Unfortunately, we have to state that sustainable development is currently interpreted only in the context of economic growth, which actually minimizes the role of social and environmental factors. Until now, the assessment of the natural and environmental factor has not been included in the economic turnover at the macro level. This distorts the assessment of national wealth, hinders the correct analysis of the directions and mechanisms of economic development. At the same time, the founders of modern land management science were characterized by a clear understanding of the laws of the functioning of the economy as a whole. They paid a lot of attention to the structural and technological inefficiency of the Soviet economy, which led to huge losses and irrational use of natural resources. It is these problems that have become the most acute in our days, not only for Russia, but for the whole world. The ideas laid down during the creation of the RSFSR Land Code of 1922 are still relevant today. Korostelev","doi":"10.33920/sel-04-2304-02","DOIUrl":"https://doi.org/10.33920/sel-04-2304-02","url":null,"abstract":"Recently, a lot of work has been done at the federal level to launch and implement the adopted strategy for the socio-economic development of the Russian Federation with a low level of greenhouse gas emissions (hereinafter referred to as “Strategy 2050”). Today we can state that the necessary regulatory and legal framework has been created. The next step is to analyze and, possibly, revise the role and place of the established scientific and technical disciplines for the implementation of the strategy. The article analyzes this role in relation to one of the oldest scientific and technical disciplines – land management. The historical stages of the formation of the discipline and its place at the present stage in urban planning are considered in this paper. Using specific examples, the article shows that strict adherence to the principles of urban planning is not always able to ensure the sustainable development of territories in accordance with the Strategy 2050. Hence, the importance of land management based on new principles taking into account ESG factors is increasing. Such a new direction is designated by the authors as a “carbon land management”. The subject of these studies covers a number of problematic aspects of land management of waterlogged lands, and the issues related to the quality evaluation of these lands and subsequent possibility of their agricultural use. The ultimate goal of the research is to develop an appropriate calculation methodology for assessing the quality of waterlogged lands in the conditions of the humid part of the Non-Chernozem zone of the Russian Federation. In the introductory part, the authors show the analysis of the current state of the issue. The main part characterizes the essence of the proposed calculation methodology, provides the calculation formulas and the features of establishing their structural indicators. With an abundance of land resources, and at least half of the untapped potential of productive agricultural lands, the ever-increasing need for food in the world creates geopolitical and economic opportunities for increasing agricultural production through a more complete use of vacant agricultural lands of the Non-Black Earth Region and intensification of agriculture in regions with more fertile black soil. Land policy plays a decisive role in realizing the existing opportunities to increase agricultural production, legislation, and the quality of legal regulation of land relations, management of the use of productive agricultural land, institutional environment and land management infrastructure. The article considers long-term problems of land policy, land legislation, the quality of regulation and management of land resources in agriculture and the need to determine ways and means of their improvement. “Administrative labor occupies a dominant position in relation to executive labor, as well as to the services of the land. It forms “the third factor” of production (capital + land + labor. A significant part of capital is knowledge and the organization of production).
