions in the republic. However, usually a separate principle is taken as a basis, while establishing the relationship between the principles of benevolence and beneficence contributes to a much deeper understanding of the dialectics of educational interactions.The problem statement: without a sense of benevolence and beneficence, learners are less likely to be interested in thinking and acting in ways that meet the needs of others.The goal of the research is to analyze contemporary literature to identify the relationship between the principle of benevolence and beneficence, which should encourage young people to know about the lives of other people and specific circumstances.The object of research is the principles of benevolence and beneficence as humanitarian prerequisites for the moral process, and the subject is the education of the individual on this basis.The research method is conceptual analysis. A detailed examination of the presented concepts, which forms a clear idea of their essence and content, deserves special attention in this work.The conclusions: in order to understand what exactly contributes to the formation of a basis for familiarity with different points of view and worldviews, as well as with the structural causes of social problems and the potential consequences of actions taken to solve them, aspects for the emergence of these principles were considered. Also, during a detailed study of materials devoted to this issue, the principle of justice and charity has been discovered and described in the context of the connection between benevolence and beneficence. The departure of a greater share of social interactions into the digital information space raises the need to include elements of traditional forms of culture in it in order to preserve and strengthen the ethnocultural identity of communities, especially in multi-ethnic regions. The most effective means of transmitting and assimilating cultural codes as the basis of identity, both among members of local sociocultural communities and among the larger society of the Russian nation, are artistic practices. The goal of the research is to identify the role of electronic media in the region in updating cultural codes and forming a complex of identities of the population. The research method used was content analysis – a selection of television programs about artistic practices over a certain time period, followed by classification and generalization. It was revealed that the main form of representation of artistic life are fragments of news blocks relating to exhibitions, festivals, competitions, theatrical performances, etc., which presented: a display of the traditions of folk art of local residents – the Circassians, the Cossacks, the Russians; coverage of artistic events with heroic and patriotic content; a story about involving children in activities in the field of academic art (sculpture, music). This necessitates the analysis and use of the positive experience of previous decades. In this context, the experience of multinational Dagestan in the development of healthcare, including increasing its human resources, is of exceptional scientific, theoretical and practical interest. In this research, for the first time in regional historiography, an attempt is made to analyze the experience of the Republic's authorities in meeting the requests and needs of healthcare institutions in the personnel of medical workers in the gender aspect in the 1960s.The article is based on the principles of scientific objectivity and historicism, descriptive and systematic research methods are used, which allowed us to recreate a full-fledged picture of the topic under study.The analysis of the factual material allowed us to come to a reasonable conclusion that despite the objective difficulties and unresolved issues in the economic and socio-cultural development of Dagestan in the decade under review, there have been significant positive changes in the development of healthcare, including meeting the requests and needs of healthcare institutions for personnel with higher and secondary medical education. During this period, despite the decrease in the proportion of women in the medical staff, they continued to prevail. Great importance is attached to the study of specific events that took place on the battlefield and the interaction of regiments of divisions of the Russian Imperial Army. It is important that the history of the formation of the traditions of the military commonwealth of peoples cannot be revealed without considering the process of increasing the combat skills of officers and riders of the regiments of the Caucasian Native Cavalry Division.The author used archival materials from the funds of the Russian State Military Historical Archive and the Central State Archive of the Archive Service of the Kabardino-Balkarian Republic, as well as studies by foreign authors and domestic scientists, which allow us to examine thoroughly the actual development of the stages of the battle near the villages of Tsu-Babino and Brin. The application of the principle of historicism allows the author to show the course of the battle in increasing dynamics from the issuance of the order of the commander of the 8th Army of the Southwestern Front to break through the Austrian positions and the execution of it by the commanders of divisions, regiments and hundreds to the specific skillful and selfless actions of the officers and horsemen of the «Savage Division».The author has concluded that the increase in combat skills of the officers and riders of the «Savage Division» regiments, their skillful interaction with units of the Russian Imperial Army, best contributed to the formation of the traditions of the military commonwealth of peoples. On the basis of the involved narrative sources, such as personal diaries, memoirs, biographies and retelling of ancestral memories of the hereditary peasant N.N. Mataev, marital behavior, child-parent relations, interaction between family members in and out of the home lifehave been studied, the level of child mortality and birth rate have been analyzed, and the cultural specifics of everyday life of several generations of one family have been revealed. The collected records in the form of interviews, diaries and memoirs refer to the end of the 19th century and the beginning of the 20th century, i.e. to the period of active changes and transformations in the way of life of the peasant village in Russia, which determines the relevance of the research, because a thorough study of the identity of the Siberian sub-ethnos allows us to find differences in the consequences of these transformations and understand the history of Western Siberia. The principle of historicism and the civilizational approach applied allow us to observe the stages of development of new forms of family structure and the transformation of peasant life as a result of modernization. The main attention is paid to the history of scientific research of essential oil and medicinal plants. Our ancestors may have instinctively selected certain herbs for healing, just as sick animals today seek out plants they wouldn't normally eat. Based on an analysis of the current state, the need has been determined and the priority tasks have been formed for a full-scale revival of essential oil production in the Russian Federation.The problem tatement: in the republics of the former USSR, a number of essential oil plants were cultivated: coriander, lavender, essential oil rose, sage and others. In the 1970-80s the area of cultivation of essential oil plants exceeded 200 thousand hectares. At the same time, the demand for essential oils and other essential oil products was not fully satisfied. With the collapse of the USSR, the essential oil industry declined. The growing areas for most of the essential oil crops ended up on the territory of the newly formed independent states. The cultivation and processing of essential oils in Russia decreased significantly.The goal of the research is substantiation and acquisition of knowledge about the history of emergence and development of essential oil plants, herbal medicine, active substances as a tool for developing a common problem and combining the scientific, industrial and innovative potential of all interested parties.The research methods used are source study, historical-typological and biographical methods. The goal of the research is to identify the historical origins of the formation of cooperation between the two countries in the field of higher education, the possibilities of developing the system of intercultural communications in the education sector of Russia and China in modern conditions. The research methodology includes an analysis of cultural, historical, regional and social components. The main directions of merging the cultural areas of these countries have been compared. The cooperation between the Russian Federation and the People's Republic of China at the present stage and the prospects for its development in the field of education have been studied in detail. Close attention is aimed at improving the educational process and the development of intercultural relations. This cooperation has been considered on the example of several universities in Russia and China. The experience of organizing partnerships between universities has been studied through the prism of modern Russian educational practice. Further development prospects have been highlighted, taking into account their needs. As a result of the research, the author has concluded that, despite the constant changes in the modern geopolitical situation in the world, the relations between the countries remain stably diplomatic. It has been noted that the main priority of the Russian foreign policy towards China is the development of diplomacy and mutual communication between the two bordering states; options for solving the tasks set, linking them with Russia's change in its foreign policy course and directing it towards cooperation with China, the leader of East Asian countries have been proposed. It is quite obvious that one of the indicators of civil society is the desire of people to be its full members, responsible and capable of socially useful activities. The ongoing change in the geopolitical situation in the world has particularly acutely actualized the problem of children and adolescents developing social literacy as a special criterion for the development of society.   The need to solve this issue determined the research problem, which lies in the insufficient knowledge of the content of social literacy of children and adolescents in modern pedagogical discourse and the demand for a theoretical justification of this term from the standpoint of the modern sociocultural situation.   Accordingly, the purpose of this research is to reveal the concept of “social literacy” in pedagogical theory and practice.   The research methods used in the work are the following: analysis of teaching experience and theoretical approaches to the problem under study, synthesis, differentiation, methods of visual presentation of the data obtained.   The results of the research.
