In this sense, last few years have recorded significant progress, illustrated both by the conduct of a significant number of civilian and military operations in different geographical perimeters, as well as by the launch of cooperation initiatives in the field of defence capabilities and defence research. The reporting framework of these developments has also undergone major changes, integrated into the process of establishment the European Defence Technological and Industrial Base (EDTIB). After an initial stage of conceptual structuring, carried out between 2007-2013, the profile of this construct has matured rapidly in recent years, offering consistent prospects in terms of supporting EU security and defence objectives. To this end, practical projects on defence capabilities and research have been developed through EDTIB in line with the Common Security and Defence Policy agenda. An extremely important role is represented by the consolidation of the financial potential associated with EDTIB to support cooperation projects and initiatives. The use of EU budget resources, stimulated in the context of EDTIB, represents a strategic paradigm shift in which European cooperation has evolved. Against this background, several initiatives have been launched to address the issue of capabilities development by gearing multinational cooperation formulas towards filling the gaps identified in the defence planning under the aegis of the Common Security and Defence Policy (CSDP). The Permanent Structured Cooperation (PESCO), an initiative launched on November 13, 2017, through the Joint Notification signed by the ministers of foreign affairs and defence from 25 EU Member States, plays a decisive role in the success of this endeavor. As an expression of the intergovernmental nature of the security and defence dimension at EU level, PESCO has rapidly evolved into a platform for cooperation between Member States in the development of defence capabilities, covering a wide range of areas. Thus, in less than five years, PESCO encompassed 60 cooperation projects. Moreover, at the end of February 2022, the first capability developed under this initiative was activated in an operational context. Bârsan","doi":"10.53477/1842-9904-22-1","DOIUrl":"https://doi.org/10.53477/1842-9904-22-1","url":null,"abstract":"The European Directive on the intra-community transfer of defence products from 2009 established mandatory steps to be taken in order to simplify the necessary documentation and to create a federated framework linking Member States’ national approaches and regulations. The regulatory document emerged as a result of the need to distinguish between import-export and transfer operations and, further, to secure the defence-related supplies within the European Union. The Directive introduced a new licensing system, based on general, global and individual licenses, encouraging the Member States to use general licenses for simple transfers of defence products between Member States, while maintaining control over their key security interests. The aim of the research is to assess whether the joint warfighting actions have given the IDF an edge in accomplishing the strategic objectives designed by the Israeli political leadership, as well as whether the next planned iteration of the Israeli joint warfighting doctrine, the Momentum Plan, is feasible and whether it has any vulnerabilities to address. The analysis is limited to the threats identified as such, not to the security risks or vulnerabilities. \u0000Thus, it is found that some of the former communist Eastern European countries, many of them part of NATO’s Eastern border, have in common the reminiscent threat related to Russia’s vicinity. However, NATO’s Eastern countries also have specific perceptions of security threats. For some of these countries, a threat reassessment is needed in order to include the results in their national security strategies. We chose to focus on intelligence services because they are more reluctant than the other structures empowered to ensure national security in terms of social media activity. \u0000Through this analysis we discovered that although many intelligence services own official pages on social networks, there are few intelligence services that share content on them. In an age of expansion and diversification of the hybrid phenomenon, of an assertive geopolitical competition based in large measure on any methods and means employed so as to ensure the fulfilment of own state interests, it is easy to notice the use of media and social networks more than any time before, in order to influence and even manipulate public opinion meant to change perceptions, mislead, polarize and divide. This gave rise to the necessity of emergence of strategic communication concept, developed in the western world, including at the level of North Atlantic Alliance in order to support the achievement of security goals of the Alliance and the Member States. This struggle fits perfectly into the political disputes over the new post-pandemic world order, where competition between the great powers is becoming more and more acute. Recently, research, development and innovation (RDI) in the military field has become particularly important by accepting the increase in funds allocated to 20% of defence budgets. This fact is also reflected in the civilian field, through the importance that all developed countries, including the European Union and Romania, attach to digitization at national level. And dual-use RDI products are the most sought-after in the global high-tech market.
