Mikhailov","doi":"10.23859/2587-8344-2021-5-3-6","DOIUrl":"https://doi.org/10.23859/2587-8344-2021-5-3-6","url":null,"abstract":"On the basis of a significant amount of documentary and archival material, the article examines the background and development of the idea of creating a political and state association of the territories inhabited by the Muslim peoples of the North Caucasus and Transcaucasia. It is shown how the idea of cultural and national autonomy of the national outskirts arose in the course of the democratic movement in Russia in 1917, and how after the Bolshevik Coup in Russia, that idea was transformed into plans for the creation of independent political entities in Transcaucasia and the North Caucasus. The leaders of the Azerbaijani faction of the Transcaucasian governments repeatedly raised at various levels the question of the accession of the North Caucasus Muslim state entities to Transcaucasia, but the unstable political and military situation in the Caucasus made the resolution of this issue impossible. Until the middle of 1918, there were two opposing authorities in Azerbaijan – the government of the Azerbaijan Democratic Republic and the Baku Commune. The North Caucasus was even more fragmented, both ethnically and politically. At the same time, the anti-Bolshevik forces of the mountainous peoples received almost no material support from outside but competed with the White movement that had emerged in the South of Russia for influence in the region. The fall of the Baku Commune and the seizure of Baku by the Turkish-Azerbaijani troops revived the ideas of the Caucasian Muslim confederation for a short time. However, being disunited, the forces of the North Caucasus “independent” entities were unable to resist the pro-Bolshevik forces in the region. Sabennikova","doi":"10.23859/2587-8344-2022-6-3-8","DOIUrl":"https://doi.org/10.23859/2587-8344-2022-6-3-8","url":null,"abstract":"The article is devoted to the analysis of the activities of emigrant zemstvo organizations in the context of their preservation of the traditions of the pre-revolutionary Russian zemstvo. The Russian post-revolutionary emigration caused by the October Revolution of 1917 and the subsequent Civil War numbered up to two million refugees who settled mainly in the countries of Central Europe, Slavic countries, newly formed border states, and the Far East. Many of the former zemstvo officials of various levels who had significant experience in organizing humanitarian assistance to refugees and the wounded during the First World War and the Civil War also emigrated. The article traces the continuity of emigrant zemstvo organizations, primarily the Russian Zemstvos and Towns Relief Committee of Russian Citizens Abroad and its branches, in relation to pre-revolutionary zemstvo institutions, such as the All-Russian Zemstvo Union. Russian emigrant organizations continued their former zemstvo activities, focusing on education (secondary and higher education), employment of Russian refugees (labor exchanges), medical care, and preservation of Russian culture in the new conditions, among other things, by means of organizing and holding the days of Russian culture as well as founding archives and libraries. To prove the idea of continuity of zemstvo organizations, the author considers the structure and composition of the Russian Zemstvos and Towns Relief Committee of Russian Citizens Abroad and its most significant offices in Czechoslovakia, France, Germany, Bulgaria, and the Kingdom of Serbs, Croats, and Slovenes. Kartashev, a renowned historian, a professor at St. Sergius Orthodox Theological Institute (Institut de théologie orthodoxe Saint-Serge) in Paris, sent to his friend Evgenii I. Novitskii, who had moved from France to the USA not long before. In the introduction, the publisher describes the context, in which the letters were written, which makes it possible to better understand their meaning and value as a historical source. The letters characterize Anton Kartashev’s attitude of towards the idea of reuniting Russian Orthodox parishes in emigration, which were under the jurisdiction of different church organizations. The historian considered it possible to unite them under the seniority of Metropolitan Anastasii (Gribanovskii) and under the jurisdiction of the Patriarchate of Constantinople but doubted the fulfilment of this possibility due to the accumulated canonical contradictions. Particular attention is paid to the relations between the Russian Exarchate in Western Europe and the Russian Orthodox Greek Catholic Church in the United States, as well as the possibility of educating graduates of St. Tikhon’s Theological Seminary (Pennsylvania) at the institute. In addition to the information about the persons and events mentioned in the correspondence, the commentary includes fragments from letters of the historian’s wife, Pavla P. Kartasheva, which reveal the nuances of what was sometimes only briefly reported by her husband. Frizer (1869–1932), Barguzin merchant of the 1st guild, the owner of the majority of private gold mines in Transbaikalia. Yakov Frizer belonged to a special type of Siberian entrepreneurs who had extensive practical experience, understood the needs of the region, implemented various projects for its study, provision of necessary facilities, and economic development, and represented the interests of gold mining both on the regional and on the national level. Frizer’s distinctive features were the spirit of constant innovation and experimentation, proactive attitude to life, desire for professional self-education, and ability to see new opportunities for investing his capital in opposition to the policy of the state authorities who did not know the potential of Siberia well and did not trust the initiatives of Siberian people. Frizer viewed the gold mining in Eastern Siberia not as an independent branch but as a complex industry interconnected with the development of the system of communications, scientific study of gold mining business, and the solution of the issues of legislation, customs policy, planning, technical innovations, the necessary professional training of workers and middle management personnel, the development of domestic Russian mechanical engineering and the related infrastructure. He was not afraid to take risks, investing his funds in the prospecting for new deposits. Through trial and error, he determined the best way of managing and became a pioneer in many endeavors, most of which were crowned with success. The article analyzes Yakov Frizer’s activities on the development of the Barguzin taiga through the prism of private vs. national perception. The emphasis is placed on the transformative role of private initiative in the development of the natural resources of Eastern Siberia, when without any assistance of the state, exemplary enterprises were founded, roads were laid, schools and churches were built, and the foundations for the scientific study of the region’s resources were established. The author analyzes the most typical reportages from the scene as well as the interviews with high-ranking military commanders and officials published in such central newspapers as Krasnaya Zvezda, Trud, Izvestiya, Kommersant, Literaturnaya Gazeta, Moskovskie Novosti, and some others. In addition to the media mentioned above, the author analyzes materials from the regional press, such as the Yaroslavl newspapers Severniy Krai and Zolotoe Kol'tso. These publications contained official documents and other valuable information relating to the growth of criminal activity in the North Caucasus in the early 1990s, the battles between the Ossetian and Ingush people in the Prigorodny District, the objectives of the federal troops’ peacekeeping operations, and information about the exploits of military personnel. The authors of the publications under analysis made it clear that it was the Russian security forces that prevented a real war in the Caucasus. The Ossetian or Ingush fighters who opposed the federal forces were presented in their coverage either as deceived people whose nationality was not even mentioned or as bandits. At the same time, the democratic media published articles describing ethnic cleansing of the Ingush population in the Prigorodny District during and after the hostilities. Publications in the left-wing media emphasized the illegality of the Ingush actions, and the sympathy of the authors was clearly on the side of the Ossetians. Sometimes the opposition press (the newspapers Sovetskaya Rossiya and Pravda) even drew parallels between the actions of the Ingush and the invasion of the Soviet Union by Nazi Germany. The author concludes that the Russian authorities and security services managed to terminate the conflict relatively quickly in 1992.
