The establishment of the Guard served three purposes: to significantly increase the presence of Hungarians at court, to represent the monarch (the power of the sovereign) and the Hungarian estates, and to provide a cultural space for young Hungarian noblemen. For them, the Guard became an aid in building patron-client relations and in orientation in the court environment, which was especially important for the natives of eastern Hungary and the Principality of Transylvania as well as for Protestant noblemen. The article examines the role of the Guard in expanding the cultural horizons of young Hungarian nobles. The purpose of the paper is to present the role of the guard as an instrument of education and acculturation of Hungarian nobles against the background of well-known and recently discovered sources, such as guard establishment proposals, school register books and so forth, and to awaken interest of international research to the importance of this special institution. Dryablov","doi":"10.23859/2587-8344-2022-6-3-4","DOIUrl":"https://doi.org/10.23859/2587-8344-2022-6-3-4","url":null,"abstract":"The issue of involving young people in political movement in the process of purposeful activities of political parties remains one of the understudied problems in the history of Russian liberalism and its political and legal thought up to the present. The article analyzes domestic liberal theorists’ search for an answer to the question concerning reasons for the politicization of the youth, primarily the student movement in Russia, which was partially reflected in the publications of the journal Osvobozhdenie [Liberation]. It is noted that two groups of factors are distinguished, those of general nature associated with the shortcomings of the social system as a whole and more specific factors related to the concrete youth policy of the state. The authors pay attention to how the liberals who wrote to the journal determined the place of the youth movement in the process of social transformation. Identification of their positions appears important and necessary in order to answer the question, which the liberal parties and party leaders faced in full growth during the period of the revolution, whether it was possible and reasonable to involve young people in revolutionary processes and in socio-political activities of party organizations. For the liberals, this issue was important due to the significant reflection of the Russian intelligentsia in relation to young people, their youthful radicalism. Bogdanov’s exile in Vologda and retrace the conditions under which his formation as a politician and a thinker was taking place in those years. An outstanding scientist, philosopher, physician and revolutionary, Alexander Bogdanov spent three years in exile in Vologda (1901–03). A. Lunacharsky, A. Remizov, N. Berdyaev, B. Kistyakovsky, P. Shchegolev, B. Savinkov and his wife V. Uspenskaya, and many of the future prominent figures of the Bolshevik Party were in exile in Vologda during that period. For a year and a half, Alexander Bogdanov lived in the village of Kuvshinovo near Vologda and worked as a doctor at a psychiatric hospital, the description of which he later used in his science fiction novel Red Star. After leaving the service and obtaining permission for private practice, he used his practice as an excuse to visit his associates. He helped the Vologda exiles by giving them medical examination certificates to be submitted to the police, which allowed the exiles to stay in the governorate city rather than be sent to the remote settlements of Vologda Governorate. In the course of numerous discussions between exiles belonging to different philosophical and political camps, Bogdanov’s skill as a philosopher and polemicist was honed. Thanks to the tremendous dedication, hard work, and concentration on his scientific activities, Alexander Bogdanov had strengthened his reputation as a famous Marxist writer by the end of the exile. Moreover, due to his illegal correspondence with the editorial board of the Iskra newspaper, he established contacts with the leading circles of the emerging Bolshevik faction of the Russian Social Democratic Labor Party. Shur","doi":"10.23859/2587-8344-2021-5-2-7","DOIUrl":"https://doi.org/10.23859/2587-8344-2021-5-2-7","url":null,"abstract":"The article presents an analysis of the engagement policy and the formation of allied relations which hold a central place in the foreign policy of the United States. It is noted that the September 11, 2001 terrorist attacks demonstrated the ideological insecurity of the United States and forced Washington to join the global campaign against terrorism. Despite the untenable willingness to bear the burden of war alone, the American political establishment began to look for allies and partners. The purpose of this article is to identify India’s place in the system of American foreign policy strategies of George W. Bush and Barack Obama. When studying this topic, the author relied on the methods of analysis, synthesis, comparison and generalization. The phenomenon of using public diplomacy and the engagement policy for strengthening allied relations with India has been studied very little by domestic and foreign science. The article concludes that the White House showed considerable interest in India due to its favorable geographical location, experience in counterterrorism, tense relations with China (a potential competitor of the United States), and the status of the world’s largest democracy, which indicates the country’s commitment to democratic values which are actively promoted by Washington. The article reveals the obstacles in the way of India’s involvement in this cooperation: despite its interest in establishing a dialogue with the United States, the republic did not show any desire to move away from the traditional policy of equidistance in international relations for fear of becoming an American puppet. During the administration of Barack Obama, U.S.–India relations received a new impetus as part of the US Pivot to Asia. The scope of cooperation between the two countries was significantly expanded. The relations reached a new level after Narendra Modi took office as Prime Minister of India. The article considers this issue on the example of certain aspects of the administrative and political activities of Alexander Roediger, General of Infantry, who served as Minister of War in 1905–09. The article shows his attempts to solve personnel problems in the army by removing unqualified personnel from the Higher Command, which caused discontent among the courtiers. The author analyzes A. Roediger’s political views, which can be described as moderately liberal. The Minister of War himself never went public about them, considering it unacceptable for an officer to engage in politics. However, due to his position, he could not completely distance himself from politics, especially during the revolutionary upheavals of 1905–07. Alexander Roediger belonged to those statesmen of Russia who sought to carry out serious reforms along the lines of constitution through a constructive dialogue with the legislative authority. The article also notes his role in preserving the Second State Duma during the “Zurabov incident,” his close cooperation within his ministerial powers with the Third Duma State Defense Commission, and so on. Such a course of the government official turned out to be unacceptable for Nicholas II, which caused resignation of Roediger. The desire of Minister of War Alexander Roediger to improve the state of things in the army through cooperation with moderately liberal deputies (members of the Octobrist Party) aroused suspicions of his political disloyalty, for which there were actually no grounds, and the attempts to solve personnel problems by purging of senior officers brought into question the established personnel policy in such an important area for the tsar as the imperial army. The material analyzed in the article convincingly shows that absolute loyalty to the monarch was the main personnel principle of the last reign.
