The aim is to make a model suited for scenario generation for stochastic optimization of bids for a hydro power producer. Hourly prices are estimated through panel data methodology, and the analysis shows that most external explanation factors should have hour-specific coefficients.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"42 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126123056","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Therefore and apart from the well-known hydro pumping stations, the installation of storage is being considered as an increasingly viable option namely in distribution networks and also in end user installations. This paper reviews the recently passed Portuguese legislation on self-consumption and details a model to evaluate the economic interest of installing batteries together with PV panels according to several possible business models. The simulations suggest that the tariffs currently applied and the investment costs turn these options still not attractive so that a final simulation was developed to evaluate the break even value of the tariffs to turn the investments on storage paid in a reasonable horizon.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115109486","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The emission of CO2 is to be reduced by 43% from 2005 levels. Additionally, the share of renewables in the total energy consumption should reached 27% in 2030. Such new targets will have significant impact on power production technologies, in particular in the edge countries where the electricity production is based on fossil fuels. This paper deals with the optimization of electricity production, taking into account the need to balance the demand for power and energy, and the fulfilment of climate policy goals. The presented methodologies for Energy Mix optimization are illustrated by the case study for Poland, an economy in which nearly 90% of electricity production is based on coal. Such economies have to undertake the largest transformation to follow the European climate policy targets. The impact on residential customers and energy intensive industries is also discussed.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"39 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127259329","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Energy-only markets have been touted as a mechanism for alleviating the missing money problem, although demand response is widely recognized as the ultimate solution. In this paper we analyze the benefits of demand response and an energy-only market design on short-term operations and long-term investment, as well as the result of overlapping an energy-only market design in a market with active demand response. We use a multi-stage stochastic program to characterize the real-time and long-term market equilibrium, and a multi-stage stochastic unit commitment model followed by a real-time market to analyze the impact of operating reserve demand curves on day-ahead markets. Our model is applied on a case study of wind and demand response integration in Germany.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"10 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126560374","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, few of them are readily usable in long term energy planning models because they require small time steps and detailed data. In this paper, two candidate methods to address the flexibility issues in such models are evaluated. A unit commitment model developed at the JRC, DispaSET 2.0, is used as a test case for the different simplified flexibility assessment tools. The modelled geographical area is Belgium, using historical data for the demand and VRE curves and their day-ahead forecast. Different VRE penetration scenarios are simulated to evaluate the flexibility of the power system. The simplified assessment tools are then run with the same inputs. Results indicate significant discrepancies between the detailed Unit Commitment model and the simplified tools. The underlying reasons are described and suggestions are formulated to improve their accuracy.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"60 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126495500","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Producers investing in new renewable capacity receive certificates based on their actual production. Retailers of electricity are required to buy certificates for a proportion of their total sales. If a retailers obligation is not met, a penalty fee is imposed. The certificates are traded both bilaterally and as a financial instrument on the Nasdaq Commodity Exchange. The design and potential success of this multistate support mechanism will be of great interest to policy makers and green investors. The dynamic equilibrium model of Coulon, Khazaei, Powell (2014) is adapted to the Swedish market. It is found to replicate historical long-term trends and price levels well. Sensitivity analyses show that the key drivers of certificate prices are the penalty levels and the discount rate. Further it is shown that a higher rate of certificate price feedback on the investment rate dampens the price fluctuations around the trend line. The rate of feedback is uncertain, but is assessed to be larger than zero.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"71 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126504898","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In fact, generation from RE sources implies a change in the scheduling of the rest of generating facilities, which may affect operational costs of the power systems due to a more frequent cycling of thermal plants, i.e. a change in operating modes that occur in response to varying dispatching requirements. In this paper we investigate the effect on cost efficiency of energy operators as a consequence of the penetration of REs at the Country level using a two-step model based on Data Envelopment Analysis. The findings highlight a negative and significant impact of the index of penetration of REs on cost efficiency of firms involved in the production of programmable sources.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134232190","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In evaluating horizontal mergers among energy network operators, regulators must use different tools to evaluate the attractiveness of mergers. Norway is one country having implemented an ex ante regulation for mergers among electricity distribution operators (DSOs). We investigate whether the actual mergers of Norwegian DSOs in the period 1995-2004 can be rationalized as cost saving exercises or whether they should be interpreted in other ways. We use Data Envelopment Analysis (DEA) to estimate the potential cost savings from mergers ex ante, and we decompose the gains into gains from learning best practice and from improving economies of scale and scope. Moreover, we compare the sources of post merger performance to identify plausible pre-merger motivations. We also discuss the possibility to gain from strategic gaming in the regulation. We compare the regulated revenues and the regulated efficiency improvement requirements before and after the mergers. We find limited potential cost gains ex ante but some improvement in allocative efficiency ex post. Moreover, merged companies show more rapid technological progress and catch up. We also find that the new companies face somewhat more favourable regulatory conditions, i.e. higher allowed revenues and fewer required efficiency improvements. The latter is the consequence of a flawed specification of the regulatory cost function at the time.","PeriodicalId":252103,"journal":{"name":"2015 12th International Conference on the European Energy Market (EEM)","volume":"63 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-05-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130868146","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

When different countries or big markets try to function as unique markets equilibrium models encounter the problem of how to model the conjectures of the agents depending on the congestion of the different transmission network.
