This is an extension of the available results on Markov chains and is realized through the analysis of the subsampled chain , where is an increasing sequence of random stopping times. The risk in modern science, culture and society is the summary category as sin, justice, value, meaning, etc. (Ivan Poptchev, Strategies for managing the risk of NBU, Sofia, 2004, p. 5, p. 6) [1]. Under the techno-economic system (TES) is a system of interacting manufacturing engineering (technology) equipment for automation and human operator [2]. The refusal of the FE of the TES is the reason for the technogenic danger (risk), continued throughout the period of technical operation (TO) of the systems [4]. For example, on the aircraft during flight is possible to be denied imposing performance of repair of the service crew, if the refused is not reserved with the FE upright one. In addition, the need to increase the technical resource of aircraft requires the placement of new technological systems (connected in parallel or in sequence of old), compatible with the available standard systems installed by the manufacturer. Similarly, is the State with the TES of a pipeline, the composite FE (units of pipelines) that pass through the village. The block-transformation graph G 101 of a graph G is the graph, whose vertex set is the union of vertices and blocks of G, in which two vertices are adjacent whenever the corresponding vertices of G are adjacent or the corresponding blocks of G are nonadjacent or the corresponding members of G are incident. In this paper, we present characterizations of graphs whose block-transformation graphs G 101 are planar, outerplanar or minimally nonouterplanar. It can be shown that Maxwell equations on Cantor sets in a fractal bounded domain give efficiency and accuracy for describing the fractal electric and magnetic fields. Using the same approach, elsewhere Yang, Baleanu & Tenreiro Machado derived systems of Navier-Stokes equations on Cantor sets. However, so far there is no derivation of Proca equations on Cantor sets. Therefore, in this paper we present for the first time a derivation of Proca equations and GravitoElectroMagnetic (GEM) Proca-type equations on Cantor sets. Considering that Proca equations may be used to explain electromagnetic effects in superconductor, We suggest that Proca equations on Cantor sets can describe electromagnetic of fractal superconductors; besides GEM Proca-type equations on Cantor sets may be used to explain some gravitoelectromagnetic effects of superconductor for fractal media. It is hoped that this paper may stimulate further investigations and experiments in particular for fractal superconductor.
