The main argument is that information and communication technology has dramatically shifted the concept of power as the possession of material capabilities. The paper argues that ICT has created a double paradox for materially and technologically powerful countries by creating vulnerabilities in the hard power and soft power domain. The paper also asserts that through cyber power exists in the virtual/cyber domain, it is able to get desired outcomes in the physical domain. ICT can be used as a soft as well as a hard power multiplier. By reviewing China’s non-interventionist policy, the question arises here: what is China’s engagement policy towards Afghanistan?The research intends to address the question by analyzing Sion-Afghanistan’s economic, diplomatic and security relations. After the incident of September 11, 2001 (9/11) and their security impacts in the capacity of Pakistan's domestic and peripheral front. Their rivalry in the 21st century at the geo strategic, geopolitical and geo-economic level have been explained on the basis of realism, neo-realism and complex interdependence philosophies of international relations. The drastic political and strategic change in the status of Kashmir propelled Pakistan and China to review their foreign policies in future. In response, China wants Pakistan a strategic partner to closely look onto Afghanistan's political crisis during and after the withdrawal of the US from Afghanistan. However, the strategic relationship nuclear partnership between America and India has allowed the Sino-Pak strategic and nuclear partnership to level the magnitude of the United States' influence in South Asia. The issue of cross border terrorism, infiltration from Afghanistan and Indian espionage policy further sabotaged peace and security calculus in Pakistan's internal and external levels. With the advent of new technologies, the conflict transformed were major wars converted minor war and sub-conventional warfare. Nevertheless, India introduced a new set of war fighting strategies to establish itself as a major military power in the South Asian region. The study concluded that,in line with its ambitious plans, India conducted a surgical strike deep inside Pakistan's territory in February2019 and tried to establish a new pattern of strategic engagement where sovereignty breach of nuclear-capable Pakistan will be a 'New-Normal' in India-Pakistan conflictual relations. Interestingly, India taking inspiration from the US and Israel, not only tried to introduce 'New-Normal' in order to alter the norms of sovereignty in South Asia but also went dangerously ahead of them and negated the entire logic of 'nuclear-deterrence' without considering the fact that no one including the US has ever tried to create 'New-Normal'in the situation of actual nuclear deterrence. Lastly and importantly, it is either 'Normal' to accept the logic of nuclear deterrence or 'Abnormal' to reject or negate it. Scarcities of natural resources, floods, rapidly melting of glaciers along with fast sea-level rising, and storms are worsening or changing as our climate changes, with frequently fatal consequences. Freshwater accounts for only three percent of the total water on the earth, about 2/3 frozen in glaciers and glacial ice. Based on up-to-date climate estimates for the protection of water, we are at the moment passing through a challenging time, and the global population expected to surpass ten billion by 2055 would also be a challenging assignment, particularly for lower developing countries. In this research paper, we focused on some issues generally and particularly in the context of Pak-Afghan relations. Because, despite their geographical, linguistic, regional, religious, and ethnic entanglements, Pakistan and Afghanistan's bilateral ties have seen turbulence. The US and NATO forces invasion of Afghanistan on October 7, 2001 led many Al-Qaeda and Taliban operatives to take refuge in the erstwhile tribal areas of Pakistan. Pakistan army conducted military operations against the militants, but militancy initially confined to the South Waziristan expanded to the rest of the tribal areas. The question of insurgency expansion has been discussed by various scholars, but this study advances a different explanation. Firstly, the military operations were not supported by an effective counter narrative against the insurgents. Secondly, the military operations were conducted in the area of limited statehood, which helped the insurgents to obtain the support of the people and contributed to the expansion of insurgency. In terms of economic and strategic advantages, the CPEC project helps both nations, and it has the potential to alleviate Pakistan's economic woes to an even greater extent.This effort, on the other hand, is confronted with a number of internal and external obstacles, including major threats to its growth and long-term survival. As a result of the current economic slump, this research largely examines the external issues that it presents.
