The features of three types of electoral volatility at the level of the main regions of Ukraine: West, Center, South and East have been investigated. The importance of party preferences of regions in the context of electoral volatility has been outlined. The method of the total electoral volatility calculating using the M. Pedersen index and intra-system and extra-system volatility on the basis of the indices modified by E. Powell and D. Tucker have been worked out. The emphasis was placed on the theoretical and methodological aspects of the study of the proposed problem and on its empirical content in the case of its overlapping on the countries of Eastern Europe. It was revealed that the problems of stability and efficiency of governments in the countries of Eastern Europe are multi-component and multivariate ones. On this occasion, it was motivated that today there are no complex works that are able to systematically open the identified issues. It is based on an appeal to available studies of stability and efficiency of governments that do apply different methodological approaches. It was argued that the problems of stability and efficiency of governments were reflected on the basis of the use of methods and methodology of not only Political Science, but also of Law, Sociology, History, Economics, etc. Nevertheless, it was stated that the problems of stability and efficiency of governments are primarily an interest, which is solved by methods and methodology of comparative Political Science, and thus a comparative method of research. It is stated that informal political institutions are quite important in structuring the political process and cover many issues that are not in the field of the operationalization by formal political institutions. The author argued that informal political institutions are characterized by different causes of conditionality, different sources of institutional change, different mechanisms of changes and modification (in the framework of formation and functioning) and variable rates of change. {"title":"The pre-conditions, principles and attributes of political and technocratic governance in Italy: history and modernity","authors":"Magdalena Białobłocka","doi":"10.59861/ansgk.2353-8392.2018.pp44-59","DOIUrl":"https://doi.org/10.59861/ansgk.2353-8392.2018.pp44-59","url":null,"abstract":"The article is devoted to analyzing the stages and peculiarities of the formation of a politically and party determined system of governance and public administration in Italy during the late nineteenth and early twentieth centuries. In parallel, it is argued that the system of governance and public administration in Italy is historically determined by a technocratic component. On this basis, the parameters of pre-conditions, principles and attributes of political and technocratic governance in Italy (for which both political or party governments are inherent characteristic of parliamentary democracy and republic) were revealed. The author has proved that the technocratic component of party and politically determined public administration in Italy overcomes the ideological polarization of inter-party competition and the party component of governance, thus stabilizing and increasing the efficiency of governance in general. Among them, attention was mainly focused on the peculiarities of the correlation of political and governmental stability with the parameters and types of political regimes (i.e. democratic, autocratic and hybrid ones), forms and systems of government (including presidential, parliamentary and mixed ones) and party and electoral systems. It is motivated that the solution of transport problems at the interface between the regimes of “real socialism” and post-communism was the initial stage of formation of the current transport system in the countries of the Visegrad Group. It is noted that the decentralization reform largely shifts the provision of social services and ensuring the quality of life of its citizens to local governments. It is established that on the way to achieving the independence of territorial communities there are obstacles at the national and local levels. In order to establish a correlation between the effectiveness of the tax mechanism of regulating the income of the population and the financial capacity of local communities, the regulatory framework and taxation practices in EU countries were studied. The budget-forming role of personal income taxes in the formation of local budget revenues has been established. {"title":"Ethnonational reality and expectations in the context of representation of russian and other minorities in Ukraine (1989–2017)","authors":"Tomasz Białobłocki","doi":"10.59861/ansgk.2353-8392.2017.2.pp175-193","DOIUrl":"https://doi.org/10.59861/ansgk.2353-8392.2017.2.pp175-193","url":null,"abstract":"The article is devoted to analyzing ethnonational reality and expectations in the context of the representation of Russian and other minorities in Ukraine in 1989–2017, in particular against the background of the annexation of the Crimea and occupation of the part of Donbas by Russia. It is revealed that ethnopolitical reality in Ukraine is a complicated and controversial issue due to the lack of reliable statistics on the population of Ukraine (as of the moment of analysis), as well as due to the fact that a significant part of the multinational population of Ukraine is outside the jurisdiction of the official Kyiv and thus beyond the scope of various studies. The author argued that there are several groups/cohorts of ethnic minorities in Ukraine, but the Russian one is most represented. At the same time, it was found that the relative and absolute number of ethnic Russians in Ukraine is decreasing. This is especially noticeable against the background of the processes of annexation of the Crimea and the occupation of part of the Donbas districts, by virtue of which it was recorded that as of 2017, Ukraine if did not be- come yet, then it becomes a mono-state power with the dominant ethnic core of the Ukrainian nation, bilingualism, significant percentage of representatives of other ethnic groups and polyconfessionalism. In parallel with the penetration and dissemination of relevant ideas in the Belarusian media, studies devoted to the study of the concept of the «Russian world» are beginning to appear in Belarusian historiography. Some Belarusian researchers try to adapt the ideas of the Russian world to the contemporary political realities of Belarus. This is manifested in the use of theses about a common history, the imposition of beliefs that Belarusians and Russians are one people, and Russian is the native language for Belarusians. Such theses take place in the context of the Belarusian academic humanities, which often, following the Soviet tradition, ideologically serves the political slogans of contemporary pro-Russian (including pro-government) circles in Belarus through a peculiar interpretation of historical facts and their adaptation to nowadays socio-political processes.
