The researcher explained that the formation of anti-immigrant parties in the region has passed several stages that were conditioned with significant events of their development, but reckoned that the electoral successes of anti-immigrant parties are distinctive. It was found that anti-immigrant parties in the countries of Visegrad group ideo- logically are the products of post-materialistic society. The author also stated that the rhetoric of anti-immigrant parties in the region gained publicity and relevance after 2010, when the problems of migration policy of the European Union appeared to be the most dangerous. The author examined the system of administrative and territorial structure of France at various stages of its development, in particular from the moment of its formation to the present. In parallel, the article analyzes the significance and influence of the processes of decentralization of power on the administrative and territorial system of the coun- try in general and on administrative reforms in particular. These typological factors (in particular, the dualism, legitimacy, party affiliation and responsibility of the executive and the compositions of legislatures) create the grounds for the mediation of semi-presidentialism on the basis of political and behavioral models of the evaluation of norms and manifestations. Therefore, the study primarily focuses on the updated and expanded theorization of the actual (political and behavioral) typology of semi-presidentialism and on the practical consequences, risks and prospects for its operationalization within the framework of the European cases (from the moment of semi-presidentialism’s introduction and as of December 2017). It has been revealed that the features of the lustration and liberalization of police system in post-communist Poland, Hungary, Czechia and Slovakia were extremely various and therefore they were able to lead to various organizational and functional consequences and results of police functioning: both at the level of its transformation from an instrument of protection of the autocratic regime into a democracy oriented institution and at the level of processes of its demilitarization, professionalization, specialization, demystification, reduction, decentralization, decriminalization and so on. The author argued that the problem of all the analyzed countries of the region was the fact that the lustration of police system was used (or still continues to do so) to a large extent as manipulative technology by political rivals and media. Thus, we can state that the concept of populism is a multifaceted political construct that performs the integrative-cognitive function of structuring and constructing a complex and controversial political reality with elements of social, discursive and praxeological eclecticism. A characteristic feature of the actualization of populism is the extreme parameters of the functioning of the state-political organism of society and the value projections of its existence. The crisis of society, which generates a conceptual platform of populism, reflects the objective need for democratization of the foundations of social order and social life. In particular, the anti-elite orientation of populism is due to the need to expand the influence of the subject field and instruments of direct democracy and direct democracy. The author found that the number of scientific and theoretical researches devoted to minority governments is directly proportional to the number of empirical cases of minority governments in different countries. It was stated that all researches on minority governments should be divided into three clusters or groups: from the standpoint of the theory and tradition of rational choice, from the standpoint of the new institutionalism approach and from the standpoint of party theory. In view of this, it was argued that the studies of minority governments are basically determined by a combination of differ- ent theoretical and methodological paradigms, which focus on outlining the various factors of formation and functioning of minority governments. The author stated that the causes and consequences of emigration in the Visegrad Group countries are interrelated. The researcher argued that emigration from the Visegrad Group countries is socio-economically determined, as the movement of emigrants from the region is mainly directed to the countries of Western Europe and North America. At the same time, it was found that emigration from the Visegrad Group countries is socio-economically advantageous for the countries of Western Europe, but not for the analyzed region.
