Onopko","doi":"10.23859/2587-8344-2022-6-2-4","DOIUrl":"https://doi.org/10.23859/2587-8344-2022-6-2-4","url":null,"abstract":"This article is the first attempt in political science to determine the specifics of potential influence on Russia’s military security that may be exerted by the existing views on Russia and on the Black Sea region in the geopolitical worldview of the experts from the main Ukrainian think-tanks engaged in Russian and Black Sea studies. Using synthetic methodology based on certain principles and provisions of critical geopolitics, the theory of epistemic communities by Peter Haas, and securitization theory by Barry Buzan and Olle Wæver, the author studied the texts of analytical products of the institutions of foreign policy expertise that appeared in Ukraine in 2014–20. This allowed the author to establish securitized perceptions of Russia and the Black Sea region, typical for Ukrainian experts. The study of their recommendations to Ukrainian state authorities provided an opportunity to determine the potential threats to the military security of Russia. In order to understand how securitized perceptions and expert recommendations are considered by the ruling regime in Ukraine, the texts of Ukrainian military and foreign policy doctrines and strategies (approved or under discussion in 2014–21) were analyzed. All this allowed the author to come to a number of conclusions regarding the provision of Russia’s military security in the Black Sea region. It has been established that a whole pool of institutions of foreign policy expertise is engaged in Russian and Black Sea studies in Ukraine, and this pool of institutions has all the signs of an epistemic community. Its members broadcast to the Ukrainian authorities the irrational securitized ideas about Russia contained in their geopolitical worldview. They describe Russian foreign and defense policy through the desire for expansion and restoration of the Soviet Union as well as through xenophobic anti-Russian political myths. The study was based on the archival documents related to the work of the NKVD organs of the Far East in the second half of 1945. The collections of documents stored in the departmental archive and information center of the Ministry of Internal Affairs of Khabarovsk Krai constituted the source base of the research. Most of the archival sources used by the author are being introduced into scientific circulation for the first time. The techniques of historical criminological analysis were applied in the process of research. The author considered the peculiarities of the transition of law enforcement agencies of Khabarovsk Krai to work under martial law connected with the events of the Soviet-Japanese war; structural transformations of the first post-war period, including the formation of new territorial bodies in South Sakhalin; activities in combating crime and protecting public order. It is concluded that the geopolitical events in the region and the internal social processes of the period under study demanded that the NKVD of Khabarovsk Krai not only strengthen the traditional activities to combat crime and protect law and order but also organize work in a number of new areas. The study of archival documents showed that the internal affairs bodies paid considerable attention to the organization of civil defense and the protection of population from possible attacks by Japanese aircraft during that period. The study takes into account the mutual ties between the clans, using the example of the landowning families of the Kolyubakins, the Linevs, and the Dolgorukovs. It was revealed from which administrative-territorial formations (pyatinas of the Novgorod Lands) and for what reason the landowning families of Kolyubakins, Dolgorukovs, and Linevs were resettled to Ustyuzhna-Zhelezopolskaya Uyezd at the beginning of the 17th century. The facts of relationships and family ties between the families of landowners under consideration are identified and the reasons for the emergence of these ties are analyzed on the basis of the analysis of a number of documents from the fonds of the Heralds office (F. 286), Pomestnyi Prikaz (F. 1209), and the Ustyuzhna Voivodeship Chancellery (F. 596) in the Russian State Archive of Ancient Acts, which are introduced into scientific circulation for the first time, as well as of the results of the research on the history of the ancient Kolyubakin family, conducted by the author. It is shown that the family ties of the Kolyubakins, Linevs and Dolgorukovs led to the redistribution of landed property between these clans due to its transfer as a dowry or inheritance by collateral by nephews and grand-nephews from maternal lineage. In the course of the research, the Ustyuzhna branch of the noble family of Dolgorukov is reconstructed, including five generations of descendants, and covering the period from the end of the 16th century to the second half of the 18th century. The development of the family clans of the Dolgorukovs, Linevs, and Kolyubakins in Ustyuzhna Uyezd in the period between the 17th and the 19th centuries is analyzed. It is esbalished that at the end of the 19th century, of the three families to which this article is devoted, only the Kolyubakins still remained among the prosperous landowners of the uyezd. It is noted that the village of Rastoropovo in Ustyuzhna Uyezd, which survived to this day, was the geographical center of the events described in the article. The collection contains 19 articles, including one documentary publication. Among the authors of the collection, there are well-known scientists and aspiring young researchers from St Petersburg and a number of other Russian cities as well as one foreign participant (from Poland). The articles examine various aspects of revolutionary transformations, mainly on the basis of Petrograd materials, mostly in the period between spring 1917 and early autumn 1917. Based on the results of the analysis, it is concluded that Russian liberal thought formed a general image of the future Russian society which presupposed the synthesis of a liberal worldview with historically established practices of public administration. The liberal model of reforming the country was viewed as the basis of the image of the future, and the primacy of peaceful reform of socio-political system was considered as the basic paradigm of social construction. This approach is valid for both politico-legal and socio-economic thought, although there is a certain specificity in relation to the latter, which is reflected in this article and can be found in the works of such thinkers of the time as I. Babst, I. Yanzhul, A. Butovskii, D. Mendeleev, S. Bulgakov, M. Tugan-Baranovskii, and others. Kartashev, an outstanding theologian, Minister of Confessions of the Provisional Government, on relationship between church and state in Russia and the measures he proposed in order to reform them. What Kartashev advocated was not the complete separation of church and state, but rather such a “growing distance” between them which would give the Russian Orthodox Church independence and would allow the state to be secular rather than unilaterally confessional. During the short period when the Ministry of Religious Confessions was working, Anton Kartashev tried to be less involved into church administration, defended the interests of the religious department in the government, and supported a number of proposals from the Local Council. Kartashev began to implement the legal registration of the multi-confessional state system and consistently defended the interests of the Orthodox Church in other ministries and government departments. He gradually moved away from the doctrinal guidelines of the Provisional Government on the separation of church and state and became inclined to strengthen the influence of the church in the life of society, seeing its activities as a guarantee of the spiritual salvation of Russia. This approach did not coincide with the ideas about the role of the church in the life of society which had developed in liberal and socialist circles of that time and led to a discrepancy between the declarations of the Provisional Government and the activities it carried out in the church sphere. The article considers the reasons why Kartashev was able to pursue his line of confessional policy. The most important of these reasons was that neither the Provisional Government nor the Constitutional Democratic Party or the Socialist Revolutionary Party considered the problems of church-state relations a priority. They treated such problems in the context of general problems of the democratic transformation of Russia and attributed the right to solve them to the Constituent Assembly. It is emphasized that in the tense atmosphere of 1917 neither the Provisional Government nor the Russian Orthodox Church wanted to conflict with each other. Shevyrin","doi":"10.23859/2587-8344-2021-5-4-7","DOIUrl":"https://doi.org/10.23859/2587-8344-2021-5-4-7","url":null,"abstract":"The article studies the history of a small timber-harvesting colony that was created in the times of the GULAG labor camps, outlived the period of being a political colony, and was transformed into a museum, the Museum of the History of Political Repression Perm–36, in the 1990s. Based on the analysis of publications of the 1990s–2000s, an attempt was made to recreate the history of comprehension of the era of political repression using the example of a certain museum. From the active study of the topic in the early 1990s and establishment of a public museum with support from the Perm Oblast administration, Perm–36 moved on to undergo severe criticism from the local and federal press, deprivation of financing and administrative support and, finally, rather rough dismissal of the museum administration and appointment of top managers from the Ministry of Culture. The public museum had a powerful creative and scientific potential that allowed it to develop, implement new forms of work, and attract the international museum and human rights community, but, unfortunately, the State Memorial Museum of the History of Political Repression Perm–36 has become an ordinary regional museum in fact. In the first years of being a state museum (2015–16), the administration of Perm-36 tried to revise the directions of work of the public museum. This was expressed in its attempts to justify the authorities and the cruel laws of the time when the colony existed and to find some incriminating evidence against its political prisoners. New exhibitions of the museum (e.g. “Broken by windfalls”) highlighted the state’s need for the prisoners’ work, in particular in harvesting timber needed for the reconstruction of war-ravaged cities, the successes in mechanization of camp production, and so on. The public outcry forced the leadership of the museum to adjust its course. Now, according to the development concept adopted in 2019, the activities of the reserve museum are aimed at preserving the memory of victims of political repression in order to prevent such tragedies in the future. The state museum Perm–36 continues to open new exhibitions and expositions that tell the story of the colony through the stories of people from the GULAG camps, dissidents, and human rights activists. It considers events and discussions during the founding congress of the Socialist Revolutionary Party (December 25, 1905 – January 2, 1906), where the final separation between Neo-Populists took place. The author identifies and analyses the main contradictions between the left-wing and right-wing Neo-Populists related to the party program and its tactics, which became especially acute during the congress. Main differences in the attitudes towards the illegal methods of political struggle that were accepted by the Socialist-Revolutionaries and rejected by the future Popular Socialists are pointed out. The author also analyses their program differences regarding the solution of the agrarian question in Russia: socialization among the Socialist-Revolutionaries and nationalization among the moderate Populists. The socio-psychological factors that hindered any constructive dialogue between the Socialist-Revolutionaries and the Russkoe bogatstvo group are revealed. It is shown how the socio-political views and social initiatives of the pedagogical intelligentsia transformed under the conditions of the alternating political regimes in the territory of Perm Governorate from February 1917 till July 1919. The activities of the Perm Teachers’ Union are given as the implementation of ideas of the new professional organization of teachers.
