The monograph by famous historian Evgenii Pchelov The Regicide of 1918: Sources, Questions, and Versions published in 2020 by the publishing house of the Russian State University for the Humanities is based on the results of a source analysis of some issues related to the death of the members of the Russian imperial house in the Urals during the Civil War. The book consists of four sections (chapters), which respectively deal with four debatable and insufficiently studied issues within the framework of this topic. The first chapter of the book is dedicated to the mysterious fate of the documents of the White Guard investigation of the case of the murder of the tsar’s family. The author comes to the conclusion that the extant materials from different parts of the world, in general, make it possible to reconstruct the contents of eleven volumes of the case files. The second part of the work deals with the issue of interpretation of the finds made by investigator Nikolai Sokolov in the area of the Ganina Yama mine where the clothes of the victims were burned. The author disagrees with the conclusions of the White investigator about the complete destruction of the Romanovs’ remains. The third section of the book covers the controversial issue of “mysterious” inscriptions in the basement of the Ipatiev House, where the imperial family was shot. Evgenii Pchelov questions the mystical and cabbalistic background of these inscriptions, although he emphasizes that their further scientific study is necessary. In the final chapter, the author proposes a solution to the issue of whether Moscow represented by Vladimir Lenin and Yakov Sverdlov sanctioned the murder of the Romanovs in Yekaterinburg. The researcher comes to a reasonable conclusion about the presence of a tacit permission from the top Bolsheviks to destroy the tsar’s family. Ivanova","doi":"10.23859/2587-8344-2021-5-4-5","DOIUrl":"https://doi.org/10.23859/2587-8344-2021-5-4-5","url":null,"abstract":"Despite a significant number of works devoted to the history of the GULAG, the problem of the formation and functioning of small regional camps in the areas where the camp system was not widespread still remains practically uncovered both in Russian and in foreign historiography. Fishing camps in the Caspian Sea region remain practically unstudied. The Prorvinskii correctional labor camp also known as the Prorva Island camp (Prorvlag) is among them. The aim of this study was to fill the gap in the historiography of the GULAG, to reveal the causes and conditions of the formation of the fishing camp complex on the shores of the Northern Caspian Sea, to analyze the industrial activities of Prorvlag, and to determine the location of individual structural subdivisions of the camp. The study is based on the documents from the archives of the Main Administration of Places of Confinement (Glavnoe upravlenie mest zaklyucheniya, GUMZ) of the Ministry of Internal Affairs of the USSR (GARF, F. R-9414) supplemented by a considerable collection of other publications. The underlying methodological principle is the critical analysis of the entire body of factual material and the new archival documents in the first place. It has been established that in 1932, the OGPU received a new fishing area for its future use, the Prorva district located in the northeastern part of the Caspian Sea. For the purposes of its development and further organization of fisheries, a correctional labor camp was established there, with its administration originally stationed on Prorva Island in the Caspian Sea. The camp, which functioned from 1932 to 1940, included several subcamps, camp stations, and camp detachments. Among the prisoners, there were many fishing specialists who were convicted of various counter-revolutionary crimes. The camp had a fishing fleet of 1 115 units, production workshops for its maintenance, and coastal and floating fish factories. All the products produced by Prorvlag were sold within the GULAG system. It has been revealed that the OGPU established the Prorva Island camp in order to create its own base for supplying the camp population with fish products, since in 1932 the state stopped supplying camps with fish. Being placed on a job at the editorial office of the regional newspaper Severnaya Pravda in a quiet provincial city, he worked in Kostroma for more than thirty years and returned to Moscow as a well-known and respected literary critic and journalist. The publication focuses on the fact that the first years of Igor Dedkov’s life and work were very difficult due to gradual adaptation to life in the Kostroma outland, which he later remembered very warmly and after a number of years even with frank admiration. But at that time (from September 1957 onwards) the situation for the young journalist was not easy at all. Unfortunately, in his diary published after his death, I. Dedkov referred to this stage of his biography only casually and without detail. Possibly, it can be accounted for by subsequent correction and radical change in I. Dedkov’s attitude to the province. The main purpose of this publication is to fill in this gap by introducing into scientific circulation a number of unpublished letters and other autobiographical materials which are currently stored in the I. Dedkov Interregional Scientific and Educational Center at Kostroma State University. The use of these and a number of other historiographical sources allowed us to clarify many important details in the life and work of the novice journalist of a regional newspaper, who left the capital for one of the provincial cities on his own initiative. The main methods used by the author of this article are the elements of system analysis, the method of historical reconstruction, induction and deduction. The use of these methods and the use of a previously unknown body of sources allowed the author of the article to significantly expand and deepen the existing (rather limited) ideas about the early period of I. The study was based on the legislation that established the procedure for assigning to the positions and the data on the condition of penitentiary institutions in Northern European Russia. The results obtained led to the conclusion that the staffing problems were solved as the penitentiary system developed and were directly dependent on the condition of the places of detention. In the first quarter of the 19th century, when the formation of the network of penal and correctional institutions was a costly and lengthy process involving the construction of buildings for them, prison superintendents were appointed only as an exception; formally, the prisoners were under the custody of the mayors, but in reality they were under the supervision of the sentries from the internal guard. The legislation of the second quarter of the 19th century paid attention to the legal status of superintendents and warders, their powers, duties, and conditions of service for the first time, gradually elaborating the requirements for candidates for these positions. Preference was given to the retired military men: to the officials holding a rank, for the vacancies of superintendents; to lower ranks from the internal guard who had retired because of wounds, for the vacancies of warders. Although from the end of the 1830s the posts of superintendents were filled on a regular basis, not every prison castle had a full complement of employees. Throughout the period under study, prison employees were not included in the staffing tables of local institutions and were regulated individually on the initiative from below. In these conditions, in its reports, the governorate administration proceeded from the needs and current tasks, without seeking to inflate the prison staff and thereby increase the tax burden on the population, since the costs of maintaining penitentiary institutions, including salaries for employees, were covered by town communities and in the event of lack of funds, by general zemstvo dues.
