This is done in view of the fact that during the several decades of the recent political history in Poland there were several stages of the development of both the local government system and, accordingly, the procedures of local government authorities’ formation, which are perceived as one of the mandatory components of the decentralization processes today (especially after the completion of the European integration in Poland). Accordingly, the researcher’s attention was initially focused on the review and brief analysis of the history of the development and current state of the system and structure of local government and administrative-territorial organization in Poland. After that, the author focused on the title issue of the parameters of formation/elections of local governments authorities at different stages of the recent political history of Poland. It was argued that semi-presidentialism should be defined the least subjectively or minimally (or in an institutional and procedural way), but should be classified the most broadly or maximally (or in an institutional, procedural, political and behavioral way). Based on this, it was found that we need to classify semi-presidentialism in a versatile way, i.e. institutionally, procedurally, politically, behaviorally and synthetically. Accordingly, it was found that reflection on semi-presidentialism in singular can be only definitive, but such a logic is unacceptable in the classification of semi-presidentialism, because different “adjectives” and attributes of semi-presidentialism refer to different formal and factual types, phases and scenarios of the analyzed system of government. The researcher reasoned that as of 2017 Poland and Ukraine experienced very similar types of semi-presidentialism, which were determined with the unified majority systems within the constructions of balanced premier-presidentialism. The most important trend in this process is the search for electoral systems that fully take into account the will of citizens and ensure adequate representation of their interests in state bodies. The author proves that during the recent presidential and parliamentary election campaigns that took place in the Republic of Bulgaria, new electoral preferences were quite unexpected for the state. The Bulgarian Parliament quickly shifted to a new paradigm of political rhetoric without changing its structure. “Pro-Euro-Atlantic” parties (the Reformist Bloc, DOST) did not enter the Parliament, and those that are represented in the National Assembly (GERB, BSP, DPS) quite painlessly reoriented to “patriotic” or “state-oriented” messages. The nationalist parties with their new messages that most correspond to the desired new situation, managed to understand the situation in time: they united and were able to get seats in the Government in a new form. The researcher has outlined the issues raised on the basis that Ukraine in 1991 ceased to be an integral part of the USSR and instead entered a new political, academic and legal reality. Accordingly, in this new state, the problem of determining the concept of “national minority” was actualized both as an actual situation and by attempts to change the design of the perception of ethno political reality, which was developed and implemented for decades within the framework of the Soviet Union. This was supplemented by the fact that in the Ukrainian scientific and political (and therefore legislative) environment − that at the time of the declaration of independence, and later − the issue of understanding and defining the category of “national minority” remained relevant, and it was significantly influenced primarily by Western or international legislation and research achievements. It has been stated that the definition of a “national minority” in the scientific environment is more developed in the Ukrainian case, which largely coincides with the inter- national understanding of the studied category, although with the Ukrainian local specifics. Instead, the legislative regulation of the concept of “national minority” in Ukraine was and still is insufficient, even despite the implementation of international law in this country. The author argued that emigration processes from the countries of the region before and during their integration into the EU were conditioned primarily by differences in social and economic development. It is observed that before and after the collapse of the USSR and changes in the labor markets and societies of the Visegrad countries, they were economically and socially dependent on Western European countries, and therefore key emigration processes were (and still are) directed to them. At the same time, it is motivated that emigration processes from the countries of the region lead to a shortage of labor, but due to the fact that the more educated is a population of a country the higher is an emigration flow from a country. Accordingly, it is recorded that the emigration activity of immigrants from the Visegrad countries changed after their accession to the EU. It is concluded that the countries of the region are summed up by the “liquid” migration in the form of transnationalism and mobility, since emigrants leave the countries not forever and not for a long time, but for a short time. Thus, the article is actualized by a theoretical and methodological attempt to answer the question of whether “small” parties can be interpreted as relevant ones or, conversely, should be defined and understood exclusively as marginal ones, in particular as unable to regulate various forms of inter-party competition. It is argued that Political Science has not yet developed a holistic position on the definition, structuring and systematization of the essence, types, manifestations and framework of the relevance of “small” parties. On one hand, some “small” parties are able to structure party systems and inter-party competition, and some are not. On the other hand, the characteristic of relevance is the basis for the separation or non-separation of “small” parties as such. At the same time, the article as a whole demonstrates that the relevance or irrelevance of “small” parties is not only an attribute of party system and inter-party competition, but also a characteristic of separate parties at different stages of their operation.
