This allows easier and cheaper transportation to the people of this low-income nation. However, frequent accidents in inland waterways have caused significant loss of human lives and properties. This study analyzes the accident data of an era (2008–2019) collected from the Department of Shipping of Bangladesh. However, it is revealed that due to lack of a proper accident database, many accident parameters and detailed information are not available. The results indicate that most of the accidents and casualties are caused by collision among the vessels. Besides, the predominant portion of overall casualty is fatality. Moreover, 57.6% fatalities take place during the four months of February to May. Furthermore, around half of the accidents are caused by the cargo ships and trawlers. It is also found that the most accident-prone zone is the southern part of the country. Finally, some recommendations are proposed for improvement of inland water transport safety of this low-income country.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"61 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115619781","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Carbon dioxide emission among other Green House Gases is the dominant gas responsible for global warming and damaging impact of climate change. Given the enormity of the impact of climate change, the United Nations General Assembly in 2015 adopted 17 Sustainable Development Goals (SDGs) of which ‘goal 13ʹ was a call for climate action to mitigate the drastic effect of climate change by reducing global warming to 2°C above pre-industrial levels or 1.5°C by 2030. Shipping in the maritime sector accounts for over 80% of the global trade and hugely dependent on Heavy Fuel Oil (HFO) and emits about 2.7% of the global carbon dioxide. Against this backdrop, the concern of this study is, therefore, to ascertain the level of progress in global decarbonization for sustainable development focusing on international shipping in the maritime sector. The documentary method of research was adopted for the study while Win-Win Solution served as the conceptual framework. The study analyzed the efforts to decarbonize the shipping industry and determine if the maritime sector will likely achieve green shipping target by 2030.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128848082","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Stringent environmental and labour compliance standards enforced over the past few decades in developed nations have substantially increased the costs, shifting the recycling operations to nations in the Global South where these operations entail lower cost. This paper provides an overview of the ship recycling industry and highlights the consequential adverse effects on environment and human beings in the nations engaged in ship recycling and also elaborates on the guidelines proposed by international organisations to address these issues. It is argued that unless the externalities on the environment and human health are not taken into account, a sustainable model of ship recycling cannot be achieved. The paper proposes the formation of a consortium by recycling nations particularly India, Pakistan and Bangladesh, whose synergies will help to safeguard the interests of the workforce and environment in these countries. A ship recycling industry fund, under the auspices of International Maritime Organisation exclusively for meeting the cost of ship recycling, is also mooted for consideration. The availability of this fund, along with efficient policy formulations initiated by the consortium of major ship recycling nations, can play a major role in addressing the externalities and turning the recycling operation environment- and labour-friendly.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"13 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121206819","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The paper adopts a qualitative research method based on a grounded theory approach and uses primary data collected through three methods, which are interviews, a focus group interview and observations all conducted in Turkey. As a result of analysing the collected data by aid of the MAXQDA software, “The Grounded Theory of National Maritime Policies Based on Safety, Security and Environment” is developed. In this theory, all the constructs of three topics, maritime safety- maritime security-marine environment, are defined separately and intra-topic and inter-topic relationships are revealed. The grounded theory is also a useful guide to help decision makers see all the constructs and the relationships on maritime safety, security, and environment; so they can make accurate and effective maritime policies in this area.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"854 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126965105","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The increase in autonomy provided by machines and AI is beginning to take over certain tasks in the maritime sector, to reduce costs and mitigate human error. However, with the current levels of autonomous technology available, legislation, and public trust in the technology, such solutions are only able to remove majority of tasks associated with low-stress periods. In fact, many current remote control solutions still suggest relying on human operators to deal with the complex situations AI struggle with. Such a human–automation relationship could endanger the human element. The concern is that, if the human user is spending a disproportionate part of their time dealing with multiple, unconnected, high-stress tasks, without periods to de-stress, this could increasingly put workers at risk. This paper seeks to highlight potential technical, social, and mental, issues that may arise as the sector begins implementing semi-autonomous and fully autonomous maritime operations.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125091415","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The results indicate that piratic attacks are most likely underreported by the Government of Mexico. The research findings documented fourteen attacks on supply vessels and offshore platforms for the first half of 2020; only three relevant attacks were officially reported in the same period by the vessel´s (foreign) flag jurisdiction. However, the Maritime Authority of Mexico did not change the security level at any of the ports or territorial sea during the incidents. The maritime security level remained the same (level 1) during 2020, despite several alerts launched by the international maritime community. Recommendations by the respondents (shipmasters, SSO, CSO and PFSO) recommended that a permanent increased security level (level 2) should be implemented in the Southern part of the Gulf of Mexico until this specific problem is resolved. Participants suggested additional special measures to tackle the problem including the evaluation to class the area as a High Risk Area (HRA) and the establishment of a Memorandum of Agreement (MOU), for international cooperation and capacity building with the US Coastguard authorities to promote necessary collaboration towards effectively dealing with these security threats.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"55 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129608880","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The International Maritime Organization (IMO) since its establishment has consistently been working towards mitigation of risks at sea by implementing measures through specific legal Instruments. The IMO’s principle Instrument with this focus is the International Convention for the Safety of Life at Sea, 1974, as amended (SOLAS). By identifying and examining a wide range of risks that must be addressed in order to ensure the safe operations of ships at sea, the chapters of SOLAS provide the necessary mitigation measures. This paper goes on to discusses three specific risks among those being mitigated by SOLAS, which are a) structural integrity and stability related risks; b) fire risk and c) navigational risk. The reason for this choice is quite simple: analysis of past statistics from shipping incidents databases clearly indicates that these risks are recorded with the highest numbers; with statistics testifying that navigational risk is linked to the greatest number of accidents. A conclusion clearly standing out is that the various measures being put forward by SOLAS and the associated supporting Codes work in a complementary manner and together have provided a positive contribution towards the safety of personnel, environment and property.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131006143","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Overseas, amphibious ships are commercialized in the United States, United Kingdom, Australia, Singapore, Canada, etc. Safety cannot be verified in the Republic of Korea due to insufficient systems related to the inspection of amphibious ships. Therefore, in order to secure the safety of amphibious ships, this study presented standards for safe operation through investigations of domestic and foreign amphibious ships operating status and system status, and analysis of accidents related to domestic and foreign amphibious ships. This study proposed the provincial sea area, weather conditions, stability criteria, acquisition system of the number of boarding people, location of water ingress, and inspection period; however, a quantitative review of these criteria is suggested as a future research direction. If the amphibious ship safety implementations are achieved and can be commercialized through this study and further research, it is expected to vitalize the local economy by attracting tourists.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"43 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129200859","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It performs a comparative analysis for two different types of wet scrubber systems: they are generally referred as“open loop” and “closed loop” systems. Those systems are evaluated via life cycle assessment technique, which is further used for evaluating the global warming, acidification and eutrophication potentials. The economic aspect of the scrubber installation will be estimated by establishing the payback time of the installation costs. Sensitivity analysis is performed to determine the effect of various economic scenarios on payback times. Research results reveal that the environmental impacts are higher for the closed loop scrubber than open loop scrubber. The open loop scrubber has a marginally shorter payback time under different scenarios; for No EGCS (MGO) case, it was revealed 3.2 years (with open loop) and 3.6 years (with closed loop), and for No EGCS (VLSFO + MGO) case, 5.4 years (with open loop) and 5.9 years (with closed loop).","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126936690","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, there was a lack of research on the selection of safety ranges during passing marine structures. In this study, marine traffic analysis was performed at Busan Port in June 2020. As a result of analyzing optimal distribution group through Cullen and Frey graph, it was selected as gamma distribution, lognormal distribution, and normal distribution. The statistic was analyzed by the ranking of the goodness-of-fit test according to Kolmogorov-Smirnov test, Anderson-Darling test, Cramer-von Mises test, Akaike’s Information Criterion, Bayesian Information Criterion. As a result, it was analyzed that lognormal distribution at arrival and gamma distribution at departure was best fitted. In this study, the optimal distribution was derived based on Bayesian Information Criterion through observations of 32 distributions through Monte Carlo simulation, and the results were the same. In general, when passing through the route and TSS, we performed the study by assuming the distribution as normal distribution. However, it is expected that more accurate traffic distribution can be derived based on this study, since distribution is different depending on the characteristics and circumstances.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123482954","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
